Haryana Chief Minister, Sh. Nayab Singh Saini released Rs. 68.34 crore fodder grant for the empowerment of gaushalas in the state at a State-Level Gaushala Fodder Grant Distribution programme held in village Bhatgaon, Sonipat. On the occasion, he also extended greetings to the people of the state on the festival of Holi.
Addressing the gathering, the Chief Minister said that cow is a symbol of our culture and faith. He said that Gau Seva is not merely a religious activity, but is also linked to social harmony, rural economy and environmental protection. The government’s objective is to make gaushalas financially strong and self-reliant. He also announced Rs.21 lakh each for both Gram Panchayats of Bhatgaon and Dharamarth Gaushala Bhatgaon.
Grant for gaushalas across Sonipat and the State
The Chief Minister said that Rs. 5.60 crore has been released for 27 registered gaushalas in Sonipat district. At present, 602 registered gaushalas in the state are receiving this grant, ensuring proper fodder arrangements for thousands of Gauvansh sheltered there.
He shared that in the past over eleven years, the state government had provided Rs. 457.41 crore to registered gaushalas. With the present release, the total grant amount has increased to more than Rs.525.75 crore, reflecting the government’s commitment to cow protection.
Significant rise in number and capacity of Gaushalas
The Chief Minister said that in 2014, there were only 215 registered gaushalas in the state, caring for 1.75 lakh Gauvansh. Currently, 697 registered gaushalas are operational, providing shelter to nearly 4 lakh Gauvansh.
Gaushalas to become self-reliant through solar energy
He said that solar power plants have already been installed in 330 gaushalas in the state. The target is to convert all registered gaushalas into solar-powered facilities by 2026-27. Additionally, electricity is being provided to gaushalas at a subsidised rate of Rs.2 per unit.
Promotion of E-Rickshaws and Panchgavya-Based Products
The Chief Minister said that e-rickshaws are being provided to gaushalas to help them market their products and increase income. Financial assistance has been given to 101 gaushalas for machinery required to manufacture Panchgavya-based products such as organic manure, natural paint, diyas, incense sticks, cow dung pots and cow urine extract.
He further informed that the Haryana Gauvansh Anusandhan Kendra has been established in Panchkula to promote research and development of Panchgavya-based products and improve quality and innovation.
Improved Healthcare Facilities for Gauvansh
The Chief Minister said that regular veterinary services are being ensured in gaushalas. In gaushalas housing more than 3,000 Gauvansh, a veterinary doctor is deployed once a week, while smaller gaushalas are provided services of Veterinary Livestock Development (VLDs) Assistants. Mobile veterinary clinics are also being made available.
Establishment of Cow Sanctuaries
He said that two cow sanctuaries have been established with the capacity to shelter thousands of cattle. Funds amounting to several crores have been released for proper arrangements of sheds, water and fodder in these sanctuaries.
Conservation of Indigenous Breeds
The Chief Minister said that special incentive schemes are being implemented for protection and promotion of indigenous breeds such as Hariana, Sahiwal and Belahi. Incentives ranging from Rs 5,000 to Rs 20,000 are being provided based on milk production capacity. Special emphasis is being laid on breed improvement and conservation through the ‘Rashtriya Gokul Mission’.
Appeal for public participation
The Chief Minister appealed to Panchayats, voluntary organisations, religious institutions and youth to actively cooperate in making gaushalas self-reliant. He said that society plays a vital role in the effective functioning of gaushalas and the state government is continuously working towards Gauseva, protection and strengthening of the rural economy.
On this occasion. Gita Manishi Swami Gyananand Ji said that just as Holika Dahan represents the end of negativity and Prahlad’s victory symbolizes unwavering faith, gauseva is a living practice of Sanatan culture. He emphasised that the cow is not merely an animal but the soul of Indian culture, and its protection is linked to humanity, environmental balance and health.
He also congratulated the Chief Minister for ensuring per cow daily grant and generous budget provisions for gauseva. Agriculture and Animal Husbandry Minister, Sh. Shyam Singh Rana said that cows hold deep significance in India’s Sanatan culture and traditions.
He added that Haryana’s strength, youth fitness and strong representation in the armed forces are rooted in the state’s rich dairy and livestock tradition. He said that the milk and ghee of indigenous cows are not only beneficial for health but also provide the five elements. Cow dung and cow products play an important role in natural farming, environmental protection, and strengthening the rural economy.
He said that under the Chief Minister's leadership, subsidies of up to Rs.30,000 are being provided to promote indigenous cow rearing and natural farming is also being encouraged. Cooperation Minister Dr. Arvind Sharma said that the presence of representatives from over 600 gaushalas reflects the government’s serious commitment to Gauseva.
He termed the recently presented budget as historic, stating that allocations have been increased across sectors and for every section of society. He said that the previous budget was effectively utilised, and this time even more funds have been allocated to give new momentum to development.
He expressed gratitude to the Chief Minister for including the demands of the Gohana region in the budget and said that the state government is committed to the development of every village and every section of society, following the principle of “Sabka Saath, Sabka Vikas”
