Haryana's Minister of Health, AYUSH, and Civil Aviation, Dr. Kamal Gupta, virtually inaugurated four Special Newborn Care Units (SNCUs) at Civil Hospital, Charkhi Dadri, First Referral Unit-2, Sector-3, Faridabad, Sub District Hospital, Narwana, District Jind and SDH, Sohna, District Gurugram.
During the inauguration ceremony, Additional Chief Secretary, Health & Family Welfare Department, Sh. Sudhir Rajpal, was also present. Dr. Gupta mentioned that there were previously 24 SNCUs in Haryana. With the inauguration of these new four SNCUs, the total number has now reached 28, which is a matter of great pride.
He noted significant progress in reducing the infant mortality rate, which currently stands at 28 per 1,000 live births, down from 41 per 1,000 live births in 2013 (as per SRS 2013). The neonatal mortality rate (NMR) has also decreased from 26 (SRS 2013) to 19 (SRS 2020).
The rapid growth of SNCUs, Newborn Stabilization Units (NBSUs), and NBCC has contributed to this reduction in neonatal mortality. A large number of sick newborns are admitted to these special care units each year, with 50% of them being underweight. Each SNCU provides free services, including admission, medication, tests, free meals for mothers, and free ambulance services for sick newborns.
The Health Minister stated that these SNCUs offer various facilities to newborns with the help of radiant warmers, phototherapy, micro and ultra care units, multi-parameter monitors, oxygen delivery equipment, etc. Prematurely born newborns, low birth weight (LBW) babies, those suffering from birth asphyxia, infections, neonatal jaundice, congenital anomalies, etc., are admitted to these SNCUs.
Dr. Gupta emphasized that the new SNCUs will help reduce the burden on the existing units. After discharge from the SNCUs, regular follow-up visits for admitted newborns are conducted. Not only facility-based services but also community-based services provided by ANMs/ASHAs have helped in lowering the NMR. The state is committed to providing quality healthcare services to all newborns.
On this occasion, the Mission Director, National Health Mission, Haryana, Dr. Aditya Dahiya, Director General Health Services Dr. J.S. Poonia, DGHS-II Dr. Manish Bansal, besides other senior officers of the Health Department were also present.

एसएनसीयू के खुलने से राज्य ने शिशु मृत्यु दर को कम करने में उल्लेखनीय प्रगति की है

हरियाणा के स्वास्थ्य, आयुष एवं नागरिक उड्डïयन मंत्री डॉ. कमल गुप्ता ने सिविल अस्पताल, चरखी दादरी, फस्र्ट रेफरल यूनिट-2, सेक्टर-3, फरीदाबाद, उप जिला अस्पताल, नरवाना, जिला जींद और उप जिला अस्पताल, सोहाना, जिला गुरुग्राम में सरकारी स्वास्थ्य सुविधाओं में स्थापित 4 विशेष नवजात देखभाल इकाइयों (एसएनसीयू) का उद्घाटन किया।
डॉ. कमल गुप्ता ने आज चण्डीगढ़ में अपने कार्यालय से चार जिलों में विशेष नवजात देखभाल इकाइयों का वर्चुअल माध्यम से उद्घाटन किया। उन्होंने इस अवसर पर स्वास्थ्य विभाग की पूरी टीम को बधाई व शुभकामनाएं भी दी। उद्घाटन समारोह के दौरान स्वास्थ्य विभाग के अतिरिक्त मुख्य सचिव श्री सुधीर राजपाल भी उपस्थित थे।
डॉ. कमल गुप्ता ने कहा कि हरियाणा में पहले 24 एसएनसीयू थी, आज नए चार एसएनसीयू के उद्घाटन के बाद कुल 28 एसएनसीयू हो गए हैं जो कि हमारे लिए बहुत खुशी की बात है। उन्होंने कहा कि शिशु मृत्यु दर को कम करने में उल्लेखनीय प्रगति की है। हरियाणा की शिशु मृत्यु दर प्रति 1000 जीवित जन्मों पर 28 है जो 2013 (एसआरएस 2013 के अनुसार आईएमआर-41) से 13 अंकों की उल्लेखनीय कमी आई है।
नवजात मृत्यु दर (एनएमआर) 26 (एसआरएस 2013) से घटकर 19 (एसआरएस 2020) हो गई है। राज्य में एसएनसीयू, नवजात स्थिरीकरण इकाइयों (एनबीएसयू) और एनबीसीसी के तेजी से बढऩे से नवजात मृत्यु दर में कमी आई है। विशेष नवजात देखभाल इकाइयों में प्रति वर्ष बहुत अधिक संख्या में बीमार नवजात शिशु भर्ती होते हैं। भर्ती होने वाले कुल नवजात शिशुओं में से 50 प्रतिशत कम वजन के होते हैं। प्रत्येक एसएनसीयू बीमार नवजात को भर्ती, दवा, जांच, मां के लिए मुफ्त आहार, मुफ्त एम्बुलेंस सेवाओं के रूप में मुफ्त सेवाएं प्रदान करता है।
स्वास्थ्य मंत्री ने कहा एसएनसीयू में इन नवजात शिशुओं को रेडिएंट वार्मर, फोटोथेरेपी, माइक्रो, अल्ट्रा केयर यूनिट, मल्टी पैरा मॉनिटर, ऑक्सीजन वितरण उपकरण आदि की मदद से विभिन्न सुविधाएं प्रदान की जाती हैं। समय से पहले जन्मे नवजात शिशु, कम वजन वाले (एलबीडब्ल्यू) बच्चे, जन्म के समय श्वासावरोध, संक्रमण, नवजात पीलिया, जन्मजात विसंगतियों आदि से पीडि़त नवजात शिशुओं का इन एसएनसीयू में दाखिल किया जाता है।
डॉ. गुप्ता ने कहा कि एसएनसीयू निश्चित रूप से पहले से मौजूद एसएनसीयू पर बोझ कम करने में मदद करेंगे। भर्ती नवजात शिशुओं की एसएनसीयू से छुट्टी के बाद नियमित फॉलो-अप विजिट भी होती है। न केवल सुविधा आधारित सेवाएं बल्कि एएनएम/आशा द्वारा की जाने वाली समुदाय आधारित सेवाओं ने भी एनएमआर को नीचे लाने में मदद की है। राज्य सभी नवजात शिशुओं को गुणवत्तापूर्ण स्वास्थ्य देखभाल सेवाएं प्रदान करने के लिए प्रतिबद्ध है।
इसके अलावा, सभी माताएं और उनके नवजात शिशु जल्दी स्वस्थ हों, खुश हों और ठीक होकर अपने घरो को लौटे। इस अवसर पर राष्ट्रीय स्वास्थ्य मिशन, हरियाणा के मिशन निदेशक डॉ. आदित्य दहिया, महानिदेशक स्वास्थ्य सेवाएं डॉ. जे.एस. पुनिया, डीजीएचएस-॥ डॉ. मनीष बंसल, एनएचएम के महानिदेशक डॉ. राजीव बिस्ट, एनएचएम के अतिरिक्त महानिदेशक डॉ. कुलदीप तथा स्वास्थ्य विभाग के अन्य वरिष्ठï अधिकारी भी उपस्थित थे।
