Haryana Agriculture, Farmers' Welfare, Animal Husbandry, and Dairying Minister, Sh. Kanwar Pal, stated that at least one Gaushala in each district should be adopted to improve cow breeds, as this will help to increase milk production in the state.
He also directed officers to explore the possibilities of opening one "Pet Care Center" in each district on the lines of "Pet Animal Medical Centre" (PAMC) in Panchkula, to provide proper treatment for sick and injured pets as well as birds. Sh. Kanwar Pal chaired a meeting with senior officers of the Animal Husbandry and Dairying Department at Haryana Niwas, here today.
The meeting was attended by the Additional Chief Secretary of the department, Sh.Raja Sekhar Vundru, Director General, Dr. L.C. Ranga, and other senior officers.The minister gave special directions to improve cow breeds in the state, emphasising the use of modern technology to increase the birth rate of female calves instead of male calves.
He stated that each district should adopt at least one Gaushalas to increase the number of high milk-yielding cows in the future.He further directed that "Pet Care Centers" to be established in other districts, similar to PAMC in Panchkula. He noted that the trend of keeping pets is increasing in urban areas especially in nuclear families. Therefore, proper "Pet Care Centers" should be opened in each district for the treatment of these animals and birds.
Sh. Kanwar Pal directed that all veterinary institutions should be equipped with RO systems for clean drinking water, inverters for uninterrupted power supply, computers for record maintenance, and necessary stationery. He also directed that necessary amendments be made to the land conditions for new buildings of veterinary institutions and that a civil department wing be established for civil works.

हरियाणा के कृषि एवं किसान कल्याण तथा पशु पालन एवं डेयरी मंत्री श्री कंवर पाल ने कहा कि प्रदेश के प्रत्येक जिला में कम से कम एक गौशाला को गायों की नस्ल सुधारने के लिए गोद लिया जाए ताकि प्रदेश में फिर से दूध की मात्रा में बढ़ोतरी हो सके। उन्होंने पंचकूला में स्थित "पैट एनिमल मैडिकल सेंटर" ( पीएएमसी ) की तर्ज पर सभी जिलों में 1-1 "पैट केयर सेंटर" खोलने की संभावनाओं को भी तलाशने के निर्देश दिए ताकि वहां पर बीमार एवं घायल पालतू जानवरों के अलावा पक्षियों का भी समुचित उपचार किया जा सके।
श्री कंवर पाल आज यहां हरियाणा निवास में पशु पालन एवं डेयरी विभाग के उच्च अधिकारियों की बैठक की अध्यक्षता कर रहे थे। इस अवसर पर विभाग के अतिरिक्त मुख्य सचिव श्री राजा शेखर वुंडरू , महानिदेशक डॉ एलसी रंगा के अलावा अन्य वरिष्ठ अधिकारी उपस्थित थे। पशु पालन एवं डेयरी मंत्री ने प्रदेश में गायों की नस्ल में सुधार के विशेष निर्देश देते हुए कहा कि आधुनिक तकनीक का इस्तेमाल करके बछड़ों की बजाए बछड़ियों की जन्म दर बढ़ाने पर फ़ोकस करें, क्योंकि वर्तमान मशीनी युग में कृषि आदि के कार्यों में बछड़ों का प्रयोग न के बराबर हो गया है।
उन्होंने कहा कि हर जिला में कम से कम एक गौशाला को नस्ल -सुधार के लिए विभाग द्वारा गोद लिया जाना चाहिए ताकि भविष्य में ज्यादा दूध देने वाली गायों की संख्या बढ़ सके। उन्होंने पंचकूला में स्थित पीएएमसी की तर्ज पर राज्य के अन्य जिलों में भी "पैट केयर सेंटर" खोलने के निर्देश देते हुए कहा कि वर्तमान में छोटे परिवार होने के कारण विशेषकर शहरी क्षेत्रों में पालतू जानवर रखने का प्रचलन बढ़ा है। इन जानवरों एवं पक्षियों के ईलाज के लिए प्रत्येक जिला में समुचित जगहों पर "पैट केयर सेंटर" खोले जाने चाहिए।
श्री कंवर पाल ने सभी पशु चिकित्सा संस्थानों में पीने के शुद्ध पानी के लिए आरओ, बिजली की हर समय उपलब्धता के लिए इन्वर्टर, रिकॉर्ड के रख रखाव के लिए कंप्यूटर तथा आवश्यकता के अनुसार स्टेशनरी का सामान खरीदने के निर्देश दिए। उन्होंने पशु चिकित्सा संस्थानों के नए भवनों हेतु जमीनों की शर्तों में आवश्यक संसोधन करने तथा सिविल कार्यों के लिए सिविल डिपार्टमेंट विंग का गठन करने की दिशा में भी उचित कदम उठाने के निर्देश दिए।
कृषि एवं किसान कल्याण तथा पशु पालन एवं डेयरी मंत्री श्री कंवर पाल ने प्रदेश के गुणवत्तापूर्ण पशुपालन में अधिक से अधिक सुधार करने के प्रति अपनी प्रतिबद्धता जाहिर करते हुए कहा कि किसी भी कार्य के लिए धन की कमी नहीं रहने दी जाएगी।
