To ensure free, fair, and peaceful conduct of the Lok Sabha elections 2024 in Haryana, the Haryana Police has established an election cell at the Police Headquarters, Sector-6, Panchkula. This cell will work towards maintaining law and order and ensuring adherence to the model code of conduct, allowing citizens to exercise their franchise impartially and without fear.
24/7 Operations and Multi-Level Monitoring
The Director General of Police, Mr. Shatrujeet Kapur explained that the Election Cell, besides maintaining law and order, will monitor various crucial election-related activities. State Nodal Officer: Additional Director General of Police, Law and Order Shri Sanjay Kumar, will oversee the cell's operations.
Nodal Officers at District Level: DSP, Law and Order, Mamta Sodha, will function as the nodal officer for the cell. Additionally, DSP and ASP-level officers in all districts will act as nodal officers. These officers will submit daily reports on prescribed aspects to the Election Cell ensuring Smooth Elections
Mr. Kapur further elaborated on the cell's functioning:
Model Code of Conduct Adherence: The cell will monitor adherence to the guidelines set forth under the Model Code of Conduct throughout the state.
Police Force Coordination: Collaboration with districts regarding police force deployment and related issues will be established.
Critical Area Identification: The cell will identify critical areas and ensure adequate police deployment.
Daily Reports: Districts will submit daily reports on election-related complaints, and adherence to the model code of conduct.
24-Hour Operations: The Election Cell will remain operational 24/7 with staff present even during gazetted holidays and weekends.
Multi-Layered Monitoring for Peaceful Elections
Mr. Kapur emphasized the multi-layered monitoring system implemented across the state to guarantee peaceful elections. The police will vigilantly monitor adherence to the model code of conduct and maintain law and order throughout Haryana.
He highlighted the use of the Election Commission's C-Vigil app to ensure adherence to election guidelines. Additionally, 12 CAPF companies have arrived in the state and are deployed across various districts.
Appeal for Public Cooperation
Mr Kapur urged citizens to cooperate with the Haryana Police in conducting free, fair, and peaceful elections. He encouraged everyone to exercise their franchise without fear or inducement.

हरियाणा प्रदेश में स्वतंत्र, निष्पक्ष और शांतिपूर्ण ढंग से लोकसभा चुनाव 2024 संपन्न करवाने के लिए हरियाणा पुलिस द्वारा पुलिस मुख्यालय, सेक्टर-6, पंचकूला में इलेक्शन सेल स्थापित किया गया है। इस सेल के माध्यम से प्रदेश में आदर्श आचार संहिता की पालना सुनिश्चित करवाई जाएगी ताकि लोग भय मुक्त होकर निष्पक्ष ढंग से अपने मताधिकार का प्रयोग कर सकें।
इस बारे में जानकारी देते हुए पुलिस महानिदेशक श्री शत्रुजीत कपूर ने बताया कि इलेक्शन सेल द्वारा प्रदेश में कानून व्यवस्था सुचारू रखने के साथ-साथ चुनाव संबंधी कई अन्य महत्वपूर्ण गतिविधियों पर निगरानी रखी जाएगी। सेल के सुपरविजन के लिए स्टेट नोडल ऑफिसर के रूप में अतिरिक्त पुलिस महानिदेशक, कानून एवं व्यवस्था श्री संजय कुमार को तैनात किया गया है जबकि नोडल अधिकारी डीएसपी, कानून एवं व्यवस्था, ममता सौदा को लगाया गया है।
इसके अलावा, प्रदेश के सभी जिलों में डीएसपी तथा एएसपी स्तर के अधिकारियों को नोडल अधिकारी नियुक्त किया गया है जो पुलिस मुख्यालय में स्थापित किए गए इलेक्शन सेल में निर्धारित बिंदुओं बारे में रोजाना अपने जिलों की रिपोर्ट भेजेंगे। इलेक्शन सेल की कार्यप्रणाली के बारे में जानकारी देते हुए श्री कपूर ने बताया कि पुलिस मुख्यालय में बनाए गए इलेक्शन सेल के माध्यम से प्रदेश में आदर्श आचार संहिता के तहत जारी दिशा-निर्देशों की पालना सुनिश्चित करवाई जाएगी।
उन्होंने बताया कि इलेक्शन सेल द्वारा पुलिस बल की उपलब्धता तथा उसकी तैनाती एवं इससे संबंधित मुद्दो को लेकर जिलों से तालमेल स्थापित किया जाएगा। इसके साथ ही, प्रदेश में अलग-2 स्थानों पर क्रिटिकल (जटिल) क्षेत्रों की पहचान करते हुए वहां पर पुलिसकर्मियों की तैनाती का निर्णय भी लिया जाएगा। इसके साथ ही, जिलों द्वारा उनके द्वारा रोजाना सील होने वाले सामान की रिपोर्ट, चुनाव संबंधी शिकायतें, आदर्श आचार संहिता की पालना, संबंधी रिपोर्ट भी चुनाव सेल को भेजी जाएगी।
इलेक्शन सेल 24 घंटे संचालित रहेगा। राजपत्रित अवकाश तथा छुट्टी वाले दिन (शनिवार व रविवार) को भी यहां पर स्टाफ की ड्यूटी सुनिश्चित की जाएगी। उन्होंने बताया कि लोकसभा चुनाव को शांतिपूर्ण तरीके से संपन्न करवाने के लिए प्रदेश में अलग-2 स्तर पर मॉनीटरिंग की जा रही है। आदर्श आचार संहिता की पालना तथा कानून एवं व्यवस्था बनाए रखने के लिए पूरे प्रदेश पर पुलिस की कड़ी नजर रहेगी।
श्री कपूर ने कहा कि प्रदेश में चुनाव आयोग की सी-विजिल एप के माध्यम से भी चुनाव संबंधी दिशा-निर्देशों की पालना सुनिश्चित की जा रही है। इतना ही नहीं, प्रदेश में सीएपीएफ की 12 कंपनियां भी पहुंच चुकी हैं उनकी अलग-अलग जिलों में तैनाती कर दी गई है। श्री कपूर ने आमजन से अपील करते हुए कहा कि वह स्वतंत्र, निष्पक्ष तथा शांतिपूर्ण ढंग से चुनाव संपन्न करवाने में हरियाणा पुलिस का सहयोग करें और अपने मताधिकार का प्रयोग अवश्य करें। उन्होंने कहा कि लोग बिना डरे और बिना किसी प्रलोभन के अपने मताधिकार का इस्तेमाल करें।
