Haryana Right to Service Commission has succeeded in securing the rights of "Copyright" for 'Auto Appeal Software' (AAS), setting a milestone.Providing information in this regard, a spokesperson for the Haryana Right to Service Commission stated that the commission now holds all rights to the Auto Appeal Software.
He mentioned that the Chief Commissioner of the Commission, Sh. T.C. Gupta, has played a crucial role in achieving this milestone as it was his efforts that led to obtaining this copyright. He revealed that the vision of AAS was founded by the Chief Commissioner of the Commission, Sh. T.C. Gupta, and the ownership of it has now been transferred to the Haryana Right to Service Commission.
Thus, the copyright related to the Auto Appeal Software is now owned by the Haryana Right to Service Commission.The spokesperson explained that through the Haryana Right to Service Commission, various services (656) have been notified, for which a definite time frame has been set to furnish the task.
He informed that the applicant receives the service within this time frame. If the service is not provided within the specified time frame, an automatic appeal is generated through the Auto Appeal Software. This appeal first goes to the First Grievance Redressal Authority (FGRA), then to the Second Grievance Redressal Authority (SGRA), and finally to the Commission.
Auto Appeal Software is the first software of its kind in the country which eliminates the need for the complainant to do anything to file an appeal. It is noteworthy that through AAS, a total of 11,70,766 appeals have been raised by March 27, 2024, out of which 11,56,595 appeals have also been disposed of, meaning that the disposal rate of appeals in AAS is 98.8%.
Haryana is the first state in the country to provide this facility to its citizens through AAS. Other states are also considering implementing this facility in their regions. It is worth noting that the Haryana Right to Service Commission applied for copyright in the year of 2022, which has been granted on March 20, 2024.
It is noteworthy that copyright is a type of intellectual property that grants the creator of an original work, or another rights holder, exclusive and legally protected rights to copy, distribute, adapt, display, and perform the work. The purpose of copyright is to protect the original expression of an idea in the form of a creative work.

हरियाणा सेवा का अधिकार आयोग ने एक मील का पत्थर स्थापित करते हुए 'ऑटो अपील सॉफ्टवेयर' (आस) के लिए "कॉपीराइट" के अधिकार को हासिल करने में सफलता प्राप्त की है। इस संबंध में जानकारी देते हुए हरियाणा सेवा का अधिकार आयोग के एक प्रवक्ता ने बताया कि हरियाणा सेवा का अधिकार आयोग के पास अब ऑटो अपील सॉफ्टवेयर के सभी अधिकार है।
उन्होंने बताया कि इस उपलब्धि को हासिल करने में आयोग के मुख्य आयुक्त श्री टी.सी. गुप्ता का अहम योगदान रहा है क्योंकि उनके प्रयासों से ही इस कापीराइट को हासिल किया गया है। उन्होंने बताया कि आस के लेखक आयोग के मुख्य आयुक्त श्री टी.सी. गुप्ता हैं और अब इसकी आनरशिप हरियाणा सेवा का अधिकार आयोग को सौंप दी गई है। अर्थात अब ऑटो अपील सॉफ्टवेयर से संबंधित कॉपीराइट का अधिकार हरियाणा सेवा का अधिकार आयोग को मिल गया है।
प्रवक्ता ने बताया कि हरियाणा सेवा का अधिकार के माध्यम से विभिन्न सेवाओं (656) को अधिसूचित किया गया है जिसके लिए निश्चित समय निर्धारित है। उन्होंने बताया कि आवेदक को इस समय अवधि के भीतर ही सेवा मुहैया करवाई जाती है। यदि आवेदक को सुनिश्चित समय अवधि में सेवा नहीं मिलती है तो ऑटो अपील सॉफ्टवेयर के माध्यम से ऑटोमैटिक अपील सृजित हो जाती है। यह अपील पहले प्रथम शिकायत निवारण अधिकारी (एफजीआरए), फिर द्वितीय शिकायत निवारण अधिकारी (एसजीआरए) और अंत में आयोग के पास चली जाती है।
ऑटो अपील सॉफ्टवेयर देश में पहला ऐसा सॉफ्टवेयर है जिसके कारण शिकायतकर्ता को अपील दर्ज कराने के लिए कुछ भी करने की आवश्यकता नहीं है। ज्ञात रहे कि आस के माध्यम से 27.03.2024 तक कुल 11,70,766 अपील दर्ज को गई है जिनमें से 11,56,595 अपीलों का निपटान भी किया जा चुका है, जिसका अर्थ है कि आस में अपील निपटान दर 98.8% है।
हरियाणा देश का पहला ऐसा राज्य है जिसने यह सुविधा आस के माध्यम से अपने नागरिकों को प्रदान की है। इसे अन्य राज्य भी अपने यहां पर क्रियान्वित करने का विचार-विमर्श कर रहे हैं। गौरतलब है कि हरियाणा सेवा का अधिकार आयोग द्वारा कॉपीराइट लेने हेतू गत वर्ष 2022 में आवेदन किया था जो अब 20 मार्च, 2024 में प्राप्त हुआ है।
उल्लेखनीय है कि कॉपीराइट एक प्रकार की बौद्धिक संपदा है जो किसी मूल कार्य के निर्माता, या किसी अन्य अधिकार धारक को रचनात्मक कार्य को कॉपी करने, वितरित करने, अनुकूलित करने, प्रदर्शित करने और प्रदर्शन करने का विशेष और कानूनी रूप से सुरक्षित अधिकार देता है। कॉपीराइट का उद्देश्य रचनात्मक कार्य के रूप में किसी विचार की मूल अभिव्यक्ति की रक्षा करना है।
