Haryana Chief Secretary, TVSN Prasad, who is also the chairman of the Pet Animal Health Society (PAHS), Panchkula, today disclosed that a dialysis unit will be established and also double shifts will be implemented at the Pet Animal Medical Centre (PAMC) in Panchkula. These significant steps aim to bolster veterinary healthcare in the region.
Following the 7th Governing Council meeting of PAHS, the Chief Secretary stated that PAMC, known for its comprehensive pet care services, currently handles 10-15 kidney failure cases each month. With no existing dialysis facility for pets in the Tricity area, the new unit will address a critical gap in veterinary care. The council approved a budget of Rs 12 lakh for the establishment of this essential nephrological treatment facility.
To accommodate the increasing caseload, the Governing Council has also implemented double shifts at PAMC. The new working hours are 8:00 AM to 2:00 PM and 2:00 PM to 8:00 PM, with Sunday and government holidays from 10:00 AM to 1:00 PM. This change will ensure continuous fluid therapy for kidney patients and enhance overall pet care.
Establishment of Pre-Operative Unit Facility at PAMC
To optimize surgical outcomes, PAHS has approved the creation of a pre-operative unit on the ground floor of PAMC. This dedicated space will facilitate pre-anesthetic checks, medication, and skin preparation, as well as provide a suitable environment for counseling pet owners on post-operative care. The unit will feature essential amenities, including a surgical scrub area with water and air conditioning.
Procurement and Installation of Inhalational Anaesthesia with Critical Care Monitor Unit
Recognizing the importance of inhalation anesthesia for improved surgical outcomes and patient comfort, PAMC has advocated for its acquisition. This type of anesthesia is crucial for minimizing complications, facilitating long-duration surgeries, and enabling procedures like orthopedic and ophthalmic operations. To procure and install this critical equipment, the Governing Council has requested a special grant-in-aid of Rs 10 lakh from the government.
Up gradation of Software System and Distribution of Informative Pet Folders
To enhance record-keeping and communication, PAMC plans to upgrade its software system. The new system will facilitate comprehensive patient data management, including camp notifications, vaccination reminders, and online access to diagnostic reports. It will also streamline prescription and medication processes. In addition, PAMC has introduced informative Pet Folders to educate pet owners, which have been well-received.
Setting up an Eye Care Centre
It was also informed during the meeting that a Veterinary Ophthalmology Unit at PAMC will be established in collaboration with Veterinary Sciences, of Lala Lajpat Rai University of Veterinary and Animal Sciences (LUVAS). The repair and renovation of the operation theatre, which will house the Eye Care Unit, have been completed.
The procurement and installation of the ophthalmology equipment will take place soon. Additionally, veterinary surgeons have received training in both basic and advanced diagnostics and therapeutics for eye problems at LUVAS, Hisar, and GADVASU, Ludhiana.
Review of Progress of Pet Animal Health Society (PAHS
PAMC has emerged as a leading referral center for complex surgeries and specialized services in the region. From April to June 24,the center has achieved significant milestones, including the treatment of 67 38 OPD cases, performance of 87 surgeries, and conduction of 12,59 laboratory tests. Additionally, 540 X-ray and ultrasound examinations were performed, and the Dog Hostel accommodated 37 pets. These accomplishments underscore PAMC's vital role in providing comprehensive pet care.

