As per the directions given by National Legal Services Authority and Punjab State Legal Services Authority, SAS Nagar, Mohali and under the able guidance of Smt. Harpreet Kaur Randhawa, Hon’ble District & Sessions Judge, Amritsar National Lok Adalat was held on 09.03.2024 at District Courts Amritsar, Ajnala and Baba Bakala Sahib. In this regard, Sh. Rachhpal Singh,Civil Judge, Sr. Divn. Amritsar has conveyed the message for general public that the cases of following categories such as Criminal Compoundable, Bank Recovery, Cheque Bounce, Matrimonial Disputes, Electricity and Water bills, Telecoms, MACT Matters, Labour Disputes, Traffic Challans etc were taken up in this National Lok Adalat and in total 49 benches were constituted; 23 Benches at Amritsar District Courts, 1 Bench of Permanent Lok Adalat, 2 Benches at Ajnala and 2 Bench at Baba Bakala Sahib.
Apart from this Revenue courts of District Administration Amritsar has also constituted 17 Lok Adalat Benches at their level for taking up and disposal of maximum cases in this National Lok Adalat. 04 Lok Adalat benches of Counseling cell by crime against women cell of Police Department, 01 bench of Municipal Corporation Amritsar and 01 bench of Cooperative Societies Bank have constituted at their own level.
