CM Devendra Fadnavis outlines ‘Viksit Maharashtra 2047', sets target for $5 trillion economy

Highlighting Maharashtra's role as the nation’s economic powerhouse, contributing 14% to the national GDP, Chief Minister Devendra Fadnavis on Thursday unveiled the comprehensive "Viksit Maharashtra 2047" vision document at the 11th Governing Council meeting of NITI Aayog on Thursday.

He emphasised that while physical infrastructure creates opportunities, it is the state's human capital that will drive India toward its target of becoming a developed nation ("Viksit Bharat") by 2047. The Chief Minister laid down a strategic economic roadmap aiming for a $1 Trillion economy by 2030, scaling to $2 Trillion by 2035, and ultimately achieving a $5 Trillion economy by 2047.

To ensure structured execution, all state departments have formalised detailed action plans to be implemented up to 2029-30. Maharashtra has climbed to the 'Prachesta-2' category in the Ministry of Education’s Performance Grading Index. 

Under initiatives like Poshan Bhi – Padhai Bhi, the state is modernising Anganwadis and has generated over 2.08 crore unique APAAR IDs for students. Maharashtra is the first state to comprehensively implement the National Education Policy (NEP) 2020.

CM Fadnavis announced the development of India’s first international-level "Educity" near the Navi Mumbai International Airport to attract global student talent. He said that the state leads the country in the National Apprenticeship Promotion Scheme (NAPS) with 3.30 lakh registered apprentices.

Additionally, the state's 2025 Startup Policy aims to support 50,000 startups and nurture 1.25 lakh entrepreneurs over the next five years. According to CM, treatment packages under the Ayushman Bharat PM Jan Arogya Yojana and state schemes have been expanded to 2,399.

A newly formed Urban Health Commissionerate will monitor civic health needs, alongside the construction of 11 new government medical colleges. Highlighting women as drivers of economic growth, CM Fadnavis noted that the Ladki Bahin direct cash transfer scheme currently supports 1.66 crore active beneficiaries.

Under the UMED Mission, the state has created 50 lakh 'Lakhpati Didis' and aims to double that figure to 1 crore. Thirteen permanent district-level UMED Malls are being set up to market Self-Help Group (SHG) products. Under the Maharashtra AI Policy 2026, the state targets Rs 10,000 crore in investments and 1.5 lakh jobs.

Over Rs 2 lakh crore in mega-projects have already been verified using the PM GatiShakti Portal. Through AgriStack integration, MahaAgX (data exchange platform), and MahaTRACE (a farm-to-fork traceability system), the state is embedding AI into the agricultural supply chain to directly improve farmer incomes, he mentioned.

Moving past Left-Wing Extremism (LWE), the Chief Minister stated that a specialised Post-LWE Development Action Plan is positioning Gadchiroli to become India's first major integrated steel hub, backed by heavy investments in local roads, digital connectivity, and healthcare.

Under the 'One State One Global Destination' scheme, Sindhudurg and Nashik are being developed into premier international tourism sites. The state also plans to establish 100 thematic tourism sub-circuits across areas like heritage, aqua tourism, and spiritual tourism to break into Asia's top three travel destinations, he noted.

With over 63.85 lakh MSMEs and drawing 31% of India's total Foreign Direct Investment (FDI) inflows, Maharashtra has adopted a Swadeshi Intelligent Import Substitution (SIIS) model. This is bolstered by an investment pipeline of over Rs 20.3 lakh crore across sectors like Animation, Visual Effects, Gaming, and Comics (AVGC-XR), assisted by the upcoming first Indian Institute of Creative Technologies (IICT) in Mumbai, said the CM.

Concluding his address, Chief Minister Fadnavis reiterated Maharashtra's unwavering commitment to working cooperatively with the Union Government and other states to realise the ultimate vision of a prosperous, equitable, and fully developed India by 2047.
