As per the directions of National Legal Services Authority, New Delhi and Punjab State Legal Services Authority, SAS Nagar Mohali, 1st National Lok Adalat of the year 2024 was held at various courts of District Rupnagar and its sub-divisions- Sri Anandpur Sahib and Nangal under the supervision of Ms. Ramesh Kumari, Ld. District & Sessions Judge-cum-Chairperson, District Legal Services Authority, Rupnagar. Mr. Manjinder Singh, Member Secretary, Punjab State Legal Services Authority, SAS Nagar, Mohali attended the National Lok Adalat at Rupnagar. He visited the benches of National Lok Adalat held at District Rupnagar along with Ms. Ramesh Kumari, District and Sessions Judge-cum-Chairperson, District Legal Services Authority, Rupnagar and Ms. Himanshi Galhotra, CJM-cum-Secretary, District Legal Services Authority, Rupnagar.
He attended all the courts and examined the National Lok Adalat and heard the cases. In the National Lok Adalat organized on 09.03.2024, around 11623 cases of different categories i.e. Civil, Criminal Compoundable Cases, Cases U/s 138 NI Act, Bank Recovery cases, Land Acquisition Cases, Injunction Matters, Matrimonial Disputes, Motor accident and insurance claim cases, LAC Cases, arbitration and conciliation cases, Revenue Cases, Electricity and Water Bills and Traffic Challans etc. were taken up.
In addition to this, Pre-Litigative Cases were also taken up. In this Lok Adalat, 08 benches were held at Rupnagar, 01 bench at Sri Anandpur Sahib and 01 bench at Nangal. Apart from this, 06 revenue benches were also held. Out of 11623 cases, 10622 cases were disposed of and awards amounting to Rs. 175919408/- were passed.
It was further informed by Ms. Himanshi Galhotra, CJM-cum-Secretary, District Legal Services Authority, Rupnagar that Lok Adalat has always remained the best way for amicable resolution of disputes. Entire court fee paid by the parties is refunded, in case the matter is settled in Lok Adalat and the Award passed by bench of Lok Adalat has a seal of finality and entire court fee paid by the parties is also refunded.
It is worth mentioning that today in National Lok Adalat, due to the efforts of Mr. Barinder Singh Ramana, Principal Judge Family Court, Rupnagar, a case of marriage was settled in which the husband and wife were living separately for a long time. On this occasion, the husband and wife, while thanking the Hon’ble Court, said that they have come to know the benefits of National Lok Adalats today. Judge Sahib counseled them very well and due to these efforts, today they went home together from the court complex.
They also wished that National Lok Adalats should be held in future so that other family disputes cases could be settled amicably. With the co-operation of Gurudwara Sri Tibbi Sahib, Rupnagar, Food and tea langar was arranged for the litigants coming to Lok Adalat. The Secretary thanked Gurdwara Sri Tibbi Sahib, Rupnagar for arranging food and tea langar.

