Haryana Chief Secretary T.V.S.N. Prasad today directed the Haryana Kaushal Rozgar Nigam (HKRN) to actively engage with administrative secretaries to prepare a comprehensive menu of jobs to meet the skill requirements of various departments.
Presiding over the 7th Board Meeting of the Haryana Kaushal Rozgar Nigam, Mr. Prasad emphasized the need for the Nigam to operate more professionally and address manpower requirements without delay.HKRN is in the process of acquiring a Recruiting Agent License from the Protector of Emigrants, Ministry of External Affairs, which will enable HKRN to place job seekers abroad at its own level.
HKRN has selected 228 job seekers for placement abroad through the NSDC. Looking ahead, HKRN plans to understand future manpower needs in the private sector and overseas markets. Candidates will be equipped with necessary skills through training at the Haryana Skill Development Mission and Shri Vishwakarma Skill University, enhancing the employability of Haryana's residents.
A key focus of the Nigam is to relieve people from the burden of hefty commissions charged by private agents for overseas job placements. The Nigam portal aims to unite recruiters from government, private, and overseas sectors with job seekers on a single platform, simplifying the job search process with just a click.
It was informed in the meeting that the Nigam has deployed 1.25 lakh personnel to various departments, boards, corporations, universities, etc., out of which over 36,000 are from the Scheduled Caste category and over 34,700 from the Backward Classes.Additionally, HKRN has finalized 51 new job roles related to the Health Department, Mines & Geology, DMER, and Haryana Forensic Labs.
HKRN has received requisitions for various categories of manpower of over 13,500 from various departments, which will be filled soon.The Nigam will be setting up a "finishing school" under its CSR obligation. The Nigam will soon construct its own office building in Sector 5, MDC, Panchkula.
Additional Chief Secretary, Finance Department, Mr. Anurag Rastogi, Principal Secretary, Youth Empowerment and Entrepreneurship Department, Mr. Vijender Kumar, Principal Secretary, Human Resource Department, Mr. D Suresh, Additional Principal Secretary to Chief Minister, Dr. Amit Agrawal, Special Secretary, Human Resource Department, Dr. Aditya Dahiya, Special Secretary, Monitoring and Coordination, Dr. Priyanka Soni and other officials of the Nigam were also present in the meeting.
Chandigarh, July 22 - The Haryana Right to Service Commission has imposed a penalty of Rs. 13,000 on JE, Sh. Mustakeem and Commercial Assistant (CA), Sh. Deepak Kumar, working at the Dakshin Haryana Bijli Vitran Nigam(DHBVN) in Sohna (Gurugram).
Out of this, a fine of Rs 10,000 was imposed on JE and Rs 3,000 on CA. The commission imposed this fine for not providing the notified service to the applicant within the stipulated time frame and for disposing of the appeal without taking any appropriate action.
A spokesperson, providing details of the case, mentioned that the applicant, Kailash, had filed a complaint regarding bill revision at the DHBVN office in Sohna (Gurugram). The spokesperson explained that an MRBD agency's meter reader incorrectly recorded 1491 (kWh) reading in July 2022, while the actual reading was 779 (kWh).
As per the concerned officers’ submission, the MCO was not updated from July 18, 2022 to 3 December 2022, which caused a delay in timely resolution and accurate bill generation.Since the commission was not satisfied with the above response, a hearing was scheduled before the Chief Commissioner of the Commission for further investigation.
The investigation found that the CA, JE, SDO, and XEN did not take any effective steps in the matter of bill revision which caused major inconvenience to the applicant. Taking serious cognizance of the matter, the commission recommended for disciplinary action against the then SDO cum FGRA, Sh. Liaquat Ali and XEN-cum-SGRA, Sh. Gaurav Chaudhary to the Additional Chief Secretary of the Energy Department as they have failed to perform their prescribed under the Haryana Right to Service Act, 2014.
The commission stated that the main fault lies with JE Mustakeem, who neither entered nor approved the MCO for five months. During hearing, he could not provide any reasonable justification for keeping the complaint pending for five months. The commission also found that Commercial Assistant (CA) Deepak Kumar neglected the matter, as he was the designated officer for this issue.

