To keep Lok Sabha Elections-2024 free, fair and transparent, 72 hours standard operating procedures will come in force from tomorrow (Wednesday) evening, said, District Electoral Officer-cum-Deputy Commissioner, Mrs Aashika Jain while interacting with media, today, at District Administrative Complex, Mohali alongwith SSP Dr Sandip Garg.
Deputy Commissioner Jain said that in order to keep the polling free of inducement and allurement, movements of cash, drugs, liquor and precious goods would be under strict and minute monitoring so that no such items that can hamper the poll process by one an another way, be transported. She said that checking teams including Police, Excise, GST, Static Surveillance and Flying Squad Teams would be put on extra alert to check every light vehicle and lorry.
She appealed to the general public to keep all valid documents, if they have to carry an amount more than 50,000 in cash with them. She said that all the above teams should work as a team to track such types of malpractices to keep the poll process transparent and fear free.
District Electoral Officer further said that Intra-state and inter-State movements of trucks and commercial vehicles shall be strictly checked with a view to prevent smuggling of arms and ammunitions and anti-social elements. She asked her police counterpart to be in touch with the police of UT and other neighboring states for joint Nakabandi on the interstate borders to check the movement of anti-social elements.
She said that no langar and community kitchen would be allowed during these hours besides the religious places having usual practice. Similarly, no disbursement of grants to the NGOs and Self Help Group should be allowed to check the flow of money. Deputy Commissioner said that teams of Static Surveillance and Flying Squad have been enhanced from existing 9 per constituency to 12 for this period.
The eight polling locations falling in Kharar constituency, where the mobile connectivity is low, have been equipped with motor bikes and messengers besides deployment of Micro Observers, Webcasting and CCTV cameras. Similarly, the 89 vulnerable/critical polling booths situated at 33 locations would also be kept under strict vigil, she added.
All the marriage palaces, resorts, banquet halls, community halls of local bodies and village panchayats have been asked to submit their next 72 hour booking with immediate effect to the District Administration and Police to check whether they are not being used by election related gatherings.
She said that so far cVIGIl and toll free number have received 825 complaints related to MCC violation and most of the grievances have been resolved within stipulated time. Besides, 2.5 crore caash has been seized by the SST/FST teams while 3.21 crore by the police, said, deputy commissioner by adding that worth 2.25 crore precious goods/metals, drugs to the value of 3.41 crore, liquor woth 14 lakh and other items having value of rs 3.64 crore are the recoveries done in the district since the March 16 (from the day of enforcement of model code of conduct) till day. Senior Superintendent of Police Dr Sandip Garg, while briefing the media of security arrangements during the last 72 hours, said that over 4000 police personnel would be deployed under advance deployment plan.
Apart from that 70 patrolling teams would remain active in the field round the clock. He said that so far worth 12 Crore recoveries have been made with the help of district administration and police teams, out of which 6.5 crore is cash.
About 56 weapons have been recovered and zero tolerance policy has been devised towards the unscrupulous elements to keep the election process clean and fair. He said that district police is taking extra measures to maintain law and order and free and fair elections in the district.
Earlier, a review meeting was also hodl by the DC with SSP Dr Sandip garg, ADCs Viraj S Tidke, Damanjit Singh Mann and Sonam Chaudhry, MC Commissioner Navjot Kaur, Assitant Commissioner GST Munish Nayar and ETO Excise Dewan Chand and asked to be extra vigilant during the last 72 hours.

