Haryana Chief Minister Nayab Singh Saini said that the state government is committed to promoting sports not just as a career option but also as a way of life. He said that sports are being made compulsory at the school level across the state to ensure a balanced development of physical and mental health from an early age. He said that a resolution has been taken to provide medical insurance cover of Rs 20 lakh to every player in the state.The Chief Minister was addressing the gathering after formally inaugurating the third All India Shiv Kumar Smriti Basketball Competition.
The event was held at the Shri Shiv Kumar Memorial Stadium Complex in Kiloi village, Rohtak district.On this occasion, he announced a grant of Rs 21 lakh for development works at the Shiv Kumar Smriti Stadium, the construction of a Mahila Chaupal in the village, and assured that various other local demands would be fulfilled soon.Paying floral tribute to the late Sh Shiv Kumar, the Chief Minister remarked that his legacy continues to inspire efforts toward national development. "This stadium stands as a symbol of his vision, one that aimed to unite and empower society through sports," he said.
Policy Introduced to Promote Sports and Secure the Future of Athletes
Chief Minister said that the 'Haryana Utkrisht Khiladi Seva Niyam 2021' has been implemented to promote sports and ensure secure employment opportunities for athletes. Under this policy, 550 new posts have been created in the Sports Department, and 224 sportspersons have already been appointed to government jobs. The policy also includes reservation for athletes in direct recruitment for Class-I to Class-III posts. Haryana is the first state in the country to offer the highest cash rewards to medal-winning athletes. So far, cash prizes totaling Rs 593 crore have been distributed among athletes in the state. In addition, honorariums are being provided to 298 athletes in recognition of their outstanding performances.
1,489 Sports Nurseries Nurturing Young Talent Across the State
Chief Minister said that the state government is committed to identifying and nurturing sports talent from an early age. A total of 1,489 sports nurseries are currently being operated across the state, providing training to 37,225 budding athletes. To support young athletes financially, those aged between 8 and 14 years enrolled in these nurseries receive a monthly stipend of Rs 1,500, while those between 15 and 19 years receive Rs 2,000 per month.
He added that scholarships are being awarded to students who participate in and win medals at the state, national, and international levels. Since 2014, scholarships amounting to Rs 53.45 crore have been granted to over 29,000 students. Additionally, the Sports Department has distributed sports equipment to 15,634 players.
Sports help in laying the foundation of a healthy, active and aware society
Chief Minister said that basketball is a sport that not only challenges physical strength but also tests teamwork, discipline, strategic thinking, and the ability to make quick decisions. He said that it instills unity, dedication, and discipline among the youth, helping to shape responsible and dynamic citizens. Through such sports, we lay the foundation of a healthy, active, and aware society. He also expressed pride in the fact that tournaments like these have grown into events of national significance. "It is a matter of great pride for Haryana that such competitions are gaining prominence across India.
Not only is the state carving out a unique place for itself in the sporting world, but villages like Kiloi are also earning recognition on the national stage," he added.Chief Minister said that this tournament is not merely a sports competition, but a living tribute to the dedication, discipline, and spirit of service exemplified by the late Sh Shiv Kumar. The values he upheld—his commitment to sports and social service—continue to be honoured through this event. "His life remains an enduring source of inspiration for all of us," the Chief Minister said.
He further stated that the land of Haryana has always been known as the land of heroes, athletes, and hardworking farmers. “From every village in Haryana, sports talent continues to emerge—talent that has not only made the state proud but has also brought glory to India on the international stage. Whether it is wrestling, boxing, hockey, or basketball, the sons and daughters of Haryana have consistently showcased their excellence across all arenas,” he added.
Women presented milk collected in 101 urns to the Chief Minister
Chief Minister shared a heartfelt moment, stating that mothers from 101 households had brought milk to offer him strength. “This is our culture,” he said, emphasizing the nurturing and selfless role of mothers in society. With folded hands, he humbly bowed in respect and gratitude to the mothers present, acknowledging their love and blessings.
On this occasion, Rajya Sabha Member of Parliament Ramchandra Jangra, Kharkhoda MLA Pawan Kharkhoda, Mayor Ram Avatar Valmiki, former State Finance Minister Captain Abhimanyu, former Cooperation Minister Manish Kumar Grover, former Minister Krishan Murti Hooda along with other eminent citizens and players were present.
