To ensure smooth and timely completion of the counting of the votes for Lok Sabha elections in nine assembly segments' of Patiala Lok Sabha constituency, the district administration would deploy as many as 580 employees at 9 counting centers at six locations in Patiala on June 4, 2024 in Patiala. While presiding over a training session of counting staff and making elaborate arrangements for the counting centers here at RGNUL complex today in presence of General Observer Om Prakash Bakoria and Expenditure Observer Meetu Aggarwal, Deputy Commissioner Showkat Ahmad Parray said that the whole staff would be entrusted with the task of completing the work of counting of votes in a smooth, hassle-free and time-bound manner.
He said that the counting of votes for all nine constituencies amid the presence of the candidates and representatives of the political parties and in supervision of observers. Parray said that no one including candidates, party agents or any official or staff member would be allowed to carry a mobile inside the counting centre.
He said that the entire staff would be allocated tables in the halls set up as counting centers adding that a team of four members including a counting assistant, counting supervisor and a micro observer besides an attendant for carrying EVMs for each table, would handle the operation of counting at every table.
The Deputy Commissioner said that the counting report of every round would be submitted by the counting staff to the Assistant Returning Officer (ARO) for compiling the final result. DC reiterated that election duty is a national service and everyone should perform it diligently.
He said that counting staff today participated in the training program and will ensure that they can perform their duties efficiently on that day. He said that elaborate arrangements including security and others would be made by the administration for ensuring the counting for the elections can be held smoothly and in a hassle free manner.