ਨੈਸ਼ਨਲ ਲੀਗਲ ਸੇਵਾਵਾਂ ਅਥਾਰਟੀ, ਨਵੀਂ ਦਿੱਲੀ ਅਤੇ ਪੰਜਾਬ ਰਾਜ ਕਾਨੂੰਨੀ ਸੇਵਾਵਾਂ ਅਥਾਰਟੀ, ਐਸ.ਏ.ਐਸ. ਨਗਰ ਮੁਹਾਲੀ ਦੇ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ਾਂ ਅਨੁਸਾਰ ਸਾਲ 2024 ਦੀ ਪਹਿਲੀ ਕੌਮੀ ਲੋਕ ਅਦਾਲਤ ਜ਼ਿਲ੍ਹਾ ਰੂਪਨਗਰ ਅਤੇ ਇਸ ਦੀਆਂ ਸਬ-ਡਵੀਜ਼ਨਾਂ- ਸ੍ਰੀ ਅਨੰਦਪੁਰ ਸਾਹਿਬ ਅਤੇ ਨੰਗਲ ਦੀਆਂ ਵੱਖ-ਵੱਖ ਅਦਾਲਤਾਂ ਵਿਖੇ ਲਗਾਈ ਗਈ। ਮੈਂਬਰ ਸਕੱਤਰ, ਪੰਜਾਬ ਰਾਜ ਕਾਨੂੰਨੀ ਸੇਵਾਵਾਂ ਅਥਾਰਟੀ ਸ੍ਰੀ ਮਨਜਿੰਦਰ ਸਿੰਘ ਵਲੋਂ ਰੂਪਨਗਰ ਵਿਖੇ ਲਗਾਈ ਗਈ ਨੈਸ਼ਨਲ ਲੋਕ ਅਦਾਲਤ ਵਿੱਚ ਸ਼ਿਰਕਤ ਕੀਤੀ ਗਈ।
ਉਨ੍ਹਾਂ ਨੇ ਜ਼ਿਲ੍ਹਾ ਅਤੇ ਸੈਸ਼ਨ ਜੱਜ-ਕਮ-ਚੇਅਰਪਰਸਨ ਜ਼ਿਲ੍ਹਾ ਕਾਨੂੰਨੀ ਸੇਵਾਵਾਂ ਅਥਾਰਟੀ, ਰੂਪਨਗਰ ਸ਼੍ਰੀਮਤੀ ਰਮੇਸ਼ ਕੁਮਾਰੀ ਅਤੇ ਸ੍ਰੀਮਤੀ ਹਿਮਾਂਸ਼ੀ ਗਲਹੋਤਰਾ, ਸੀ.ਜੇ.ਐਮ-ਕਮ-ਸਕੱਤਰ, ਜਿਲ੍ਹਾ ਕਾਨੂੰਨੀ ਸੇਵਾਵਾਂ ਅਥਾਰਟੀ ਸਮੇਤ ਨੈਸ਼ਨਲ ਲੋਕ ਅਦਾਲਤ ਦੇ ਬੈਂਚਾਂ ਦਾ ਦੌਰਾ ਕੀਤਾ ਅਤੇ ਸਾਰੀਆਂ ਅਦਾਲਤਾਂ ਵਿੱਚ ਸ਼ਿਰਕਤ ਕਰਕੇ ਨੈਸ਼ਨਲ ਲੋਕ ਅਦਾਲਤ ਦਾ ਜਾਇਜਾ ਲਿਆ ਅਤੇ ਕੇਸਾਂ ਦੀ ਸੁਣਵਾਈ ਕੀਤੀ।
ਸ਼੍ਰੀਮਤੀ ਰਮੇਸ਼ ਕੁਮਾਰੀ ਨੇ ਇਸ ਸਬੰਧੀ ਜਾਣਕਾਰੀ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਨੈਸ਼ਨਲ ਲੋਕ ਅਦਾਲਤ ਵਿੱਚ ਵੱਖ-ਵੱਖ ਸ਼੍ਰੇਣੀਆਂ ਦੇ ਲਗਭਗ 11593 ਕੇਸ ਜਿਵੇਂ ਦੀਵਾਨੀ, ਫੌਜਦਾਰੀ ਕੰਪਾਊਂਡੇਬਲ ਕੇਸ, ਐਨਆਈ ਐਕਟ ਕੇਸ, ਬੈਂਕ ਰਿਕਵਰੀ ਕੇਸ, ਜ਼ਮੀਨ ਪ੍ਰਾਪਤੀ ਦੇ ਕੇਸ, ਵਿਆਹ ਸੰਬੰਧੀ ਵਿਵਾਦ, ਮੋਟਰ ਦੁਰਘਟਨਾ ਅਤੇ ਬੀਮਾ ਦਾਅਵਿਆਂ ਦੇ ਕੇਸ, ਐੱਲ.ਏ.ਸੀ ਕੇਸ, ਮਾਲ ਕੇਸ, ਪਾਣੀ ਦੇ ਬਿੱਲਾਂ ਅਤੇ ਟ੍ਰੈਫਿਕ ਚਲਾਨ ਵੀ ਲਏ ਗਏ।
ਇਸ ਤੋਂ ਇਲਾਵਾ ਪ੍ਰੀ-ਲਿਟੀਗੇਟਿਵ ਕੇਸ ਵੀ ਲਾਏ ਗਏ। ਇਸ ਲੋਕ ਅਦਾਲਤ ਵਿੱਚ ਰੂਪਨਗਰ ਵਿਖੇ 08 ਬੈਂਚ, ਸ੍ਰੀ ਅਨੰਦਪੁਰ ਸਾਹਿਬ ਵਿਖੇ 01 ਬੈਂਚ ਅਤੇ ਨੰਗਲ ਵਿਖੇ 01 ਬੈਂਚ ਲਗਾਏ ਗਏ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਰੈਵੀਨਿਊ ਅਦਾਲਤਾਂ ਦੇ ਵੀ 06 ਬੈਂਚ ਲਗਾਏ ਗਏ। 11593 ਕੇਸਾਂ ਵਿੱਚੋਂ 10622 ਕੇਸਾਂ ਦਾ ਨਿਪਟਾਰਾ ਕੀਤਾ ਗਿਆ ਅਤੇ ਲਗਭਗ 17 ਕਰੋੜ 59 ਲੱਖ ਰੁਪਏ ਦੇ ਕਰੀਬ ਐਵਾਰਡ ਪਾਸ ਕੀਤੇ ਗਏ।
ਸ਼੍ਰੀਮਤੀ ਹਿਮਾਂਸ਼ੀ ਗਲਹੋਤਰਾ ਨੇ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਲੋਕ ਅਦਾਲਤ ਹਮੇਸ਼ਾ ਹੀ ਝਗੜਿਆਂ ਦੇ ਸੁਚੱਜੇ ਢੰਗ ਨਾਲ ਨਿਪਟਾਰੇ ਲਈ ਸਭ ਤੋਂ ਵਧੀਆ ਤਰੀਕਾ ਰਹੀ ਹੈ। ਧਿਰਾਂ ਦੁਆਰਾ ਅਦਾ ਕੀਤੀ ਸਾਰੀ ਕੋਰਟ ਫੀਸ ਵਾਪਸ ਕਰ ਦਿੱਤੀ ਜਾਂਦੀ ਹੈ। ਜੇਕਰ ਮਾਮਲਾ ਲੋਕ ਅਦਾਲਤ ਵਿੱਚ ਨਿਪਟਾਇਆ ਜਾਂਦਾ ਹੈ ਅਤੇ ਲੋਕ ਅਦਾਲਤ ਦੇ ਬੈਂਚ ਦੁਆਰਾ ਪਾਸ ਕੀਤੇ ਗਏ ਅਵਾਰਡ ਦੀ ਅੱਗੇ ਕੋਈ ਅਪੀਲ ਨਹੀਂ ਹੁੰਦੀ ਅਤੇ ਧਿਰਾਂ ਦੁਆਰਾ ਅਦਾ ਕੀਤੀ ਸਾਰੀ ਕੋਰਟ ਫੀਸ ਵੀ ਵਾਪਸ ਕਰ ਦਿੱਤੀ ਜਾਂਦੀ ਹੈ।
