Under the chairmanship of Union Finance Minister, Nirmala Sitharaman, a pre-budget meeting was held in New Delhi today with the finance ministers of all states and union territories (including legislative assemblies). Haryana's Finance Minister, Sh. Jai Prakash Dalal also attended this meeting.
In the meeting, Sh. Dalal mentioned that Haryana is a small state, which accounts for 2.09% of India's population and 1.34% of the total geographical area, yet it contributes 3.7% to India's GDP and 6% to the total GST collection in 2023-24.
Sh. J.P. Dalal stated that the state government has taken several steps to enhance social security within the state. The amount under Old Age Samman Allowance Scheme and other social security pensions have been increased to Rs. 3,000 per month, which is the highest in the country.
The total number of beneficiaries has also increased to about 32 lakhs. Similarly, the budget provision for various social security pensions has been raised to around Rs. 12,000 crore, which is 6.30 percent of the total budget for 2024-25.
He noted that the Government of India released a grant of Rs. 250 crore in November 2022 for the years 2021-22 and 2022-23, which is 2.83% of the total expenditure of Rs. 8,821.16 crore incurred by the state government on social security pension schemes in 2022-23.
He suggested that the Government of India either increase the rate of financial assistance under the proposed social security schemes or share the burden of this expenditure with the state.
Haryana Government Ensures Adequate Water Supply to Delhi as per Norms
Sh. J.P. Dalal stated that Haryana is an integral part of the NCR, as 57% of the state's land area (14 districts) falls within the NCR. Currently, a significant amount of resources are being spent from its limited resources to meet the demands of infrastructure, water supply and sanitation, urban development, and connectivity in the NCR.
The Haryana government ensures adequate water supply to Delhi as per norms. Additionally, due to uncontrolled and rapid urbanization in its NCR region, the state has to spend extra amounts to control pollution levels, groundwater depletion, etc. For this, the State Government demands additional allocation of grant-in-aid for NCR.
Central Government Should Support Haryana for Project Implementation in NCR
Sh. J.P. Dalal mentioned that the Haryana government has developed the KMP Expressway around Delhi to reduce congestion in the NCR region. Work is also underway on the major project of the Haryana Orbital Rail Corridor, a 122 km long project from Palwal to Sonipat with a revised estimated cost of Rs. 11,600 crore.
Other major projects being implemented in the NCR include the integrated multi-modal logistics hub in Narnaul covering an area of 1,000 acres, the India International Horticulture Market in Ganaur, Sonipat, and the Delhi-Panipat fast rail corridor as part of the regional rapid transport system.
Therefore, the Government of India should consider providing special grant assistance to Haryana for the implementation of these major projects in the NCR. He said that the special assistance scheme for capital investment for states should be continued in the future as it incentivizes funding for infrastructure projects in the states.
He suggested that the allocation to the state under this scheme could be increased based on Haryana's 6% contribution to GST collection or its 3.7% contribution to the national GDP in 2023-24. He assured that the Haryana government will make all efforts to cooperate with the Government of India to realize the dream of a developed India (Viksit Bharat) and improve ease of living.

हरियाणा के वित्त मंत्री जे पी दलाल ने लिया बैठक में हिस्सा

केंद्रीय वित्त मंत्री निर्मला सीतारमण की अध्यक्षता में आज नई दिल्ली में सभी राज्यों और संघ राज्य क्षेत्रों (विधायकमंडल सहित) के वित्त मंत्रियों के साथ बजट पूर्व बैठक हुई। हरियाणा के वित्त मंत्री श्री जय प्रकाश दलाल भी इस बैठक में शामिल हुए।श्री जय प्रकाश दलाल ने बैठक में कहा कि हरियाणा भारत की जनसंख्या का 2.09 प्रतिशत और कुल भौगोलिक क्षेत्र का 1.34 प्रतिशत वाला एक छोटा राज्य है, फिर भी 2023-24 में अखिल भारतीय सकल घरेलू उत्पाद में हरियाणा के जीएसडीपी का हिस्सा 3.7 प्रतिशत है और कुल जीएसटी संग्रह में हरियाणा का योगदान 6 प्रतिशत है।
श्री जे पी दलाल ने कहा कि राज्य सरकार ने राज्य में सामाजिक सुरक्षा को बढ़ाने के लिए कई कदम उठाए हैं। वृद्धावस्था सम्मान भत्ता और संबंधित पेंशन को बढ़ाकर 3000 रुपये प्रतिमाह कर दिया गया है, जो देश में सबसे अधिक है। लाभार्थियों की कुल संख्या भी बढ़कर लगभग 32 लाख हो गई है। इसी तरह, कई सामाजिक सुरक्षा पेंशनों के लिए बजट प्रावधान बढ़ाकर लगभग 12,000 करोड़ रुपये कर दिया गया है, जो 2024-25 के कुल बजट का 6.30 प्रतिशत है।
उन्होंने बताया कि भारत सरकार ने वर्ष 2021-22 और 2022-23 के लिए नवंबर 2022 में 250 करोड़ रुपये का अनुदान जारी किया था, जो कि राज्य सरकार द्वारा वर्ष 2022-23 में सामाजिक सुरक्षा पेंशन योजनाओं पर किए गए कुल व्यय 8821.16 करोड़ रुपये का 2.83 प्रतिशत है। उन्होंने सुझाव देते हुए कहा कि भारत सरकार से अनुरोध है कि या तो भारत सरकार द्वारा प्रस्तावित सामाजिक सुरक्षा योजनाओं के तहत वित्तीय सहायता की दर बढ़ाई जाए या इस मद में राज्य का बोझ साझा किया जाए।
हरियाणा सरकार दिल्ली को मानदंडों के अनुसार पर्याप्त पानी की आपूर्ति कर रही सुनिश्चित
श्री जे पी दलाल ने कहा कि हरियाणा एनसीआर का अभिन्न अंग है, क्योंकि राज्य का 57 प्रतिशत भूभाग (14 जिले) एनसीआर में आता है। वर्तमान में, एनसीआर की बुनियादी ढांचे, जलापूर्ति और स्वच्छता, शहरी विकास और कनेक्टिविटी आवश्यकताओं की मांग को पूरा करने के लिए अपने सीमित संसाधनों से काफी मात्रा में संसाधन खर्च किए जा रहे हैं।
हरियाणा सरकार दिल्ली को मानदंडों के अनुसार पर्याप्त पानी की आपूर्ति सुनिश्चित करती है। इसके अलावा, राज्य को अपने एनसीआर क्षेत्र के अनियंत्रित और तेजी से बढ़ते शहरीकरण के कारण प्रदूषण के स्तर, भूजल स्तर में गिरावट आदि को नियंत्रित करने के लिए अतिरिक्त राशि खर्च करनी पड़ती है। इसके लिए राज्य सरकार एनसीआर के लिए अनुदान सहायता के अतिरिक्त आवंटन की मांग करती है।
एनसीआर में परियोजनाओं के क्रियान्वयन भारत सरकार करे हरियाणा को सहयोग
श्री जे पी दलाल ने कहा कि हरियाणा सरकार ने एनसीआर क्षेत्र में भीड़भाड़ कम करने के लिए दिल्ली के आसपास केएमपी एक्सप्रेस विकसित किया है। कुंडली-मानेसर पलवल एक्सप्रेसवे के साथ ही पलवल से सोनीपत तक संशोधित अनुमानित लागत 11,600 करोड़ रुपये की लागत की 122 किलोमीटर की हरियाणा रेल ऑर्बिटल कॉरिडोर की प्रमुख परियोजना पर भी काम चल रहा है।
1000 एकड़ के क्षेत्र में नारनौल में एकीकृत मल्टी मॉडल लॉजिस्टिक्स हब, सोनीपत के गन्नौर में इंडिया इंटरनेशनल हॉर्टिकल्चर मार्केट, क्षेत्रीय रैपिड ट्रांसपोर्ट सिस्टम के रूप में दिल्ली-पानीपत फास्ट रेल कॉरिडोर एनसीआर में कार्यान्वित की जा रही अन्य प्रमुख परियोजनाएं हैं। इसलिए, भारत सरकार द्वारा एनसीआर में इन प्रमुख परियोजनाओं के कार्यान्वयन के लिए हरियाणा को विशेष अनुदान सहायता देने पर विचार किया जाए।
उन्होंने कहा कि पूंजी निवेश के लिए राज्यों को विशेष सहायता योजना को भविष्य में भी जारी रखा जाना चाहिए, क्योंकि यह राज्यों में बुनियादी ढांचा परियोजनाओं के वित्तपोषण के लिए प्रोत्साहन देता है। उन्होंने सुझाव दिया कि इस योजना के तहत राज्य को आवंटन जीएसटी संग्रह में राज्य के लगभग 6 प्रतिशत योगदान या 2023-24 में राष्ट्रीय सकल घरेलू उत्पाद में 3.7 प्रतिशत के योगदान के आधार पर बढ़ाया जा सकता है।
उन्होंने आश्वस्त किया कि हरियाणा सरकार विकसित भारत बनाने के सपने को साकार करने और ईज ऑफ लिविंग में सुधार करने के लिए भारत सरकार के साथ सहयोग करने के लिए सभी प्रयास करेगी।
