Dr. Basharat Qayoom reviews preparedness for Census 2027

Deputy Commissioner (DC) Pulwama, Dr. Basharat Qayoom who is also the Principal Census Officer of the district, today chaired a comprehensive review meeting at the administrative complex here to assess the preparedness for the Census 2027 and to review the progress achieved so far.

During the meeting, Additional Deputy Commissioner Pulwama, who is also the District Census Officer, gave a detailed presentation highlighting the administrative framework, timelines, digital tools, and roles and responsibilities of various census functionaries. The presentation also covered key aspects including the two phases of Census 2027 viz House Listing and Housing Census (HLO) and Population Enumeration as well as the use of digital platforms such as mobile applications and the Census Management and Monitoring System (CMMS) for efficient data collection and monitoring.

The DC took a detailed charge-wise review of the progress with regard to formation and mapping of Houselisting Blocks (HLBs), appointment of enumerators and supervisors, and readiness of logistics and digital infrastructure. He stressed the importance of adhering strictly to the notified timelines and ensuring completion of all preparatory activities within the stipulated deadlines.

Emphasizing the significance of Census as a vital exercise for planning and policy formulation, the DC directed all Charge Officers to ensure accuracy, completeness, and transparency in data collection. He instructed them to closely monitor field-level arrangements.

Dr. Qayoom further directed the District Census Officer to devise a comprehensive schedule for training of enumerators and supervisors to ensure that all enumerators and supervisors are adequately trained and equipped before the commencement of field operations. 

Furthermore, the DC directed proper utilization of the CMMS portal for real-time monitoring and reporting, and asked officers to ensure seamless coordination among all stakeholders. He also instructed the District Census Officer to vet the data at the district level with respect to villages, wards, houselisting blocks, enumerators and supervisiors prior to freezing on the portal to ensure accuracy and reliability.

 Besides he also directed the Charge Officers to establish helpdesks at the charge level to address technical and operational issues promptly. The meeting was attended by all Charge Officers and District Census Coordinator.