पंचकूला में पेट एनिमल मेडिकल सेंटर में स्थापित होगी डायलिसिस यूनिट
अब डबल शिफ्ट में होगा पेट एनिमल का इलाज

हरियाणा के मुख्य सचिव श्री टी.वी.एस.एन. प्रसाद, जो पेट एनिमल हेल्थ सोसाइटी (पी.ए.एच.एस.), पंचकूला के अध्यक्ष भी हैं, ने कहा कि पशु चिकित्सा सेवा को बढ़ावा देने के उद्देश्य से पंचकूला में पेट एनिमल मेडिकल सेंटर (पी.ए.एम.सी.) में डायलिसिस यूनिट स्थापित की जाएगी। साथ ही, पेट एनिमल के बढ़ते मामलों को देखते हुए, वहां डबल शिफ्ट भी लागू की जाएगी।
आज यहां पी.ए.एच.एस. 7वीं गवर्निंग काउंसिल की बैठक के बाद, मुख्य सचिव ने कहा कि पी.ए.एम.सी. को इसकी व्यापक पशु चिकित्सा सेवाओं के लिए जाना जाता है। इस समय यहां हर महीने 10-15 किडनी फेलियर के मामले आते हैं। लेकिन ट्राइसिटी में पेट एनिमल के लिए कोई डायलिसिस सुविधा नहीं है। ऐसे में नई इकाई पशु चिकित्सा सेवा में इस कमी को पूरा करेगी। काउंसिल ने डायलिसिस यूनिट की स्थापना के लिए 12 लाख रुपये का बजट स्वीकृत किया है।
पेट एनिमल के बढ़ते मामलों को देखते हुए, गवर्निंग काउंसिल ने पी.ए.एम.सी. में डबल शिफ्ट भी लागू की है। मेडिकल सेंटर अब सुबह 8.00 बजे से दोपहर 2.00 बजे तक और दोपहर 2.00 बजे से शाम 8.00 बजे तक खुला रहेगा। रविवार और सरकारी अवकाश के दिनों में सेंटर सुबह 10.00 बजे से दोपहर 1.00 बजे तक खुलेगा।
पी.ए.एच.एस. ने पेट एनिमल मेडिकल सेंटर के भूतल पर एक प्री-ऑपरेटिव यूनिट के निर्माण को भी मंजूरी दी है। यहां पर प्री-एनेस्थेटिक जांच, दवा और त्वचा की तैयारी की सुविधा होगी। साथ ही, ऑपरेशन के बाद देखभाल हेतु पेट एनिमल के मालिकों को परामर्श देने के लिए उपयुक्त वातावरण भी मिलेगा। यूनिट में पानी और एयर कंडीशनिंग के साथ एक सर्जिकल स्क्रब एरिया समेत कई तरह की आवश्यक सुविधाएँ होंगी। इनहेलेशन एनेस्थीसिया स्थापित करने के लिए, गवर्निंग काउंसिल ने सरकार से 10 लाख रुपये की विशेष अनुदान सहायता का भी अनुरोध किया है।
रिकॉर्ड कायम रखने और संचार व्यवस्था को बढ़ाने के लिए, पी.ए.एम.सी. ने अपने सॉफ्टवेयर सिस्टम को अपग्रेड करने की भी योजना बनाई है। नई प्रणाली से कैम्प नोटिफिकेशन, टीकाकरण रिमाइंडर और नैदानिक रिपोर्ट तक ऑनलाइन पहुँच सहित व्यापक रोगी डेटा प्रबंधन की सुविधा मिलेगी। यह नुस्खे और दवा प्रक्रियाओं को भी सुव्यवस्थित करेगी। इसके अलावा, पी.ए.एम.सी. ने पेट एनिमल के मालिकों को शिक्षित करने के लिए सूचनात्मक पेट फोल्डर भी पेश किए हैं, जिन्हें अच्छी प्रतिक्रिया मिली है।
अपनी स्थापना के बाद से, पी.ए.एम.सी. इस क्षेत्र में जटिल सर्जरी और विशेष सेवाओं के लिए एक अग्रणी रेफरल सेंटर के रूप में उभरा है। अप्रैल से जून, 2024 तक इस सेंटर ने 6738 ओपीडी मामलों के उपचार, 87 सर्जरी और 1259 प्रयोगशाला परीक्षणों समेत कई महत्वपूर्ण उपलब्धियाँ हासिल की हैं। इसके अतिरिक्त, 540 एक्स-रे और अल्ट्रासाउंड जांच की गईं। डॉग हॉस्टल में 37 पेट एनिमल को रखा गया।
बैठक के दौरान यह भी बताया गया कि लाला लाजपत राय पशु चिकित्सा एवं पशु विज्ञान विश्वविद्यालय(लुवास), हिसार के सहयोग से पी.ए.एम.सी. में एक पशु नेत्र चिकित्सा इकाई की स्थापना की जाएगी। ऑपरेशन थियेटर की मरम्मत और नवीनीकरण का काम पूरा हो चुका है, जिसमें नेत्र चिकित्सा इकाई होगी। नेत्र चिकित्सा उपकरणों की खरीद और स्थापना जल्द ही की जाएगी।
इसके अतिरिक्त, पशु चिकित्सकों को लुवास, हिसार और जी.ए.डी.वी.ए.एस.यू, लुधियाना में आंखों की समस्याओं के लिए बुनियादी और उन्नत निदान और चिकित्सा में प्रशिक्षण भी दिलवाया गया है। बैठक में वित्त विभाग के अतिरिक्त मुख्य सचिव श्री अनुराग रस्तोगी, पशुपालन एवं डेयरी विभाग के अतिरिक्त मुख्य सचिव डा. राजा शेखर वुंडरू, पशुपालन एवं डेयरी विभाग के महानिदेशक डा. एल.सी. रंगा, राजस्व सचिव श्री रवि प्रकाश और लुवास के पशु चिकित्सा विज्ञान महाविद्यालय के डीन डा. गुलशन नारंग समेत अन्य अधिकारी मौजूद रहे।
