Haryana Director General of Police (DGP) Shatrujeet Kapur has instructed Police Commissioners and Superintendents of Police to ensure that programs are organized at the police station level to generate public awareness about the three new criminal laws that will be implemented from July 1. He emphasized the importance of maximizing public participation in these programs.
DGP Kapur conveyed this information during a video conferencing meeting with senior police officials across the state. He stated that raising awareness among the public about these three new criminal laws is important so that people can understand the changes and benefits of the new laws.
During this period, they should also inform people about the stipulated timelime for resolving complaints according to the new laws. Regarding the awareness programs to be held on July 1, Kapur mentioned that police officers should invite prominent individuals to these events at police stations to help spread the information to a wider audience.
He noted that the more people are informed about the new laws, the greater the benefit will be for them. He further informed that online training regarding the three new criminal laws is being provided through the Government of India’s ‘iGOT Karmayogi’ portal.
So far, over 3,000 police personnel have been trained online, and more than 17,000 have received physical training. Additionally, the meeting highlighted that the Haryana Police Training Center has trained 3,314 master trainers, while the Bureau of Police Research and Development (BPR&D) Center Detective of Training Institute has trained over 200 master trainers.
In total, more than 20,000 police personnel in Haryana have been trained on the new laws.Kapur also mentioned that the BPR&D has prepared a bilingual booklet on the new criminal laws. He instructed all officers to ensure the distribution of this booklet during the programs on July 1. This booklet explains the new criminal laws in a very simple manner.
He added that the objective of these three new laws is to reform the Indian legal system and establish a justice system based on Indian values. He explained that the new laws focus on justice rather than punishment and reflect the true spirit of the Indian Penal Code.
These laws are made in alignment with the core values of the Indian Constitution, guarantee freedom of individual expression, and are in accordance with human rights values. These laws will ensure victim-centered justice.
The meeting was attended by several officials, including Additional Director General of Police (Cyber) O P Singh, Additional Director General of Police (State Crime Branch) Mamta Singh, Additional Director General of Police (Law and Order) Sanjay Kumar, Inspector General of Police Hardeep Doon, and Shibash Kaviraj.

हरियाणा के पुलिस महानिदेशक शत्रुजीत कपूर ने पुलिस आयुक्त तथा पुलिस अधीक्षकों को निर्देश देते हुए कहा कि वे 1 जुलाई से लागू होने वाले तीन नए आपराधिक कानूनो को लेकर आमजन में जागरूकता लाने के लिए थाना स्तर पर कार्यक्रम आयोजित करवाना सुनिश्चित करें। इस दौरान वे अधिक से अधिक लोगों की भागीदारी सुनिश्चित करें।
श्री कपूर ने यह जानकारी प्रदेश भर के वरिष्ठ पुलिस अधिकारियों के साथ वीडियो कॉन्फ्रेंसिंग के माध्यम से आयोजित बैठक में दी। उन्होंने कहा कि तीन नए आपराधिक कानूनों के बारे में आमजन में जागरूकता लाना अत्यंत आवश्यक है ताकि लोग नए कानूनों में हुए बदलावों तथा इससे होने वाले लाभ के बारे में जानकारी प्राप्त कर सकें। इस दौरान वे लोगों को नए कानूनों के अनुरूप प्राप्त शिकायत के निस्तारण की निर्धारित समय सीमा के बारे में अवश्य बताएं।
एक जुलाई को होने वाले जागरूकता कार्यक्रमों के बारे में श्री कपूर ने कहा कि पुलिस अधिकारी पुलिस थानों में होने वाले इन कार्यक्रमों में मौजिज व्यक्तियों को आमंत्रित करें ताकि उनके माध्यम से अधिक से अधिक लोगों तक इसकी जानकारी पहुंचाई जा सके। उन्होंने कहा कि तीन नए कानूनों के बारे में जितने अधिक लोगों तक जानकारी पहुंचेगी लोगो को इसका फायदा उतना ही ज्यादा होगा।
उन्होंने बताया कि भारत सरकार के ‘आईगोट कर्मयोगी‘ पोर्टल के माध्यम से तीन नए आपराधिक कानूनों को लेकर ऑनलाइन प्रशिक्षण भी दिया जा रहा है। अब तक इस कड़ी में 3 हजार से अधिक पुलिसकर्मियों को प्रशिक्षित किया जा चुका है जबकि 17 हजार से अधिक पुलिसकर्मियों को फिजिकली प्रशिक्षित किया गया है।
इसके अलावा, बैठक में बताया गया कि हरियाणा पुलिस द्वारा इन तीन नए कानूनों को लेकर हरियाणा पुलिस ट्रेनिंग सेंटर द्वारा 3314, बीपीआरएंडडी के सेंटर डिटेक्वि आफ टेªनिंग इस्टीट्यूट द्वारा 200 से अधिक मास्टर ट्रेनर्स को प्रशिक्षित किया गया है। इस प्रकार, हरियाणा में 20 हजार से अधिक पुलिसकर्मियों को नए कानूनो के बारे में प्रशिक्षण दिया जा चुका है।
श्री कपूर ने बताया कि नए आपराधिक कानूनों के लिए बीपीआरएंड द्वारा द्विभाषीय पुस्तिका भी तैयार की गई है। उन्होंने सभी अधिकारियों को निर्देश देते हुए कहा कि वे 1 जुलाई को आयोजित होने वाले कार्यक्रमों में इस पुस्तिका को वितरित अवश्य करवाएं। इस पुस्तिका में नए आपराधिक कानूनो के बारे में बहुत ही सरल तरीके से परिभाषित किया गया है।
उन्होंने बताया कि इन तीन नए कानूनों का उद्देश्य भारतीय कानूनी प्रणाली में सुधार करना और भारतीय सोच पर आधारित न्याय प्रणाली स्थापित करना है। उन्होंने बताया कि नए कानूनों में दंड की बजाय न्याय पर ध्यान केंद्रित किया गया है। यह कानून भारतीय न्याय संहिता की वास्तविक भावना को प्रकट करते है। इन्हें भारतीय संविधान की मूल भावना के साथ बनाया गया है।
ये कानून व्यक्तिगत अभिव्यक्ति की स्वतंत्रता की गारंटी देते हैं और मानव अधिकारों के मूल्यों के अनुरूप हैं। ये कानून पीड़ित केंद्रित न्याय सुनिश्चित करेंगे। बैठक में अतिरिक्त पुलिस महानिदेशक, साइबर ओ पी सिंह, अतिरिक्त पुलिस महानिदेशक, राज्य अपराध शाखा ममता सिंह, अतिरिक्त पुलिस महानिदेशक कानून एवं व्यवस्था संजय कुमार, पुलिस महानिरीक्षक हरदीप दून तथा शिबास कविराज सहित कई अन्य अधिकारीगण उपस्थित थे।
