Haryana Chief Secretary, Sh. TVSN Prasad while presiding over a review meeting of 'Jal Shakti Abhiyan: Catch the Rain-2024' with the Deputy Commissioners via video conferencing here today shared that the state has secured the second position nationwide in the implementation of the Jal Shakti Abhiyan-2023, led by the Union Ministry of Jal Shakti.
In the meeting, it was shared that over 65,000 rainwater conservation structures have been constructed across the state under the 'Jal Shakti Abhiyan: Catch the Rain' initiative to promote groundwater recharge. Additionally, 18,104 reservoirs have been geo-tagged.
Among these, 852 reservoirs have been renovated, and 1,152 reservoirs are currently undergoing restoration. The campaign has also led to the construction of over 40,000 reuse and recharge structures, 10,000 watershed development structures, and the planting of more than 3.5 crore trees.
The Chief Secretary further shared that approximately 70,000 training programs and farmers' fairs have been organized to raise awareness about water conservation among farmers and the general public. Furthermore, water resource centers have been established in all districts, and district-specific water conservation plans have been developed to promote sustainable water management.
The results of 'Jal Shakti Abhiyan: Catch the Rain' have been highly impressive. Due to this campaign, the water level increased by approximately 1.3 meters in 12 districts in 2023, by 0.58 meters in 19 districts in 2022, and by 0.57 meters in 7 districts in 2021, shared Sh. TVSN Prasad.
The Chief Secretary said that priority should be given to the scientific afforestation in the spring shed areas of the ten designated districts: Jind, Fatehabad, Sirsa, Kurukshetra, Panipat, Mahendragarh, Rewari, Kaithal, Gurugram, and Faridabad. He directed the officers concerned for the establishment of rainwater harvesting systems on government buildings and forest lands and the improvement of water sources wherever technically feasible.
The Chief Secretary further shared that the Department of Sports and Youth Affairs, through 'Mera Yuva Bharat' volunteers, will focus on awareness campaigns, and the Department of Forests and Wildlife and Environment will concentrate on water conservation.
He said that the School Education Department would promote the Jal-Doot campaign among students, while the Rural Development Department will involve self-help groups in water conservation efforts and enhance their capacity. Besides this, it will encourage water budgeting at the village level and coordinate with panchayats, water user associations, and self-help groups, directed by the Chief Secretary.
Sh. TVSN Prasad called for a unified effort from all departments and officers to foster a competitive spirit among districts to ensure the success of 'Jal Shakti Abhiyan: Catch the Rain-2024' and to enhance its implementation. He directed the Administrative Secretaries and Department Heads to appoint senior officers as nodal officers for effective coordination and cooperation with the Department of Irrigation and Water Resources for the successful execution of Jal Shakti Abhiyan: Catch the Rain-2024.
He also directed the Deputy Commissioners to update the work done on the JSA portal promptly.The Chief Secretary directed that the Urban Local Bodies Department will promote women's role in urban water management through 'Amrit Mitra' and organize IEC and awareness campaigns involving women and youth.
He further directed the Department of Agriculture and Farmers' Welfare to organize ‘Kirshi Melas’ through Krishi Vigyan Kendras and promote water-efficient crops like millets and train farmer producer organizations on water-saving practices. The department will also promote micro-irrigation systems through the Drop More Crop program.
Focusing on this year's theme, ‘Nari Shakti se Jal Shakti’, he directed the concerned departments and Deputy Commissioners to spread extensive awareness on the subject of women's empowerment in water conservation.The Chief Secretary emphasized the need for collective efforts to achieve the campaign's objectives and ensure the long-term sustainability of Haryana's water resources.
Chairperson, The Haryana Water Resources (Conservation, Regulation and Management) Authority, Smt. Keshni Anand Arora also discussed this important agenda in detail with the Deputy Commissioners. She urged the preparation of the District Water Resources Plan (DWRP) for the financial year 2025-28 by September 2024. Besides this, she shared the remarkable progress made by districts in implementing the Integrated Water Resources Action Plan (IWRAP) for the financial years 2023-25.