ਲੋਕ ਸਭਾ ਚੋਣਾਂ-2024 ਨੂੰ ਸੁਤੰਤਰ, ਨਿਰਪੱਖ ਅਤੇ ਪਾਰਦਰਸ਼ੀ ਬਣਾਉਣ ਲਈ ਭਲਕੇ (ਬੁੱਧਵਾਰ) ਸ਼ਾਮ ਤੋਂ 72 ਘੰਟੇ ਦੀ ਸਟੈਂਡਰਡ ਓਪਰੇਟਿੰਗ (ਐਸ ਓ ਪੀ) ਪ੍ਰਕਿਰਿਆ ਲਾਗੂ ਹੋ ਜਾਵੇਗੀ, ਇਹ ਜਾਣਕਾਰੀ ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ-ਕਮ-ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸ੍ਰੀਮਤੀ ਆਸ਼ਿਕਾ ਜੈਨ ਨੇ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਬੰਧਕੀ ਕੰਪਲੈਕਸ ਮੁਹਾਲੀ ਵਿਖੇ ਐਸ ਐਸ ਪੀ ਡਾ. ਸੰਦੀਪ ਗਰਗ ਨਾਲ ਅੱਜ ਪੱਤਰਕਾਰਾਂ ਨਾਲ ਗੱਲਬਾਤ ਕਰਦਿਆਂ ਦਿੱਤੀ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸ੍ਰੀਮਤੀ ਜੈਨ ਨੇ ਦੱਸਿਆ ਕਿ ਵੋਟਾਂ ਨੂੰ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦੇ ਲੋਭ-ਲਾਲਚ ਤੋਂ ਮੁਕਤ ਰੱਖਣ ਲਈ ਨਕਦੀ, ਨਸ਼ੇ, ਸ਼ਰਾਬ ਅਤੇ ਕੀਮਤੀ ਸਮਾਨ ਦੀ ਢੋਆ-ਢੁਆਈ ’ਤੇ ਸਖ਼ਤ ਨਜ਼ਰ ਰੱਖੀ ਜਾਵੇਗੀ ਤਾਂ ਜੋ ਕੋਈ ਵੀ ਅਜਿਹੀ ਵਸਤੂ ਜੋ ਇਕ ਜਾਂ ਦੂਜੇ ਢੰਗ ਨਾਲ ਚੋਣ ਪ੍ਰਕਿਰਿਆ ਵਿਚ ਵਿਘਨ ਪਾ ਸਕਦੀ ਹੈ, ਦੀ ਢੋਆ ਢੁਆਈ ਨਾ ਕਰ ਸਕੇ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੁਲਿਸ, ਆਬਕਾਰੀ, ਜੀ ਐਸ ਟੀ, ਸਟੈਟਿਕ ਸਰਵੇਲੈਂਸ ਅਤੇ ਫਲਾਇੰਗ ਸਕੁਐਡ ਟੀਮਾਂ ਸਮੇਤ ਚੈਕਿੰਗ ਟੀਮਾਂ ਨੂੰ ਵਾਹਨ ਅਤੇ ਲਾਰੀਆਂ ਦੀ ਚੈਕਿੰਗ ਕਰਨ ਲਈ ਵਾਧੂ ਚੌਕਸੀ ’ਤੇ ਰੱਖਿਆ ਜਾਵੇਗਾ। ਉਨ੍ਹਾਂ ਨੇ ਆਮ ਲੋਕਾਂ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਜੇਕਰ ਉਨ੍ਹਾਂ ਨੂੰ 50,000 ਤੋਂ ਵੱਧ ਦੀ ਰਕਮ ਆਪਣੇ ਨਾਲ ਲੈ ਕੇ ਜਾਣੀ ਹੈ ਤਾਂ ਸਾਰੇ ਜਾਇਜ਼ ਦਸਤਾਵੇਜ਼ ਆਪਣੇ ਕੋਲ ਰੱਖਣ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਪਰੋਕਤ ਸਾਰੀਆਂ ਟੀਮਾਂ ਨੂੰ ਇੱਕ ਟੀਮ ਵਜੋਂ ਕੰਮ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ ਤਾਂ ਜੋ ਚੋਣ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਪਾਰਦਰਸ਼ੀ ਅਤੇ ਡਰ ਰਹਿਤ ਰੱਖਣ ਲਈ ਇਸ ਤਰ੍ਹਾਂ ਦੀਆਂ ਕਾਰਵਾਈਆਂ ਨੂੰ ਨੱਥ ਪਾਈ ਜਾ ਸਕੇ।
ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ ਨੇ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਹਥਿਆਰਾਂ ਅਤੇ ਗੋਲਾ-ਬਾਰੂਦ ਦੀ ਤਸਕਰੀ ਅਤੇ ਸਮਾਜ ਵਿਰੋਧੀ ਅਨਸਰਾਂ ਨੂੰ ਰੋਕਣ ਲਈ ਟਰੱਕਾਂ ਅਤੇ ਵਪਾਰਕ ਵਾਹਨਾਂ ਦੀ ਜ਼ਿਲ੍ਹੇ ’ਚ ਅਤੇ ਅੰਤਰ-ਰਾਜੀ ਆਵਾਜਾਈ ਦੀ ਸਖ਼ਤੀ ਨਾਲ ਜਾਂਚ ਕੀਤੀ ਜਾਵੇਗੀ। ਉਸਨੇ ਆਪਣੇ ਪੁਲਿਸ ਹਮਰੁਤਬਾ ਨੂੰ ਸਮਾਜ ਵਿਰੋਧੀ ਅਨਸਰਾਂ ਦੀ ਹਰਕਤ ਨੂੰ ਰੋਕਣ ਲਈ ਅੰਤਰਰਾਜੀ ਸਰਹੱਦਾਂ ’ਤੇ ਸਾਂਝੀ ਨਾਕਾਬੰਦੀ ਲਈ ਯੂ ਟੀ ਅਤੇ ਹੋਰ ਗੁਆਂਢੀ ਰਾਜਾਂ ਦੀ ਪੁਲਿਸ ਨਾਲ ਸੰਪਰਕ ਵਿੱਚ ਰਹਿਣ ਲਈ ਕਿਹਾ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਨ੍ਹਾਂ ਸਮੇਂ ਦੌਰਾਨ ਆਮ ਵਰਤਾਰੇ ਵਾਲੇ ਧਾਰਮਿਕ ਸਥਾਨਾਂ ਤੋਂ ਇਲਾਵਾ ਕੋਈ ਵੀ ਲੰਗਰ ਅਤੇ ਭੰਡਾਰੇ ਦੀ ਇਜਾਜ਼ਤ ਨਹੀਂ ਦਿੱਤੀ ਜਾਵੇਗੀ। ਇਸੇ ਤਰ੍ਹਾਂ, ਪੈਸੇ ਦੇ ਪ੍ਰਵਾਹ ਨੂੰ ਰੋਕਣ ਲਈ ਗੈਰ-ਸਰਕਾਰੀ ਸੰਗਠਨਾਂ ਅਤੇ ਸਵੈ ਸਹਾਇਤਾ ਸਮੂਹਾਂ ਨੂੰ ਗ੍ਰਾਂਟਾਂ ਦੀ ਵੰਡ ਦੀ ਆਗਿਆ ਵੀ ਨਹੀਂ ਹੋਵੇਗੀ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਦੱਸਿਆ ਕਿ ਇਸ ਸਮੇਂ ਲਈ ਸਟੈਟਿਕ ਸਰਵੇਲੈਂਸ ਅਤੇ ਫਲਾਇੰਗ ਸਕੁਐਡ ਦੀਆਂ ਟੀਮਾਂ ਮੌਜੂਦਾ 9 ਪ੍ਰਤੀ ਹਲਕੇ ਤੋਂ ਵਧਾ ਕੇ 12 ਕਰ ਦਿੱਤੀਆਂ ਗਈਆਂ ਹਨ।
