Chief Minister, Omar Abdullah, today clarified that the proposed International Cricket Stadium at Bajalta in Jammu was not a project initiated by the Jammu and Kashmir government. “The proposal for the cricket stadium was initiated by the Jammu & Kashmir Cricket Association (JKCA) but did not materialize.
It was not a project of J&K government,” Chief Minister said while intervening during the Question Hour in the Legislative Assembly. Earlier, replying to the main question raised by Sham Lal Sharma, Minister for Youth Services and Sports, Satish Sharma, said that there was no such proposal by the Youth Services & Sports Department for establishment of International Cricket Stadium at Bajalta in Jammu.
The Minister informed the House that playfields are available in various schools in Jammu East Constituency wherein sports activities are being carried throughout the year by the staff of Youth Services & Sports Department.
These schools included GGHSS Mubarakh Mandi, SRML Parade, GHSS Center Basis, GHSS Hari Singh, GHSS Julakha Mohalla, GHS City Chowk, HSS Khana Chargal, HS Bain Bajalta and HS Chak Largen.
J&K Land Revenue Act-1996 prevents use of agricultural land for non- agricultural purposes : Omar Abdullah
Chief Minister, Omar Abdullah today said that the provisions for preventing the misuse of agricultural land are provided in the Jammu and Kashmir Land Revenue Act, Svt. 1996. The Chief Minister was replying to a question raised by Irfan Hafiz Lone in the Legislative Assembly.
He said that under Section 133- A of this Act, no land used for agricultural purposes shall be used for any non-agricultural purposes except with the permission of District Collector. Further, as per section 133-A of Land Revenue Act, SVT. 1996 agriculture land upto 400 sq meters can be converted for residential purposes.
The Chief Minister said that under Section 133-C, of the Act, any land converted for other purposes in violation of the provision of Section 133-A or Section 133-B or 133-BB shall escheat to the Government and there is punishment for such offences who have contravened the provisions of Section 133-A or Section 133-B or 133-BB and shall be punishable by the Collector or any Officer not below the rank of an Assistant Collector of 1st Class upto Twenty Five Thousand Rupees.
He informed the House, that the Board of Revenue has notified detailed regulations, prescribed forms and fixed fee for conversion of agriculture land to non-agricultural purpose which also has monitoring provisions.
Adding, the Chief Minister said that Jammu and Kashmir Land Grant Act provides for grant of state land on lease by the Government. The Jammu and Kashmir Land Grant Rules, 2022 have been revised and notified vide S.O 668, dated 09.12.2022.
Omar Abdullah assures House on infrastructure development for administrative units created in his tenure
Chief Minister Omar Abdullah today assured the House that his government remains committed to the development of administrative units created under his previous tenure and will ensure the necessary infrastructure is built over time.
Replying to a supplementary question from MLA G.A. Mir, the Chief Minister stated that the construction of the Mini Secretariat Dooru was initiated in 2018 by JKPCC at an estimated cost of Rs. 590 lakh.
He informed the House that work has been completed up to the plinth level, and part payments have been made accordingly. However, a Detailed Project Report (DPR) amounting to Rs. 598.91 lakh was prepared by PWD, but the required Administrative Approval (AA) and Technical Sanction (TS) have not been accorded.
“Out of the total estimated cost of Rs. 590 lakh, an amount of Rs. 25 lakh was released under the District Budget 2017-18, which has been utilized against the total work done claims of Rs. 39 lakh. The work has been completed up to the plinth level,” the Chief Minister said.
He further stated that a revised DPR of Rs. 598.91 lakh was prepared by PWD in 2021, but it requires reassessment in line with the latest Schedule of Rates (SoRs), considering the impact of cost escalation. A final decision will be taken once this reassessment is completed.
₹27.07 Cr released to SMC for street lights installation : Omar Abdullah
Chief Minister, Omar Abdullah today said that an amount of Rs. 27.07 Cr. has been released to the Srinagar Municipal Committee for installation of street lights. The Chief Minister was replying to a question raised by the Shamim Firdous in the Legislative Assembly.
He informed the House that as per the tripartite agreement between HUDD, JKPDD & EESL, M/s. EESL is maintaining installation along with warranty replacement during the project period of 07 years ending 2027. He further said that the restoration of defunct street lights is carried by the concerned.
