Union Home Minister and Minister of Cooperation, Shri Amit Shah today inaugurated the new office building of three multi-state cooperative societies – Bharatiya Beej Sahakari Samiti Limited (BBSSL), National Cooperative Organics Limited (NCOL), and National Cooperative Export Limited (NCEL) in New Delhi.
On this occasion, Union Minister of State for Cooperation, Shri B.L. Verma and Dr. Ashish Kumar Bhutani, Secretary, Ministry of Cooperation, along with the Chairpersons and Managing Directors of NCEL, NCOL, and BBSSL and several dignitaries were present.
In his address, Amit Shah said that today, as we inaugurate the new offices of three cooperatives, a significant step forward is being taken. He mentioned that under the leadership of Prime Minister Shri Narendra Modi, we are moving ahead with the vision of "Sahakar se Samriddhi".
He noted that from the beginning, the Ministry of Cooperation has identified activities aimed at bridging gaps, expanding cooperatives, increasing turnover and profits, and reaching them to farmers. The establishment of these three cooperatives was done with this purpose in mind.
Shri Shah said that today, with state-of-the-art technology, the headquarters of these societies are beginning in this office, spanning an area of 31 thousand square feet. He mentioned that we will also experience and acquire all the innovations of the corporate sector in this office. He said that these three societies cater to the diverse needs of farmers.
Union Minister of Cooperation said that in a very short time, we have brought together the country's leading cooperative societies – AMUL, NAFED, NCCF, IFFCO, KRIBHCO, NABARD, and NCDC - as their original promoters to establish these three societies.
He said that National Cooperative Export Limited has received applications from approximately 7,000 members, National Cooperative Organics Limited has received 5,000, and Bharatiya Beej Sahakari Samiti has received 16,000 applications. Shri Shah added that this shows how extensive the scope of work is and how efficiently we have been able to bring it to grassroots level in such a short time.
Shri Amit Shah said that the establishment of these three societies was done with a multifaceted objective, and when they become fully operational, solutions to many problems in our country will emerge. He said that firstly, our land is deteriorating due to the use of chemical fertilizers, and it is imperative to save it and lead the farmers towards organic farming, which is the demand of the time.
Shri Shah said that along with the prosperity of farmers, land, water conservation, and flood prevention, it is also essential to increase the production, marketing, and access of organic products for the health protection of 130 crore Indians and people worldwide.
He said that the society created for this purpose will undertake the entire chain of organic products, including collection, certification, testing, standardization, procurement, storage, processing, branding, labeling, packaging, and export. It will also serve as a guide for many cooperatives.
Minister of Cooperation said that the cooperative society established for seeds will work on the conservation and enhancement of original seeds. It will work to preserve and enhance the taste, quality, and viability of our natural, sweet, and traditional seeds.
He said that through Primary Agricultural Credit Societies (PACS), we will also work on providing plots for seed to farmers with small land holdings of around two and a half acres and increase their income. Shri Shah added that the society established for organic products will keep a very small portion of these products for its operation and return the majority portion back to farmers at the level of cooperative dairies, ensuring good prices for these products.
Similarly, the society formed for exports will increase our country's share in the global export of agricultural products, and resulting profit will be directly deposited into the bank accounts of farmers.Union Minister of Cooperation stated that we have set a target to increase the turnover of export cooperative societies to up to one lakh crore rupees annually over the next five years.
He mentioned that establishing forward and backward linkages in exports will also address the shortage of pulses through the same means. He said that the production of pulses can only increase when there is an efficient system for its export, and only then will farmers sow pulses.
Shri Shah said that we have arranged such a system so that at least 50% of the profit goes directly into the farmer's bank account through PACS.Shri Amit Shah said that today, in many states including Gujarat, millions of farmers have adopted organic farming.
He said that in organic farming model, farming on 21 acres of land with an indigenous cow is practiced, where production is not low, and soil fertility increases day by day. Shri Shah added that in the last 3 years, there has been a seven times rise in the number of farmers adopting organic farming, which indicates that this experiment has been successful.
He said that the Modi government has undertaken the task of setting up laboratories for soil testing and testing of grain production in organic farming across the country. He said that in the next 5 years, there will not be a single district in the country where there will be no testing of organic land and products.
He said that wherever organic produce is more, we will take this process there and work to make it available to farmers and certify its product to reach the market profitably.Union Minister of Cooperation said that we have set a target of turnover of more than 10,000 crore rupees for Bharatiya Beej Sahakari Samiti Limited in 5 years.
He said that by 2030, Bharat Organics will hold more than 50% market share in the domestic organic market. Shri Shah said that today, the global organic market is worth about 10 lakh crore rupees, and India's export is 7000 crore rupees, which we want to increase to 70,000 crore rupees.
He said that the global agricultural produce market is worth 2,155 billion dollars, and India's share is only 45 billion dollars, and under Prime Minister Modi's leadership, we have decided to leap to 115 billion dollars by 2030.