ਖਰੜ ਹਲਕੇ ਵਿੱਚ ਪੈਂਦੇ ਅੱਠ ਪੋਲਿੰਗ ਸਥਾਨਾਂ, ਜਿੱਥੇ ਮੋਬਾਈਲ ਕੁਨੈਕਟੀਵਿਟੀ ਘੱਟ ਹੈ, ਵਿੱਚ ਮਾਈਕਰੋ ਅਬਜ਼ਰਵਰ, ਵੈਬਕਾਸਟਿੰਗ ਅਤੇ ਸੀਸੀਟੀਵੀ ਕੈਮਰੇ ਤਾਇਨਾਤ ਕਰਨ ਤੋਂ ਇਲਾਵਾ ਮੋਟਰ ਸਾਈਕਲਾਂ ਅਤੇ ਮੈਸੇਂਜਰਾਂ ਨਾਲ ਲੈਸ ਕੀਤਾ ਗਿਆ ਹੈ। ਇਸੇ ਤਰ੍ਹਾਂ, 33 ਸਥਾਨਾਂ ’ਤੇ ਸਥਿਤ 89 ਕਮਜ਼ੋਰ/ਨਾਜ਼ੁਕ ਪੋਲਿੰਗ ਬੂਥਾਂ ’ਤੇ ਵੀ ਸਖਤ ਨਿਗਰਾਨੀ ਰੱਖੀ ਜਾਵੇਗੀ।
ਸਾਰੇ ਮੈਰਿਜ ਪੈਲੇਸਾਂ, ਰਿਜ਼ੋਰਟਾਂ, ਬੈਂਕੁਇਟ ਹਾਲਾਂ, ਲੋਕਲ ਬਾਡੀਜ਼ ਦੇ ਕਮਿਊਨਿਟੀ ਹਾਲਾਂ ਅਤੇ ਪਿੰਡਾਂ ਦੀਆਂ ਪੰਚਾਇਤਾਂ ਨੂੰ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਉਹ ਆਪਣੇ ਅਗਲੇ 72 ਘੰਟਿਆਂ ਦੀ ਬੁਕਿੰਗ ਤੁਰੰਤ ਪ੍ਰਭਾਵ ਨਾਲ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਅਤੇ ਪੁਲਿਸ ਕੋਲ ਦੱਸਣ ਤਾਂ ਜੋ ਇਹ ਪਤਾ ਲਗਾਇਆ ਜਾ ਸਕੇ ਕਿ ਕੀ ਇਨ੍ਹਾਂ ਦੀ ਵਰਤੋਂ ਚੋਣਾਂ ਨਾਲ ਸਬੰਧਤ ਇਕੱਠਾਂ ਲਈ ਥਾਂ ਨਹੀਂ ਕੀਤੀ ਜਾ ਰਹੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਹੁਣ ਤੱਕ ਸੀ ਵਿਜਿਲ ਅਤੇ ਟੋਲ ਫ੍ਰੀ ਨੰਬਰ 1950 ’ਤੇ ਐਮ ਸੀ ਸੀ ਦੀ ਉਲੰਘਣਾ ਨਾਲ ਸਬੰਧਤ 825 ਸ਼ਿਕਾਇਤਾਂ ਪ੍ਰਾਪਤ ਹੋਈਆਂ ਹਨ ਅਤੇ ਜ਼ਿਆਦਾਤਰ ਸ਼ਿਕਾਇਤਾਂ ਦਾ ਨਿਸ਼ਚਿਤ ਸਮੇਂ ਵਿੱਚ ਨਿਪਟਾਰਾ ਕੀਤਾ ਗਿਆ ਹੈ।
ਇਸ ਤੋਂ ਇਲਾਵਾ ਐਸ ਐਸ ਟੀ/ਐਫ ਐਸ ਟੀ ਟੀਮਾਂ ਵੱਲੋਂ 2.5 ਕਰੋੜ ਦੀ ਨਕਦੀ ਜ਼ਬਤ ਕੀਤੀ ਗਈ ਹੈ ਜਦਕਿ 3.21 ਕਰੋੜ ਦੀ ਪੁਲੀਸ ਨੇ ਬਰਾਮਦ ਕੀਤੀ ਹੈ। ਜ਼ਿਲੇ ਵਿੱਚ 16 ਮਾਰਚ (ਆਚਾਰ ਜ਼ਾਬਤਾ ਲਾਗੂ ਹੋਣ ਦੇ ਦਿਨ) ਤੋਂ ਲੈ ਕੇ ਦਿਨ ਤੱਕ 3.64 ਕਰੋੜ ਰੁਪਏ ਦੀਆਂ ਹੋਰਨਾਂ ਵਸਤੂਆਂ ਦੀ ਰਿਕਵਰੀ ਕੀਤੀ ਗਈ ਹੈ। ਇਸੇ ਤਰ੍ਹਾਂ 2.25 ਕਰੋੜ ਰੁਪਏ ਦੀਆਂ ਕੀਮਤੀ ਵਸਤਾਂ, 14 ਲੱਖ ਰੁਪਏ ਮੁੱਲ ਦੀ ਸ਼ਰਾਬ, 3.41 ਕਰੋੜ ਮੁੱਲ ਦੇ ਨਸ਼ੇ ਬਰਾਮਦ ਕੀਤੇ ਗਏ ਹਨ।
