The Union Territory of Chandigarh has implemented three new criminal laws: Bharatiya Nyaya Sanhita, 2023; Bhartiya Nagrik Suraksha Sanhita, 2023; and Bharatiya Sakshya Adhiniyam, 2023, effective from July 1, 2024. In alignment with these new laws, the Jail authorities have established 32 Virtual Court (VC) studios in the Model Jail, Chandigarh.
These studios will facilitate the remand, trial, and other legal proceedings of undertrial prisoners through VC, in compliance with Section 530 of the Bhartiya Nagrik Suraksha Sanhita. Sh. Raj Kumar Singh, IPS, Inspector General of Prisons, UT Chandigarh, inaugurated the 32 VC studios today at the Model Jail, Chandigarh.
The event was attended by Dr. Palika Arora, PCS, Addl. Inspector General of Prisons, UT Chandigarh, along with other Jail Officers. During the inauguration, the Inspector General of Prisons addressed the undertrial prisoners, informing them of the changes brought about by the new laws.
He assured them that lawyers from the District Legal Services Authority, UT Chandigarh, will provide detailed awareness sessions regarding these new laws. Additionally, pamphlets outlining the changes and new provisions of the three new criminal laws were distributed to the undertrial prisoners.
The implementation of Section 530 of the Bhartiya Nagrik Suraksha Sanhita mandates that undertrial prisoners be produced through VC for remand, trial, and other proceedings. This move is expected to save significant public funds spent on transportation and the deployment of police personnel for escorting prisoners to court. Moreover, it will prevent incidents of prisoners absconding during court hearings.

ये स्टूडियो भारतीय नागरिक सुरक्षा संहिता की धारा 530 के अनुपालन में वी.सी. के माध्यम से विचाराधीन कैदियों की रिमांड, ट्रायल और अन्य कानूनी कार्यवाही की सुविधा प्रदान करेंगे। यू.टी. चंडीगढ़ के जेल महानिरीक्षक श्री राज कुमार सिंह, आई.पी.एस. ने आज मॉडल जेल, चंडीगढ़ में 32 वी.सी. स्टूडियो का उद्घाटन किया। इस कार्यक्रम में यूटी चंडीगढ़ की जेलों की अतिरिक्त महानिरीक्षक पीसीएस डॉ. पालिका अरोड़ा के साथ अन्य जेल अधिकारी भी मौजूद थे।
उद्घाटन के दौरान जेलों के महानिरीक्षक ने विचाराधीन कैदियों को संबोधित किया और उन्हें नए कानूनों से होने वाले बदलावों की जानकारी दी। उन्होंने उन्हें आश्वासन दिया कि यूटी चंडीगढ़ के जिला विधिक सेवा प्राधिकरण के वकील इन नए कानूनों के बारे में विस्तृत जागरूकता सत्र आयोजित करेंगे। इसके अतिरिक्त, विचाराधीन कैदियों को तीन नए आपराधिक कानूनों के बदलावों और नए प्रावधानों को रेखांकित करने वाले पर्चे भी वितरित किए गए।
भारतीय नागरिक सुरक्षा संहिता की धारा 530 के कार्यान्वयन के तहत यह अनिवार्य है कि विचाराधीन कैदियों को रिमांड, ट्रायल और अन्य कार्यवाही के लिए वीसी के माध्यम से पेश किया जाए। इस कदम से परिवहन पर खर्च होने वाले महत्वपूर्ण सार्वजनिक धन की बचत होने की उम्मीद है और कैदियों को अदालत ले जाने के लिए पुलिस कर्मियों की तैनाती की जाएगी। इसके अलावा, यह अदालती सुनवाई के दौरान कैदियों के फरार होने की घटनाओं को भी रोकेगा।
