Dr. Navjot Khosa, IAS, Director Census Operations, Punjab, conducted a comprehensive review of the progress of Census 2027: Phase-I – Houselisting and Housing Census (HLO) in District Mansa during a meeting held at the district headquarters along with Deputy Commissioner Mansa, Ms. Navjot Kaur, IAS, Additional Deputy Commissioner Ms. Simerpreet Kaur, PCS, Charge Officers and officials associated with the Census operations.
During the meeting, Dr. Navjot Khosa assessed the progress achieved under the ongoing Census exercise and reviewed the work being carried out by 1,285 Enumerators and 208 Supervisors deployed across the district. She appreciated the dedicated efforts of the Charge Officers, Supervisors, Enumerators and other field functionaries for their commitment and commendable performance in executing the Census activities efficiently and systematically.
The Director emphasized the importance of timely completion of all pending Census-related activities and directed the concerned officers to ensure that the remaining work is completed before the second week of June 2026. She stressed the need for close coordination, continuous monitoring, and effective supervision at all levels to ensure that the targets are achieved within the stipulated timeframe without compromising the quality of data collection.
Expressing satisfaction over the pace and quality of the Census operations being carried out in Mansa district, Dr. Navjot Khosa commended the district administration and Census functionaries for their hard work and dedication. She noted that the district has demonstrated a strong commitment towards implementing the Census programme in accordance with prescribed guidelines and expressed confidence that all Census-related activities would be completed successfully as scheduled.
On the occasion, Dr. Navjot Khosa honoured 09 enumerators along with their Charge officers who ensured the timely and accurate completion of all assigned Census tasks.
As part of her visit, the Director Census Operations Punjab also conducted an extensive field inspection in Mansa MCI Arvind Nagar and Mansa Rural, Village Khiala Kalan to assess the quality and accuracy of the ongoing Census exercise at the ground level.
During the inspection, she interacted directly with Enumerators and Supervisors engaged in field operations and reviewed various aspects of their work, including preparation of layout maps, house numbering, area coverage, field records, and the methodology being adopted for data collection. Dr. Navjot Khosa took the opportunity to understand the practical challenges being faced by Census personnel during the conduct of Phase-I operations.
She also evaluated their understanding of Census concepts, definitions, and operational procedures. The Director expressed satisfaction upon observing that the field staff possessed a clear understanding of Census guidelines and were effectively utilizing the Houselisting and Housing Operations (HLO) Mobile Application for digital data collection.
She appreciated their professionalism, dedication, and commitment towards ensuring the collection of accurate and reliable information. Highlighting the importance of data quality, Dr. Navjot Khosa instructed the Principal Census Officers and supervisory staff to ensure completeness, accuracy, and consistency in data collection through regular monitoring, field verification, and surprise inspections.
She emphasized that the credibility of Census data depends upon meticulous fieldwork and strict adherence to prescribed procedures. Considering the prevailing heatwave conditions across the district, the Director also expressed concern for the health and well-being of Enumerators and Supervisors who are performing extensive field duties.
She advised all field personnel to take necessary precautions while conducting Census operations. The staff was advised to avoid prolonged exposure to direct sunlight, remain adequately hydrated, wear light-coloured and loose-fitting clothing, use caps or umbrellas while outdoors, and take regular breaks in shaded or cool areas during field visits.
They were further instructed to remain vigilant for symptoms of heat-related illnesses such as dizziness, excessive fatigue, headache, dehydration, or heat exhaustion and to seek immediate medical attention whenever required. Deputy Commissioner Mansa, Ms. Navjot Kaur IAS, assured the Director Census Operations Punjab that all Census-related activities in the district would be completed well within the prescribed timeline.
She informed that Census 2027: Phase-I – Houselisting and Housing Operations in Punjab is being conducted from 15 May 2026 to 13 June 2026, and the district administration is making all necessary efforts to ensure the smooth, successful, and timely completion of the exercise. The Deputy Commissioner further stated that all departments and Census functionaries are working in close coordination to ensure effective implementation of the Census programme.
She reiterated the district administration’s commitment to conducting the Census operations efficiently and in accordance with established guidelines so as to facilitate the collection of accurate, reliable, and comprehensive data that will contribute significantly to planning and policy formulation. The review meeting concluded with a detailed discussion on the roadmap for the timely completion of the remaining Census operations, strengthening field-level supervision, ensuring data quality standards, and addressing operational challenges.
The Director appreciated the collective efforts of the district administration and encouraged all officials and field staff to continue their dedicated work towards the successful completion of Census 2027 Phase-I in District Mansa.