During this National Lok Adalat 31936 cases were taken up and 23272 cases were settled and disposed of. It was told by the Chairman, District Legal Services Authority that the Lok Adalats are organized by Legal Services Authorities, as an Alternative Dispute Resolution (ADR) mode wherein pre-litigative and pending cases in the courts would be disposed on the basis of amicable settlement without any expense on the part of litigants.
In recovery cases court fees affixed by the parties on the plant at the time of filling of suits are also ordered to be refunded. It is free of cost and expeditious method to bring litigating parties to a settlement of their disputes and saving them from prolong litigation under adversarial system of adjudication which is generally perceived to be time consuming, complex and costly. Lok Adalats are also instrumental in reducing the burden on arrears of the court disposal of long pending litigation between the parties.

ਪੰਜਾਬ ਰਾਜ ਕਾਨੂੰਨੀ ਸੇਵਾਵਾਂ ਅਥਾਰਟੀ ਅਤੇ ਮਾਨਯੋਗ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ, ਚੰਡੀਗੜ੍ਹ ਜੀਆਂ ਦੀਆਂ ਹਦਾਇਤਾਂ ਅਨੁਸਾਰ ਸ੍ਰ਼ੀ ਮਤੀ ਹਰਪ੍ਰੀਤ ਕੌਰ ਰੰਧਾਵਾ, ਮਾਨਯੋਗ ਜਿਲ੍ਹਾ ਅਤੇ ਸੈ਼ਸ਼ਨ—ਕਮ—ਚੇਅਰਮੈਨ, ਜਿਲ੍ਹਾ ਕਾਨੂੰਨੀ ਸੇਵਾਵਾਂ ਅਥਾਰਟੀ, ਅੰਮ੍ਰਿਤਸਰ ਦੀ ਰਹਿਨੁਮਾਈ ਹੇਠ ਅਤੇ ਸ਼੍ਰੀ ਰਸ਼ਪਾਲ ਸਿੰਘ, ਸਿਵਲ ਜੱਜ—ਸਹਿਤ—ਸਕੱਤਰ ਜਿਲ੍ਹਾ ਕਾਨੂੰਨੀ ਸੇਵਾਵਾਂ ਅਥਾਰਟੀ, ਅੰਮ੍ਰਿਤਸਰ ਦੇ ਯਤਨਾ ਸਦਕਾ ਅੱਜ ਨੈਸ਼ਨਲ ਲੋਕ ਅਦਾਲਤ ਦਾ ਆਯੋਜਨ ਕੀਤਾ ਗਿਆ। ਇਹ ਨੈਸ਼ਨਲ ਲੋਕ ਅਦਾਲਤ ਜ਼ਿਲ੍ਹਾ ਕਚਹਿਰੀਆਂ ਅੰਮ੍ਰਿਤਸਰ ਅਤੇ ਇਸ ਦੇ ਨਾਲ ਤਹਿਸੀਲ ਅਜਨਾਲਾ ਅਤੇ ਬਾਬਾ ਬਕਾਲਾ ਸਾਹਿਬ ਵਿਖੇ ਵੀ ਲਗਾਈ ਗਈ।
ਇਸ ਨੈਸ਼ਨਲ ਲੋਕ ਅਦਾਲਤ ਵਿੱਚ ਚੈਕ, ਬੈਂਕਾਂ, ਜਮੀਨੀ ਵਿਵਾਦਾਂ, ਘਰੇਲੂ ਝਗੜੀਆਂ ਅਤੇ ਹੋਰ ਤਕਰੀਬਨ ਸਾਰੇ ਕਿਸਮਾਂ ਦੇ ਕੇਸਾਂ ਦਾ ਨਿਪਟਾਰਾ ਕੀਤਾ ਗਿਆ। ਇਸ ਨੈਸ਼ਨਲ ਲੋਕ ਅਦਾਲਤ ਦੀ ਵੱਧ ਤੋਂ ਵੱਧ ਸਫਲਤਾ ਲਈ ਜ਼ਿਲ੍ਹਾ ਕਚਹਿਰੀਆਂ, ਅੰਮ੍ਰਿਤਸਰ ਅਤੇ ਤਹਿਸੀਲਾਂ ਅਜਨਾਲਾ ਅਤੇ ਬਾਬਾ ਬਕਾਲਾ ਸਾਹਿਬ ਵਿੱਚ ਕੁੱਲ 49 ਬੈਂਚ ਬਣਾਏ ਗਏ ਸਨ। ਜਿਸ ਵਿੱਚੋਂ 23 ਬੈਂਚ ਅੰਮ੍ਰਿਤਸਰ ਅਦਾਲਤ, 1 ਬੈਂਚ ਸਥਾਈ ਲੋਕ ਅਦਾਲਤ, 2 ਬੈਂਚ ਅਜਨਾਲਾ ਅਤੇ 2 ਬੈਂਚ ਬਾਬਾ ਬਕਾਲਾ ਸਾਹਿਬ ਤਹਿਸੀਲਾਂ ਵਿੱਚ ਲਗਾਏ ਗਏ।