हरियाणा के मुख्य सचिव श्री टीवीएसएन प्रसाद ने कहा कि प्रदेश ने केंद्रीय जल शक्ति मंत्रालय द्वारा चलाए जा रहे जल शक्ति अभियान-2023 के कार्यान्वयन में देशभर में दूसरा स्थान हासिल किया है। मुख्य सचिव आज यहां सभी उपायुक्तों के साथ वीडियो कॉन्फ्रेंसिंग के माध्यम से 'जल शक्ति अभियानः कैच द रेन-2024' की समीक्षा बैठक की अध्यक्षता कर रहे थे।
बैठक में बताया गया कि 'जल शक्ति अभियानः कैच द रेन' पहल के तहत राज्य में ग्राउंड वाटर रिचार्ज को बढ़ावा देने के लिए 65,000 से अधिक वर्षा जल संरक्षण संरचनाओं का निर्माण किया गया है। इसके अतिरिक्त, 18,104 जलाशयों की जियोटैगिंग की गई है। इनमें से 852 जलाशयों का नवीनीकरण किया गया और 1,152 जलाशयों का जीर्णोद्धार किया जा रहा है। इस अभियान के तहत 40,000 से अधिक पुनः उपयोग और पुनर्भरण संरचनाओं, 10,000 वाटरशेड विकास संरचनाओं का निर्माण और 3.5 करोड़ से अधिक पौधे लगाए गए हैं।
मुख्य सचिव ने बताया कि किसानों और आमजन को जल संरक्षण के बारे में जागरूक करने के लिए लगभग 70,000 प्रशिक्षण कार्यक्रम और किसान मेले आयोजित किए गए हैं। इसके अलावा, सभी जिलों में जल शक्ति केंद्र स्थापित किए गए और सतत जल प्रबंधन को बढ़ावा देने के लिए जिला-विशिष्ट जल संरक्षण योजनाएं भी विकसित की गई हैं।
'जल शक्ति अभियानः कैच द रेन' के परिणाम अत्यंत प्रभावशाली रहे हैं। इस अभियान के चलते जल स्तर में वर्ष 2023 में 12 जिलों में लगभग 1.3 मीटर, वर्ष 2022 में 19 जिलों में 0.58 मीटर और वर्ष 2021 में 7 जिलों में 0.57 मीटर की बढ़ोतरी हुई है। मुख्य सचिव ने विशेष रूप से चिन्हित 10 जिले जींद, फतेहाबाद, सिरसा, कुरुक्षेत्र, पानीपत, महेन्द्रगढ़, रेवाडी, कैथल, गुरुग्राम और फरीदाबाद में स्प्रिंग शेड एरिया में वैज्ञानिक वनीकरण के महत्व पर बल दिया।
उन्होंने सरकारी भवनों और वन भूमि पर वर्षा जल संचयन प्रणाली की स्थापना और जहां भी तकनीकी रूप से संभव हो, जल स्रोतों में सुधार करने के निर्देश दिए।मुख्य सचिव ने कहा कि स्कूल शिक्षा विभाग छात्रों के बीच जल-दूत अभियान को बढ़ावा देने, ग्रामीण विकास विभाग जल संरक्षण प्रयासों में स्वयं सहायता समूहों को शामिल कर उनकी क्षमता बढ़ाएगा। इसके साथ ही ग्राम स्तर पर जल बजट को प्रोत्साहित करने के अलावा पंचायतों, जल उपयोगकर्ता संघों और स्वयं सहायता समूहों के बीच समन्वय स्थापित करेगा।
जल शक्ति अभियानः कैच द रेन-2024 के प्रभावी निष्पादन के लिए नोडल आफिसर किए जाएं नियुक्त
श्री टीवीएसएन प्रसाद ने 'जल शक्ति अभियानः कैच द रेन-2024' की सफलता सुनिश्चित करने और कार्यान्वयन बढ़ाने के उद्देश्य से जिलों के बीच प्रतिस्पर्धात्मक भावना को बढ़ाने के लिए सभी विभागों और अधिकारियों से एकजुट प्रयास करने का आह्वान किया। उन्होंने प्रशासनिक सचिवों और विभागाध्यक्षों को निर्देश दिए कि जल शक्ति अभियानः कैच द रेन-2024 के प्रभावी निष्पादन के लिए सिंचाई और जल संसाधन विभाग के साथ सहयोग और समन्वय स्थापित करने के लिए वरिष्ठ अधिकारियों को नोडल आफिसर नियुक्त किया जाए।
उन्होंने उपायुक्तों को निर्देश दिए कि जेएसए पोर्टल पर किए गए कार्य को समय पर अपडेट किया जाए।उन्होंने कहा कि शहरी स्थानीय निकाय विभाग अमृत मित्र के माध्यम से शहरी जल प्रबंधन में महिलाओं की भूमिका को बढ़ावा देने के साथ-साथ महिलाओं और युवाओं को शामिल करके आईईसी व जागरूकता अभियान आयोजित करेगा। उन्होंने कृषि और किसान कल्याण विभाग को कृषि विज्ञान केंद्रों के माध्यम से कृषि मेले आयोजित करने और बाजरा जैसी कम पानी वाली फसलों को बढ़ावा देने तथा किसान उत्पादक संगठनों को जल-बचत पर प्रशिक्षण दिलवाने के निर्देश दिए।
उन्होंने इस वर्ष की थीम, नारी शक्ति से जल शक्ति पर फोकस करते हुए, संबंधित विभागों और उपायुक्तों को नारी शक्ति से जल शक्ति विषय अनुसार व्यापक जागरूकता फैलाने के निर्देश दिये। मुख्य सचिव ने कहा कि अभियान के उद्देश्यों के साथ लक्ष्य प्राप्त करने और हरियाणा के जल संसाधनों की दीर्घकालिक स्थिरता सुनिश्चित करने के लिए सामूहिक प्रयास किए जाएं।
हरियाणा जल संसाधन प्राधिकरण की अध्यक्षा श्रीमती केशनी आनंद अरोड़ा ने वित्तीय वर्ष 2025-28 के तहत सितंबर 2024 तक जिला जल संसाधन योजना (डीडब्ल्यूआरपी) तैयार करने का आग्रह किया। इसके अलावा, उन्होंने वित्त वर्ष 2023-25 के लिए एकीकृत जल संसाधन कार्य योजना (आईडब्ल्यूआरएपी) के क्रियान्वयन के संबंध में जिलों द्वारा की गई उल्लेखनीय प्रगति बारे भी अवगत करवाया।
