Haryana Chief Minister Sh. Nayab Singh Saini said that only a minor amendment has been made in the Haryana Registration and Regulation of Travel Agents (Amendment) Bill, 2026, in accordance with the provisions of the Central Government. He said that no major changes have been made in the Bill.
The Chief Minister was speaking in the House during the ongoing Budget Session of the Haryana Vidhan Sabha on Monday on the Haryana Registration and Regulation of Travel Agents (Amendment) Bill, 2026 presented in the House. The Bill has been brought to amend the Haryana Registration and Regulation of Travel Agents Act, 2025.
He informed the House that under the amended provisions, if any travel agent sends a person abroad for service or employment and provides a work permit, then the agent will have to get registered under the relevant Central Act. Along with this, the agent will also have to provide the necessary information in this regard.
The Chief Minister said that after the Bill was earlier passed by the House, the state government had sent it to the President. The President’s Secretariat forwarded it to the Ministry of External Affairs, from where it was suggested that the Bill be amended in accordance with their provisions.
Based on those suggestions, the state government has now brought the Bill again before the House with minor amendments. He said that in matters related to foreign affairs, the state government has to frame laws in accordance with the guidelines of the Ministry of External Affairs.
When the Bill was sent earlier, three new laws had come into force, making it necessary to introduce certain technical amendments. The Chief Minister said that the government’s manifesto clearly states that if any person attempts to send the youth of the state abroad illegally through the “donkey route,” strict action will be taken against them.
He said the state government is making efforts to ensure that no youth from the state goes abroad through the donkey route. He further said that this law has been framed in accordance with the Constitution of India. All laws enacted by the state must be in conformity with the Constitution and Central provisions.
If the Central Government or the concerned ministry suggests any amendment, it becomes the responsibility of the state government to make the necessary changes accordingly. The Chief Minister added that the state government cannot go against Central laws, and therefore the amendment has been made fully in accordance with constitutional provisions and the directions of the Central Government.