He said that at six counting locations the media centers would also be setup for facilitation of ECI authority card holder journalists of Patiala and the main media center would be setup at Thapar University. ADCs Kanchan and Dr Harjinder Singh Bedi, SDM Patran cum ARO Ravinder Singh were also present in the training program.''

ਲੋਕ ਸਭਾ ਚੋਣਾਂ ਲਈ ਪਟਿਆਲਾ ਜ਼ਿਲ੍ਹੇ ਦੇ 9 ਵਿਧਾਨ ਸਭਾ ਹਲਕਿਆਂ 'ਚ 1 ਜੂਨ ਨੂੰ ਮਤਦਾਨ ਹੋਣ ਤੋਂ ਬਾਅਦ 4 ਜੂਨ ਨੂੰ ਵੋਟਾਂ ਦੀ ਗਿਣਤੀ ਦੇ ਕਾਰਜ ਨੂੰ ਨਿਰਵਿਘਨ ਢੰਗ ਨਾਲ ਨੇਪਰੇ ਚਾੜ੍ਹਨ ਲਈ ਤਾਇਨਾਤ ਕੀਤੇ ਗਏ ਕਰਮਚਾਰੀਆਂ ਤੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਗਿਣਤੀ ਬਾਰੇ ਵਿਸਥਾਰਤ ਸਿਖਲਾਈ ਅੱਜ ਜਨਰਲ ਆਬਜ਼ਰਵਰ ਓਮ ਪ੍ਰਕਾਸ਼ ਬਕੋੜੀਆ ਅਤੇ ਖ਼ਰਚਾ ਆਬਜ਼ਰਵਰ ਮੀਤੂ ਅਗਰਵਾਲ ਦੀ ਨਿਗਰਾਨੀ ਹੇਠ ਕਰਵਾਈ ਗਈ।
ਇੱਥੇ ਰਾਜੀਵ ਗਾਂਧੀ ਨੈਸ਼ਨਲ ਯੂਨੀਵਰਸਿਟੀ ਆਫ਼ ਲਾਅ ਵਿਖੇ ਗਿਣਤੀਕਾਰਾਂ ਦੀ ਟ੍ਰੇਨਿੰਗ ਮੌਕੇ ਪਟਿਆਲਾ ਦੇ ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ-ਕਮ-ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸ਼ੌਕਤ ਅਹਿਮਦ ਪਰੇ ਨੇ ਗਿਣਤੀ ਅਮਲੇ ਨੂੰ ਭਾਰਤੀ ਚੋਣ ਕਮਿਸ਼ਨ ਦੀਆਂ ਹਦਾਇਤਾਂ ਤੋਂ ਜਾਣੂ ਕਰਵਾਇਆ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਚੋਣਾਂ ਦੀ ਡਿਊਟੀ ਕੌਮੀ ਸੇਵਾ ਹੈ ਇਸ ਲਈ ਹਰ ਮੁਲਾਜਮ ਆਪਣੀ ਚੋਣ ਡਿਊਟੀ ਪੂਰੀ ਤਨਦੇਹੀ ਤੇ ਇਮਾਨਦਾਰੀ ਨਾਲ ਨਿਭਾਵੇ।
ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਗਿਣਤੀ ਲਈ 580 ਗਿਣਤੀਕਾਰ, ਜਿਸ 'ਚ ਪਟਿਆਲਾ ਜ਼ਿਲ੍ਹੇ ਦੇ 520 ਅਤੇ ਡੇਰਾਬਸੀ ਹਲਕੇ ਦੇ 60 ਮੁਲਾਜਮ ਸ਼ਾਮਲ ਹਨ, ਤਾਇਨਾਤ ਕੀਤੇ ਜਾਣਗੇ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਦੱਸਿਆ ਕਿ ਈ.ਵੀ.ਐਮਜ. ਤੋਂ ਗਿਣਤੀ ਪਟਿਆਲਾ ਵਿਖੇ ਨਿਰਧਾਰਤ ਸਥਾਨਾਂ 'ਤੇ ਚੋਣ ਆਬਜ਼ਰਵਰਾਂ ਦੀ ਨਿਗਰਾਨੀ ਹੇਠ ਉਮੀਦਵਾਰਾਂ ਤੇ ਉਨ੍ਹਾਂ ਦੇ ਪ੍ਰਤੀਨਿਧਾਂ ਦੀ ਹਾਜ਼ਰੀ ਵਿੱਚ ਹੋਵੇਗੀ।
ਚੋਣ ਕਮਿਸ਼ਨ ਦੀਆਂ ਹਦਾਇਤਾਂ ਅਨੁਸਾਰ ਗਿਣਤੀ ਕੇਂਦਰਾਂ 'ਤੇ ਉਮੀਦਵਾਰ ਜਾਂ ਉਸ ਦੇ ਪ੍ਰਤੀਨਿਧ ਜਾਂ ਗਿਣਤੀ ਏਜੰਟ ਸਮੇਤ ਕਿਸੇ ਨੂੰ ਵੀ ਮੋਬਾਇਲ ਲਿਜਾਣ ਦੀ ਆਗਿਆ ਨਹੀਂ ਹੋਵੇਗੀ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਦੱਸਿਆ ਕਿ ਹਰੇਕ ਗਿਣਤੀ ਕੇਂਦਰ 'ਤੇ ਇੱਕ-ਇੱਕ ਗਣਨਾ ਸਹਾਇਕ, ਇੱਕ-ਇੱਕ ਗਣਨਾ ਸੁਪਰਵਾਈਜ਼ਰ ਅਤੇ ਇੱਕ-ਇੱਕ ਮਾਈਕ੍ਰੋ ਅਬਜ਼ਰਵਰ ਤੋਂ ਇਲਾਵਾ ਈ.ਵੀ.ਐਮਜ਼ ਲਿਆਉਣ ਲਈ ਇੱਕ-ਇੱਕ ਅਟੈਂਡੈਂਟ ਵੀ ਤਾਇਨਾਤ ਹੋਵੇਗਾ।
ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਹਰੇਕ ਰਾਊਂਡ ਦੀ ਗਿਣਤੀ ਮੁਕੰਮਲ ਹੋਣ ਤੋਂ ਬਾਅਦ ਹੀ ਅਗਲੇ ਦੌਰ ਦੀ ਗਿਣਤੀ ਸ਼ੁਰੂ ਹੋਵੇਗੀ ਅਤੇ ਹਰੇਕ ਰਾਊਂਡ ਦੀ ਜਾਣਕਾਰੀ ਚੋਣ ਕਮਿਸ਼ਨ ਦੀ ਵੈਬਸਾਈਟ 'ਤੇ ਨਾਲੋ-ਨਾਲ ਅਪਲੋਡ ਕੀਤੀ ਜਾਵੇਗੀ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਸਾਰੇ ਗਿਣਤੀ ਕੇਂਦਰ ਪਟਿਆਲਾ ਵਿਖੇ ਹੀ ਹਨ ਅਤੇ ਸਾਰੇ ਗਿਣਤੀਕਾਰ 3 ਜੂਨ ਨੂੰ ਸਵੇਰੇ 8 ਵਜੇ ਪੰਜਾਬੀ ਯੂਨੀਵਰਸਿਟੀ ਦੇ ਸ੍ਰੀ ਗੁਰੂ ਤੇਗ਼ ਬਹਾਦਰ ਹਾਲ ਵਿਖੇ ਇਕੱਤਰ ਹੋਣਗੇ ਤੇ ਜਿੱਥੇ ਉਨ੍ਹਾਂ ਦੇ ਗਿਣਤੀ ਕੇਂਦਰਾਂ ਦੀ ਜਾਣਕਾਰੀ ਦਿੱਤੀ ਜਾਵੇਗੀ।
ਗਿਣਤੀ ਅਮਲੇ ਦੀ ਇਸ ਸਿਖਲਾਈ ਦੌਰਾਨ ਐਸ.ਡੀ.ਐਮ. ਪਾਤੜਾਂ ਰਵਿੰਦਰ ਸਿੰਘ ਅਤੇ ਏ.ਡੀ.ਸੀ. (ਜ) ਮੈਡਮ ਕੰਚਨ ਨੇ ਈ.ਵੀ.ਐਮਜ ਮਸ਼ੀਨਾਂ ਰਾਹੀਂ ਪਈਆਂ ਵੋਟਾਂ ਦੀ ਗਿਣਤੀ ਕਰਨ ਦੇ ਢੰਗ ਤਰੀਕਿਆਂ ਤੋਂ ਜਾਣੂ ਕਰਵਾਇਆ। ਇਸ ਦੌਰਾਨ ਭਾਰਤ ਚੋਣ ਕਮਿਸ਼ਨ ਦੀਆਂ ਵੋਟਾਂ ਦੀ ਗਿਣਤੀ ਸਬੰਧੀ ਹਦਾਇਤਾਂ ਅਤੇ ਦਿਸ਼ਾ ਨਿਰਦੇਸ਼ਾਂ ਬਾਬਤ ਪ੍ਰੈਜੈਂਟੇਸ਼ਨ ਦਿਖਾਈ ਗਈ।
ਇਸ ਤੋਂ ਇਲਾਵਾ ਮਤਦਾਨ ਗਿਣਤੀ ਸੁਪਰਵਾਈਜ਼ਰਾਂ ਅਤੇ ਸਹਾਇਕਾਂ ਸਮੇਤ ਮਾਈਕਰੋ ਆਬਜ਼ਰਵਰਾਂ ਵੱਲੋਂ ਕੀਤੇ ਜਾਣ ਵਾਲੇ ਕਾਰਜ ਅਤੇ ਚੋਣ ਕਮਿਸ਼ਨ ਵੱਲੋਂ ਨਿਰਧਾਰਤ ਪ੍ਰੋਫਾਰਮੇ ਆਦਿ ਸਮੇਂ ਸਿਰ ਭਰੇ ਜਾਣ ਅਤੇ ਐਨਕੋਰ ਸਾਫ਼ਟਵੇਅਰ, ਭਾਰਤ ਚੋਣ ਕਮਿਸ਼ਨ ਅਤੇ ਸੀ.ਈ.ਓ. ਪੰਜਾਬ ਦੇ ਵੈਬ ਪੋਰਟਲ ਉਪਰ ਚੋਣ ਨਤੀਜੇ ਅਪਲੋਡ ਕਰਨ ਬਾਬਤ ਜਾਣੂ ਕਰਵਾਇਆ ਗਿਆ। ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ ਨੇ ਦੱਸਿਆ ਕਿ ਇਨ੍ਹਾਂ ਗਿਣਤੀ ਕੇਂਦਰਾਂ 'ਤੇ ਲਾਏ ਜਾਣ ਵਾਲੇ ਸਟਾਫ਼ ਦੀ ਰੈਂਡੇਮਾਈਜ਼ੇਸ਼ਨ ਉਪਰੰਤ ਇਨ੍ਹਾਂ ਦੀ ਸਿਖਲਾਈ ਬਾਅਦ ਇਨ੍ਹਾਂ ਨੂੰ ਆਪੋ-ਆਪਣੇ ਗਿਣਤੀ ਮੇਜ਼ ਦਾ ਨੰਬਰ 4 ਜੂਨ ਦੀ ਸਵੇਰ ਨੂੰ ਸਬੰਧਤ ਗਿਣਤੀ ਕੇਂਦਰ 'ਤੇ ਹੀ ਦੱਸਿਆ ਜਾਵੇਗਾ।
ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਪਟਿਆਲਾ ਵਿਖੇ ਬਣਨ ਵਾਲੇ 6 ਗਿਣਤੀ ਕੇਂਦਰਾਂ ਵਿਖੇ ਮੀਡੀਆ ਸੈਂਟਰ ਵੀ ਸਥਾਪਤ ਕੀਤੇ ਜਾਣਗੇ, ਜਿੱਥੇ ਕੇਵਲ ਚੋਣ ਕਮਿਸ਼ਨ ਦੇ ਅਥਾਰਟੀ ਲੈਟਰ ਧਾਰਕ ਪੱਤਰਕਾਰਾਂ ਨੂੰ ਵੋਟਾਂ ਦੀ ਗਿਣਤੀ ਬਾਬਤ ਜਾਣਕਾਰੀ ਪ੍ਰਦਾਨ ਕੀਤੀ ਜਾਵੇਗੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਸ ਦੌਰਾਨ ਪੁਲਿਸ ਵੱਲੋਂ ਸਖ਼ਤ ਸੁਰੱਖਿਆ ਪ੍ਰਬੰਧ ਕੀਤੇ ਜਾਣਗੇ। ਇਸ ਮੌਕੇ ਏ.ਡੀ.ਸੀਜ ਕੰਚਨ ਤੇ ਡਾ. ਹਰਜਿੰਦਰ ਸਿੰਘ ਬੇਦੀ, ਚੋਣ ਤਹਿਸੀਲਦਾਰ ਵਿਜੇ ਚੌਧਰੀ ਵੀ ਮੌਜੂਦ ਸਨ।
