Haryana Chief Minister, Sh. Nayab Singh Saini said the State Government's objective is to build a revenue administration system in which all processes related to the purchase and sale of land, property registration and mutation are simple, secure, transparent and completed within a stipulated timeframe. He said citizens and farmers should not have to make repeated visits to government offices and should be able to avail themselves of as many services as possible from their homes.

The Chief Minister said this during a review meeting held on late Thursday evening  regarding the progress of the Revenue and Disaster Management Department's Paperless Registration 2.0 and Auto-Mutation system  at Chandigarh. Chief Principal Secretary to the Chief Minister, Sh. Rajesh Khullar,  Additional Chief Secretary and Financial Commissioner, Revenue & Disaster Management and Consolidation Department, Dr Sumita Misra, Deputy Principal Secretary to Chief Minister, Dr Yashpal and other senior officers also attended the meeting.

During the meeting, Dr Sumita Misra informed the Chief Minister that several significant improvements have been incorporated into Paperless Registration 2.0 based on suggestions received from citizens and other stakeholders. The application process has been further simplified to ensure that people do not face any inconvenience while registering property.

Under the new system, Aadhaar-based e-KYC, digital signatures and biometric authentication have been made mandatory, enhancing the security and authenticity of documents. Every registered document will also carry a QR code, enabling verification of its genuineness. In addition, a mechanism has been introduced under which 20 registration applications will be routed to the Sub-Divisional Magistrate (SDM) and another 20 to the District Revenue Officer (DRO) to further strengthen transparency.

The Chief Minister  was further apprised that applicants will no longer be required to separately submit documents such as No Objection Certificates (NOCs) from the Department of Town and Country Planning, as verification will be carried out online through the concerned departments. 

Citizens will be able to track the status of their applications online and, if required, upload additional documents and e-stamps digitally. The system also allows a normal appointment to be upgraded to the Tatkal category whenever necessary.

The officers also apprised the Chief Minister about  the increase in revenue following the introduction of the Tatkal registration facility.

Focus on Khata Kasht Cases; Explore Online Property Registration Facility for Overseas Haryana Residents

The Chief Minister directed officers to expedite work relating to the conferment of ownership rights in Khata Kasht cases.The Chief Minister  was apprised that work in this regard is progressing continuously.

The Chief Minister also discussed whether Haryana residents living abroad could be provided with an option to execute property registrations online. He directed officers to explore the use of video calls and other modern technologies to facilitate such registrations.

The Chief Minister said that the reforms introduced by the department would make the entire process of property registration and mutation simpler, faster and more transparent. These measures would save both time and money for citizens, reduce unnecessary visits to tehsil offices and effectively curb fraudulent practices. 

He directed officers to ensure that the benefits of the new system reach every citizen of the State in a time-bound manner and that its implementation is carried out effectively. The Chief Minister directed that all pending old mutation (Intkal) cases across the state be disposed of within the next one month. 

He further directed the officers to ensure regular and weekly monitoring of this work, along with continuous review of the progress. The Chief Minister further said that if any officer or tehsil employee deliberately acts negligently or intentionally raises unwarranted objections in the property registration process, accountability must be fixed. 

He also directed officers  to establish a robust monitoring mechanism to ensure strict compliance.