ਇਹ ਗੱਲ ਵਰਨਣਯੋਗ ਹੈ ਕਿ ਅੱਜ ਲੋਕ ਅਦਾਲਤ ਵਿੱਚ ਸ੍ਰੀ ਬਰਿੰਦਰ ਸਿੰਘ ਰਮਾਣਾ, ਪ੍ਰਿੰਸੀਪਲ ਜੱਜ ਫੈਮਿਲੀ ਕੋਰਟ, ਰੂਪਨਗਰ ਦੇ ਯਤਨਾਂ ਸਦਕਾ ਵਿਆਹ ਸ਼ਾਦੀ ਦਾ ਇੱਕ ਅਜਿਹਾ ਮਾਮਲਾ ਨਿਪਟਾਇਆ ਗਿਆ ਜਿਸ ਵਿੱਚ ਪਤੀ ਪਤਨੀ ਕਾਫੀ ਸਮੇਂ ਤੋਂ ਵੱਖ ਰਹਿ ਰਹੇ ਸਨ। ਇਸ ਮੌਕੇ ਪਤੀ ਪਤਨੀ ਨੇ ਮਾਣਯੋਗ ਅਦਾਲਤ ਦਾ ਧੰਨਵਾਦ ਕਰਦੇ ਹੋਏ ਇਹ ਗੱਲ ਆਪ ਕਹੀ ਕਿ ਲੋਕ ਅਦਾਲਤਾਂ ਦੇ ਫਾਇਦੇ ਦਾ ਅੱਜ ਉਨ੍ਹਾਂ ਨੂੰ ਸੰਪੂਰਨ ਰੂਪ ਵਿੱਚ ਪਤਾ ਚੱਲਿਆ ਹੈ। ਜੱਜ ਸਾਹਿਬ ਨੇ ਉਨ੍ਹਾਂ ਦੀ ਬੜੇ ਸੁਚੱਜੇ ਢੰਗ ਨਾਲ ਕਾਊਂਸਲਿੰਗ ਕੀਤੀ ਅਤੇ ਇਸ ਕਰਕੇ ਅੱਜ ਉਹ ਕੋਰਟ ਕੰਪਲੈਕਸ ਵਿੱਚੋਂ ਹੀ ਇੱਕ ਦੂਜੇ ਨਾਲ ਇਕੱਠੇ ਆਪਣੇ ਘਰ ਚੱਲੇ ਹਨ।
ਉਨ੍ਹਾਂ ਨੇ ਅੱਗੇ ਤੋਂ ਵੀ ਲੋਕ ਅਦਾਲਤਾਂ ਲਗਾਏ ਜਾਣ ਦੀ ਕਾਮਨਾ ਕੀਤੀ ਤਾਂ ਜੋ ਉਨ੍ਹਾਂ ਦੀ ਤਰ੍ਹਾਂ ਹੋਰ ਪਰਿਵਾਰਿਕ ਝਗੜਿਆਂ ਦੇ ਕੇਸ ਸੁਚੱਜੇ ਢੰਗ ਅਤੇ ਸਮਝੌਤੇ ਨਾਲ ਨਿਪਟਾਏ ਜਾ ਸਕਣ। ਲੋਕ ਅਦਾਲਤ ਦੇ ਮੌਕੇ ਤੇ ਆਉਣ ਵਾਲੇ ਲਿਟੀਗੈਂਟਾਂ ਲਈ ਭੋਜਨ ਅਤੇ ਚਾਹ ਦੇ ਲੰਗਰ ਦਾ ਪ੍ਰਬੰਧ ਗੁਰਦੁਆਰਾ ਸ੍ਰੀ ਟਿੱਬੀ ਸਾਹਿਬ, ਰੂਪਨਗਰ ਦੇ ਸਹਿਯੋਗ ਨਾਲ ਕੀਤਾ ਗਿਆ। ਸਕੱਤਰ ਵੱਲੋਂ ਗੁਰਦੁਆਰਾ ਸ੍ਰੀ ਟਿੱਬੀ ਸਾਹਿਬ, ਰੂਪਨਗਰ ਵੱਲੋਂ ਭੋਜਨ ਅਤੇ ਚਾਹ ਦੇ ਲੰਗਰ ਦਾ ਪ੍ਰਬੰਧ ਕਰਨ ਲਈ ਧੰਨਵਾਦ ਕੀਤਾ ਗਿਆ।