ਸੀਨੀਅਰ ਪੁਲਿਸ ਕਪਤਾਨ ਡਾ. ਸੰਦੀਫ ਗਰਗ ਨੇ ਪਿਛਲੇ 72 ਘੰਟਿਆਂ ਦੌਰਾਨ ਸੁਰੱਖਿਆ ਪ੍ਰਬੰਧਾਂ ਬਾਰੇ ਮੀਡੀਆ ਨੂੰ ਜਾਣਕਾਰੀ ਦਿੰਦਿਆਂ ਦੱਸਿਆ ਕਿ ਅਗਾਊਂ ਤੈਨਾਤੀ ਯੋਜਨਾ ਤਹਿਤ 4000 ਤੋਂ ਵੱਧ ਪੁਲਿਸ ਮੁਲਾਜ਼ਮ ਤਾਇਨਾਤ ਕੀਤੇ ਜਾਣਗੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ 70 ਪੈਟਰੋਲਿੰਗ ਟੀਮਾਂ 24 ਘੰਟੇ ਫੀਲਡ ਵਿੱਚ ਸਰਗਰਮ ਰਹਿਣਗੀਆਂ।
ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਅਤੇ ਪੁਲਿਸ ਟੀਮਾਂ ਦੀ ਮਦਦ ਨਾਲ ਹੁਣ ਤੱਕ 12 ਕਰੋੜ ਦੀ ਰਿਕਵਰੀ ਕੀਤੀ ਜਾ ਚੁੱਕੀ ਹੈ, ਜਿਸ ਵਿੱਚੋਂ 6.5 ਕਰੋੜ ਦੀ ਨਕਦੀ ਹੈ। 56 ਦੇ ਕਰੀਬ ਹਥਿਆਰ ਬਰਾਮਦ ਕੀਤੇ ਗਏ ਹਨ ਅਤੇ ਚੋਣ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਸਾਫ਼-ਸੁਥਰਾ ਅਤੇ ਨਿਰਪੱਖ ਰੱਖਣ ਲਈ ਬੇਈਮਾਨ ਤੱਤਾਂ ਪ੍ਰਤੀ ਜ਼ੀਰੋ ਟੋਲਰੈਂਸ ਦੀ ਨੀਤੀ ਬਣਾਈ ਗਈ ਹੈ। ਉਨਾਂ ਕਿਹਾ ਕਿ ਜ਼ਿਲੇ ਵਿੱਚ ਅਮਨ-ਕਾਨੂੰਨ ਬਣਾਈ ਰੱਖਣ ਅਤੇ ਸੁਤੰਤਰ ਅਤੇ ਨਿਰਪੱਖ ਚੋਣਾਂ ਕਰਵਾਉਣ ਲਈ ਜ਼ਿਲਾ ਪੁਲਿਸ ਵੱਲੋਂ ਪੁਖਤਾ ਕਦਮ ਚੁੱਕੇ ਜਾ ਰਹੇ ਹਨ।
ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਡੀ ਸੀ ਵੱਲੋਂ ਐਸ ਐਸ ਪੀ ਡਾ. ਸੰਦੀਪ ਗਰਗ, ਏ ਡੀ ਸੀ ਵਿਰਾਜ ਐਸ ਤਿੜਕੇ, ਦਮਨਜੀਤ ਸਿੰਘ ਮਾਨ ਅਤੇ ਸੋਨਮ ਚੌਧਰੀ, ਐਮ ਸੀ ਕਮਿਸ਼ਨਰ ਨਵਜੋਤ ਕੌਰ, ਸਹਾਇਕ ਕਮਿਸ਼ਨਰ ਜੀ ਐਸ ਟੀ ਮੁਨੀਸ਼ ਨਈਅਰ ਅਤੇ ਈ ਟੀ ਓ ਆਬਕਾਰੀ ਦੀਵਾਨ ਚੰਦ ਨਾਲ ਇੱਕ ਸਮੀਖਿਆ ਮੀਟਿੰਗ ਵੀ ਕੀਤੀ ਗਈ ਅਤੇ ਪਿਛਲੇ 72 ਘੰਟਿਆਂ ਦੌਰਾਨ ਵਧੇਰੇ ਚੌਕਸ ਰਹਿਣ ਲਈ ਕਿਹਾ ਗਿਆ।