ਇਸ ਤੋਂ ਇਲਾਵਾ ਰੇਵਿਨਿੳ ਅਦਾਲਤਾਂ ਵੱਲੋਂ ਅਪਣੇ ਪੱਧਰ ਤੇ 17 ਲੋਕ ਅਦਾਲਤ ਬੈਂਚ ਲਗਾਏ ਗਏ। ਪੁਲਿਸ ਵਿਭਾਗ ਵੱਲੋਂ ਵੀ ਮਹਿਲਾਂ ਕਾਉਂਸਲਿੰਗ ਸੈਲਾਂ ਵਿੱਚ 04 ਬੈਂਚ ਪਰਿਵਾਰਿਕ ਝਗੜਿਆ ਦੇ ਨਿਪਟਾਰੇ ਵਾਸਤੇ ਲਗਾਏ ਗਏ।ਇਸ ਦੇ ਨਾਲ ਹੀ ਕੋਪਰੇਟਿਵ ਸੋਸਾਇਟੀ ਵੱਲੋਂ 01 ਲੋਕ ਅਦਾਲਤ ਬੈਂਚ ਲਗਾਇਆ ਗਿਆ। ਇਸ ਨੈਸ਼ਨਲ ਲੋਕ ਅਦਾਲਤ ਦੇ ਸਾਰੇ ਬੈਂਚਾਂ ਵੱਲੋਂ ਕੁੱਲ 31936 ਕੇਸ ਸੁਣਵਾਈ ਵਾਸਤੇ ਰੱਖੇੇ ਗਏ ਸਨ, ਜਿਹਨਾਂ ਵਿੱਚੋਂ 23272 ਕੇਸਾਂ ਦਾ ਆਪਸੀ ਰਾਜੀਨਾਮੇ ਨਾਲ ਨਿਪਟਾਰਾ ਕਿਤਾ ਗਿਆ।
ਇਸ ਦੋਰਾਣ ਜਿਲ੍ਹਾ ਅਤੇ ਸੈ਼ਸ਼ਨ ਜੱਜ ਸ੍ਰ਼ੀ ਮਤੀ ਹਰਪ੍ਰੀਤ ਕੌਰ ਰੰਧਾਵਾ ਵੱਲੋਂ ਲੋਕਾਂ ਨੂੰ ਲੋਕ ਅਦਾਲਤ ਦੇ ਮਹੱਤਵ ਤੋ ਜਾਣੂ ਕਰਵਾਇਆ ਗਿਆ।ਲੋਕ ਅਦਾਲਤ ਵਿੱਚ ਦੋਵਾਂ ਧਿਰਾਂ ਦਾ ਰਾਜੀਨਾਮੇ ਤਹਿਤ ਫੈਸਲਾ ਕਰਵਾਇਆ ਜਾਂਦਾ ਹੈ। ਲੋਕ ਅਦਾਲਤਾਂ ਰਾਹੀਂ ਸਸਤਾ ਤੇ ਛੇਤੀ ਇਨਸਾਫ ਮਿਲਦਾ ਹੈ। ਲੋਕ ਅਦਾਲਤਾਂ ਦੇ ਫੈਸਲੇ ਦੀ ਕੋਈ ਅਪੀਲ ਨਹੀ ਹੁੰਦੀ। ਦੋਹਾਂ ਧਿਰਾਂ ਵਿੱਚ ਪਿਆਰ ਵੱਧਦਾ ਹੈ।
ਸ਼੍ਰੀ ਰਸ਼ਪਾਲ ਸਿੰਘ, ਸਿਵਲ ਜੱਜ, ਸੀਨੀਅਰ ਡਵੀਜਨ ਵੱਲੋ ਇਹ ਸੁਨੇਹਾ ਦਿੱਤਾ ਗਿਆ ਕੀ ਲੋਕ ਅਦਾਲਤ ਜਿਸ ਨੂੰ ਦੁਜੇ ਸ਼ਬਦਾ ਵਿੱਚ ਲੋਕ ਨਿਆਇਕ ਪ੍ਰਣਾਲੀ ਵੀ ਆਖਿਆ ਜਾਂਦਾ ਹੈ ਦੇ ਰਾਹੀਂ ਆਮ ਜਨਤਾ ਆਪਣੇ ਵਿਚਾਰ ਖੁੱਲ ਕੇ ਆਪਣੇ ਝਗੜੀਆਂ ਸਬੰਧੀ ਸਬੰਧਤ ਅਦਾਤਲ ਜਿੱਥੇ ਉਹਨਾ ਦਾ ਕੇਸ ਲੰਭਿਤ ਹੈ ਬਗੇਰ ਕਿਸੇ ਵਕੀਲ ਸਾਹਿਬਾਨ ਤੋਂ ਰੱਖ ਸਕਦੇ ਹਨ ਅਤੇ ਇਹਨਾਂ ਲੋਕ ਅਦਾਲਤਾਂ ਦੇ ਰਾਹੀਂ ਆਪਣੇ ਝਗੜੇ ਸ਼ਾਂਤ—ਮਈ ਢੰਗ ਨਾਲ, ਸ਼ਾਂਤ—ਮਈ ਵਾਤਾਵਰਨ ਵਿੱਚ ਮੁੱਕਾ ਸਕਦੇ ਹਨ। ਇਸ ਤਰ੍ਹਾਂ ਜਦੋਂ ਸ਼ਾਂਤ—ਮਈ ਢੰਗ ਨਾਲ ਕੇਸਾਂ ਦਾ ਨਿਪਟਾਰਾ ਹੁੰਦਾ ਹੇ ਤਾਂ ਸਮਾਜ ਵਿੱਚ ਇਹ ਸੰਦੇਸ਼ ਪਹੁੰਚਦਾ ਹੇ ਕਿ ਲੜਾਈ ਝਗੜੀਆਂ ਵਿੱਚ ਕੁਝ ਨਹੀ ਰਖੀਆਂ ਅਤੇ ਜੋ ਜਿੰਦਗੀ ਪ੍ਰਮਾਤਮਾਂ ਨੇ ਸਾਨੂੰ ਬਖਸ਼ੀ ਉਸਨੂੰ ਬਗੇਰ ਕਿਸੇ ਡਰ ਜਾ ਹੋਰ ਕਾਰਨਾਂ ਤੋਂ ਬਤੀਤ ਕਰ ਸਕਦੇ ਹਾਂ।