हरियाणा के मुख्य सचिव श्री टी.वी.एस.एन. प्रसाद ने हरियाणा कौशल रोजगार निगम (एचकेआरएन) को विभिन्न विभागों की कौशल आवश्यकताओं को पूरा करने के लिए नौकरियों की एक व्यापक सूची तैयार करने के लिए प्रशासनिक सचिवों के साथ सक्रिय रूप से जुड़ने के निर्देश दिए हैं।
हरियाणा कौशल रोजगार निगम की 7वीं बोर्ड बैठक की अध्यक्षता करते हुए श्री प्रसाद ने संगठन को और अधिक पेशेवर तरीके से काम करने और बिना देरी के मैनपावर की आवश्यकताओं को पूरा करने की आवश्यकता पर बल दिया। निगम विदेश मंत्रालय के अधीन प्रवासी संरक्षक से भर्ती एजेंट लाइसेंस प्राप्त करने की प्रक्रिया में है, जो उसे अपने स्तर पर विदेश में नौकरी के इच्छुक युवाओं को नियुक्त करने में सक्षम बनाएगा। निगम ने एनएसडीसी के माध्यम से विदेश में नियुक्ति के लिए 228 नौकरी चाहने वालों का चयन किया है।
भावी जरूरतों को देखते हुए, एच.के.आर.एन. ने निजी क्षेत्र और विदेशी बाजारों में भविष्य की मैनपावर की जरूरतों को समझने की योजना बनाई है। उम्मीदवारों को हरियाणा कौशल विकास मिशन और श्री विश्वकर्मा कौशल विश्वविद्यालय में प्रशिक्षण के माध्यम से जरूरी कौशल से लैस किया जाएगा, जिससे प्रदेश के युवाओं की रोजगार क्षमता बढ़ेगी।
एच.के.आर.एन. का मुख्य उद्देश्य लोगों को विदेशों में नौकरी के लिए निजी एजेंटों द्वारा लिए जाने वाले भारी कमीशन के बोझ से राहत दिलाना है। एच.के.आर.एन.एल. पोर्टल का उद्देश्य सरकारी, निजी और ओवरसीज सैक्टर के नियोक्ताओं को नौकरी चाहने वालों के साथ एक मंच पर लाना और मात्र एक क्लिक से नौकरी खोजने की प्रक्रिया को सरल बनाना है।बैठक में बताया गया कि निगम ने विभिन्न विभागों, बोर्डों, निगमों, विश्वविद्यालयों आदि में 1.25 लाख कर्मियों को तैनात किया है।
इनमें से 36,000 से अधिक अनुसूचित जाति वर्ग से और 34,700 से अधिक पिछड़ा वर्ग से हैं। इसके अतिरिक्त, निगम ने स्वास्थ्य विभाग, खान एवं भूविज्ञान विभाग, चिकित्सा शिक्षा एवं अनुसंधान विभाग और हरियाणा फोरेंसिक लैब से संबंधित 51 नई नौकरी भूमिकाओं को अंतिम रूप दिया है। इसके अलावा, निगम को विभिन्न विभागों से विभिन्न श्रेणियों के 13,500 से अधिक मैनपावर के लिए मांग-पत्र प्राप्त हुए हैं, जिन्हें जल्द ही भरा जाएगा।
निगम द्वारा जल्द ही सेक्टर 5, एमडीसी, पंचकूला में अपना कार्यालय भवन भी बनाया जाएगा।बैठक में वित्त विभाग के अतिरिक्त मुख्य सचिव श्री अनुराग रस्तोगी, युवा अधिकारिता एवं उद्यमिता विभाग के प्रधान सचिव, श्री विजेंद्र कुमार, मानव संसाधन विभाग के प्रधान सचिव श्री डी सुरेश, मुख्यमंत्री के अतिरिक्त प्रधान सचिव डा. अमित अग्रवाल, मानव संसाधन विभाग के विशेष सचिव डॉ आदित्य दहिया, विशेष सचिव निगरानी एवं समन्वय डॉ प्रियंका सोनी सहित निगम के अन्य पदाधिकारी भी मौजूद रहे।