Shri Shah expressed confidence that through these three societies, in the coming days, we will succeed in filling all the gaps in the areas of organic products, seed conservation and enhancement, and exports.

केन्द्रीय गृह एवं सहकारिता मंत्री श्री अमित शाह ने आज नई दिल्ली में तीन बहुराज्यीय सहकारी समितियों- भारतीय बीज सहकारी समिति लिमिटेड (BBSSL), नेशनल कोऑपरेटिव ऑर्गेनिक्स लिमिटेड (NCOL) और नेशनल कोऑपरेटिव एक्सपोर्ट लिमिटेड (NCEL) के नए कार्यालय भवन का उद्घाटन किया।
इस अवसर पर केन्द्रीय सहकारिता राज्यमंत्री श्री बी एल वर्मा और डॉ. आशीष कुमार भूटानी, सचिव, सहकारिता मंत्रालय के साथ-साथ NCEL, NCOL और BBSSL के अध्यक्ष एवं मैनेजिंग डायरेक्टर सहित अनेक गणमान्य व्यक्ति उपस्थित थे।अपने संबोधन में श्री अमित शाह ने कहा कि आज यहां तीन कोऑपरेटिव्स के नए कार्यालय के उद्घाटन के रूप में एक बहुत बड़े काम का बीज बोया जा रहा है।
उन्होंने कहा कि प्रधानमंत्री श्री नरेन्द्र मोदी जी के नेतृत्व में सहकार से समृद्धि की कल्पना के साथ हम आगे बढ़े हैं। उन्होंने कहा कि सहकारिता मंत्रालय में शुरू में ही गैप्स, उन्हें भरने, कोऑपरेटिव्स का दायरा बढ़ाने और टर्नओवर और मुनाफा बढ़ाकर किसानों तक उसे पहुंचाने की गतिविधियों की पहचान कर ली गई थी और इन तीनों समितियों की स्थापना इसी उद्देश्य से की गई थी।
श्री शाह ने कहा कि आज 31 हज़ार वर्गफीट क्षेत्रफल वाले औऱ स्टेट ऑफ द आर्ट तकनीक के साथ बने इस कार्यालय में इन समितियों का मुख्यालय शुरू होने जा रहा है। उन्होंने कहा कि हम इस कार्यालय में कॉर्पोरेट क्षेत्र के सारे नवाचार का अनुभव करेंगे और उन्हें प्राप्त भी करेंगे। उन्होंने कहा कि ये तीनों समितियां किसानों की अलग –अलग प्रकार की ज़रूरतों को पूरा करने वाली हैं।
केन्द्रीय सहकारिता मंत्री ने कहा कि बहुत कम समय में हमने तीनों समितियों को बनाने के लिए देश की प्रमुख सहकारी समितियों, अमूल, नेफेड, एनसीसीएफ, इफ्को, कृभको, एनडीडीबी और एनसीडीसी को इनके मूल प्रमोटर के रूप में एकत्रित किया और इन सभी संस्थाओं ने मिलकर इन तीनों समितियों को स्थापित करने का काम किया।
उन्होंने कहा कि राष्ट्रीय सहकारी निर्यात लिमिटेड को कोऑपरेटिव समितियों से लगभग 7,000, ऑर्गेनिक लिमिटेड को 5,000 औऱ बीज सहकारी समिति को 16,000 सदस्यता आवेदन मिल चुके हैं। उन्होंने कहा कि यह बताता है कि काम का दायरा कितना बढ़ा है और इतने कम समय में हम इसे इतना नीचे तक उतारने में सफल रहे हैं।
श्री अमित शाह ने कहा कि इन तीनों समितियों की स्थापना एक बहुमुखी उद्देश्य के साथ की गई थी और जब ये पूर्ण रूप से कार्यरत हो जाएंगी, तब हमारे किसानों की कई समस्याओं का समाधान हो जाएगा। उन्होंने कहा कि कैमिकल फर्टिलाइज़र के उपयोग से हमारी भूमि खराब होती जा रही है, हमें इसे बचाना है और ऑर्गेनिक खेती की ओर किसान को ले जाना आज समय की मांग है।
उन्होंने कहा कि किसानों की समृद्धि, भूमि, जल संरक्षण, बाढ़ से बचाव के साथ-साथ 130 करोड़ भारतीयों और विश्वभर के लोगों के स्वास्थ्य की रक्षा के लिए भी ऑर्गेनिक उत्पादों की वृद्धि, मार्केटिंग और पहुंच बढ़ाना बहुत ज़रूरी है। उन्होंने कहा कि इसके लिए बनाई गई समिति ऑर्गेनिक उत्पादों के कलेक्शन, सर्टिफिकेशन, टैस्टिंग, स्टैंडर्डाइज़ेशन, खरीद, स्टोरेज, प्रोसेसिंग, ब्रांडिंग, लेबलिंग, पैकेजिंग औऱ निर्यात तक की पूरी चेन का सब काम खुद भी करेगी और कई कोऑपेरेटिव्स के लिए गाइड का काम भी करेगी।
