Haryana Director General of Police (DGP), Sh. Shatrujeet Kapur today held a meeting with the concerned police officers through video conferencing to review the pilot project launched by the Ministry of Road Transport and Highways for cashless free treatment of persons injured in road accidents in Haryana and gave them necessary directions.
Along with this, Sh. Kapur also directed the officers to ensure compliance with Section 167(8) of the Central Motor Vehicles (11th Amendment) Rules, 2020. The meeting also discussed the compensation to be given to the victims in hit-and-run cases.
This meeting was held at the Police Headquarters in Panchkula in which Additional Director General of Police, Traffic and Highways, Sh. Hardeep Doon was present while other senior traffic officers of the state participated through video conferencing.
Sh. Kapur said that the Ministry of Road Transport and Highways has started a scheme for cashless free treatment of persons injured in road accidents. Sh. Kapur reviewed the work done under this scheme in the state and said that this scheme is being run by the Government of India on a pilot basis under which treatment up to Rs. 1.5 lakh per person for a maximum period of 7 days from the date of the road accident is provided free of cost.
For this, 1228 government and private hospitals have been empanelled in Haryana. This scheme of the Government of India has been linked with the Ayushman Bharat scheme. Sh. Kapur said that all concerned police officers should be aware of when, what and how they have to help the injured person.
He clearly stated that the first hour is very important for the treatment of a person injured in a road accident. If the person is treated properly during this period, the risk to his life is reduced. Sh. Kapur told the police officers to establish better coordination with the hospital management and ambulance and as soon as information about the injured person is received at the police station, verify the information within the first 6 hours so that the injured person can avail the benefit.
He clearly stated that the police officer should brief the police personnel, rider etc. deployed on his subordinate Emergency Response Vehicle i.e. ERV for the treatment of the injured person so that there is no doubt in their mind. He clearly stated that in case of a road accident, the hospital sends information to the concerned police station through a software called e-DAR, after which the concerned police station confirms whether the person is injured in a road accident or not.
He said that it is a matter of pride for us that compared to the previous year, about 300 fewer people died in road accidents in 2024. He said that our goal for the year 2025 is to reduce the number of deaths from road accidents by at least 25% compared to the previous year.
Along with this, Sh. Kapur also gave directions regarding compliance with Section 167(8) of the Central Motor Vehicles (11th Amendment) Rules, 2020 in the meeting. He said that Haryana Police has a large number of pending traffic challans and a campaign will soon be launched by Haryana Police to reduce the pendency.
Those vehicles whose traffic challans are pending should ensure that they pay them on time, otherwise action will be taken against such vehicles as per the rules. Such vehicle drivers will be stopped and asked to pay the traffic challans online. Appealing to the general public, he said that they should ensure that they pay the traffic challans as soon as possible so that they do not face any inconvenience during their journey.
In addition, in the meeting, Sh. Kapur also reviewed the cases related to hit and run road accidents. He said that many times unknown vehicle drivers hit other vehicles and flee from the spot. In such a situation, there is a provision for giving compensation to the victim. He informed that if a person dies in a hit and run case, he is given a compensation of Rs. 200000.
Similarly, an injured person is given a compensation of Rs. 50000. Directing the police officers, he said that they should ensure that a copy of the FIR of such cases is immediately sent to the Deputy Commissioner and DTO of the concerned district in case of an accident.
