Shri H. Rajesh Prasad, IAS, Chief Secretary, Chandigarh Administration, today chaired a high-level review meeting to assess the progress of the Landstack Project and the NAKSHA Pilot Programme in the Union Territory. The meeting was attended by Shri Mandip Singh Brar, IAS, Home Secretary; Shri Diprava Lakra, IAS, Finance Secretary; Shri Amit Kumar, IAS, Commissioner, Municipal Corporation Chandigarh; Shri Nishant Kumar Yadav, IAS, Deputy Commissioner, Chandigarh; senior officers of the Chandigarh Administration, representatives of the National Informatics Centre (NIC), and officials from all stakeholder departments.

During the meeting, the Chief Secretary reviewed the progress of data integration, digitization of land records, GIS-based mapping of land parcels, verification of ownership records, inter-departmental data sharing, and the rollout of citizen-centric services through the Landstack Portal. He was informed about the ongoing efforts to integrate land-related records from multiple departments into a single, unified digital platform.

The Chief Secretary observed that the Landstack Project is a transformative initiative that will bring greater transparency, efficiency, and accountability to land administration. Once implemented, the portal will provide citizens with seamless online access to comprehensive land-related information through a single interface, reducing the need for physical visits to government offices and facilitating faster and more transparent property-related services.

Acknowledging that integrating records from multiple departments against individual properties is a complex and time-intensive exercise, the Chief Secretary emphasized the importance of maintaining the highest standards of data quality and accuracy. He directed all stakeholder departments to work in close coordination with the Deputy Commissioner’s Office and NIC to ensure timely completion of the remaining tasks. 

He instructed officers to thoroughly verify land records, ownership details, maps, and other property-related information before integration into the portal. Stressing the need for standardization and interoperability, he directed that all departments strictly adhere to the prescribed formats and guidelines. 

He also emphasized integrating property-related utility services into the Landstack Portal, stating that such integration would place Chandigarh among the leading States and Union Territories in digital land governance.The Chief Secretary also reviewed the progress of the NAKSHA Pilot Programme and expressed satisfaction with the work carried out so far. 

He directed that the Claims and Objections phase be initiated immediately in the selected villages to facilitate the issuance of Urban Property Cards to residents of the Abadi Deh areas covered under the pilot. Appreciating the progress achieved, he suggested that the initiative should eventually be expanded across the entire Union Territory to create a comprehensive and authenticated urban land record system for Chandigarh. 

He further underlined the importance of leveraging modern and secure digital technologies to ensure the authenticity, integrity, and long-term security of land records.Shri Nishant Kumar Yadav, IAS, Deputy Commissioner, Chandigarh, informed the meeting that substantial progress has been made in both projects and that all stakeholder departments are working in close coordination to complete the remaining activities within the stipulated timelines. He reiterated the Chandigarh Administration’s commitment to developing a robust, transparent, and citizen-centric digital land governance ecosystem.

The meeting concluded with the Chief Secretary directing all concerned departments to continue working in mission mode and ensure the timely and successful implementation of the Landstack Project and the NAKSHA Pilot Programme in Chandigarh.