श्री शाह ने कहा कि बीज के लिए बनाई गई सहकारी समिति हमारे प्राकृतिक, मीठे और पारंपरिक बीजों के स्वाद, गुणवत्ता और बीज को संरक्षित और संवर्धित करने का काम करेगी। उन्होंने कहा कि हम PACS के माध्यम से ढाई एकड़ जमीन वाले किसानों को भी बीज का प्लॉट देने और उनकी आय में बढ़ोत्तरी का काम करेंगे।
श्री शाह ने कहा कि जैविक उत्पादों के लिए बनी समिति इन उत्पादों के मिलने वाले अच्छे दाम में से बहुत छोटा हिस्सा अपने संचालन के लिए रखकर ज़्यादातर हिस्सा कोऑपरेटिव डेयरी के स्तर पर किसानों को वापस देगी। इसी प्रकार निर्यात के लिए बनी समिति कृषि उत्पादों के वैश्विक निर्यात में हमारे देश के हिस्से को बढ़ाएगी और इससे होने वाला मुनाफा सीधा किसानों के बैंक खातों में जमा होगा।
केन्द्रीय गृह एवं सहकारिता मंत्री ने कहा कि हमने तय किया है कि अगले 5 साल में निर्यात कोऑपरेटिव सोसाइटी के टर्नओवर को सालाना एक लाख करोड़ रूपए तक पहुचाएंगे। उन्होंने कहा कि निर्यात में फॉरवर्ड और बैकवर्ड लिंकेज स्थापित कर दलहन के आयात की कमी को भी इसी माध्यम से पूरा किया जाएगा। उन्होंने कहा कि दलहन का उत्पादन तभी बढ़ सकता है जब इसके निर्यात की सुचारू व्यवस्था हो और तभी किसान दलहन बोएगा। श्री शाह ने कहा कि ऐसी व्यवस्था की गई है कि कम से कम 50% मुनाफा PACS के माध्यम से सीधा किसान के बैंक अकाउंट में जाए।
अमित शाह ने कहा कि आज हमारे देश में गुजरात सहित कई राज्यों में लाखों किसानों ने प्राकृतिक खेती को अपनाया है। उन्होंने कहा कि प्राकृतिक खेती के मॉडल में एक देसी गाय से 21 एकड़ भूमि की खेती होती है, उत्पादन कम नहीं होता है और भूमि की उर्वरता बढ़ती जाती है। उन्होंने कहा कि पिछले 3 साल में प्राकृतिक खेती अपनाने वाले किसानों की संख्या में 7 गुना वृद्धि हुई है, जो बताता है कि ये प्रयोग सफल रहा है।
श्री शाह ने कहा कि मोदी सरकार ने देशभर में ऑर्गेनिक खेती में भूमि परीक्षण और अनाज के प्रोडक्शन की टेस्टिंग के लिए लैबोरेट्रीज का जाल बुनने का काम हाथ में लिया है। उन्होंने कहा कि अगले 5 साल में देश का एक भी जिला ऐसा नहीं होगा जहां ऑर्गेनिक भूमि और प्रोडक्ट का परीक्षण नहीं होगा। उन्होंने कहा कि जहां ऑर्गेनिक उपज ज़्यादा है वहां तक इस प्रक्रिया को ले जाकर और इसे किसानों को उपलब्ध करा कर उत्पाद को सर्टिफाइड कर बाजार का मुनाफा उस तक पहुंचने का काम करेंगे।
केन्द्रीय सहकारिता मंत्री ने कहा कि हमने बीज सहकारी लिमिटेड के लिए 5 वर्ष में 10 हज़ार करोड़ रूपए से ज्यादा टर्नओवर का लक्ष्य तय किया है। उन्होंने कहा कि 2030 तक ऑर्गेनिक्स भारत के घरेलू बाजार में 50% से ज्यादा हिस्सेदारी रखेगा। उन्होंने कहा कि आज वैश्विक ऑर्गेनिक बाजार लगभग 10 लाख करोड़ रूपए का है और इसमें भारत का निर्यात 7 हज़ार करोड़ रूपए है, जिसे बढ़ाकर हम 70 हज़ार करोड़ रूपए तक पहुंचाना चाहते हैं।
उन्होंने कहा कि वैश्विक कृषि उपज बाज़ार 2155 अरब डॉलर है और इसमें भारत की हिस्सेदारी सिर्फ 45 अरब डॉलर है, प्रधानमंत्री मोदी के नेतृत्व में हमने तय किया है कि 2030 तक एक बड़ी छलांग लगाकर इसे 115 अरब डालर तक पहुंचाएंगे। श्री शाह ने विश्वास व्यक्त किया कि इन तीन समितियों के माध्यम से आने वाले दिनों में ऑर्गेनिक प्रोडक्ट, बीज संरक्षण और संवर्धन और एक्सपोर्ट के क्षेत्र में सभी गैप्स को भरने में सफलता मिलेगी।
