Holding the Shiromani Akali Dal (SAD) and Congress governments squarely responsible for the appalling state of government institutions in the state, the Punjab Chief Minister Bhagwant Singh Mann said that his government is committed to offering superior facilities in these institutions, ensuring that no citizen of Punjab is denied access to government services.
Addressing the gathering after dedicating the 'Punjab Institute of Liver and Biliary Sciences' to the people on Thursday, the Chief Minister said that previous governments and politicians promoted the privatization of government institutions, completely neglecting government institutions.
He said that these tyrant politicians were so greedy and ruthless that they orchestrated a well-planned conspiracy to ruin the government's health and education infrastructure in Punjab, compelling the common man to seek education or treatment from private sectors.
The Chief Minister said that cancer treatment in private hospitals was prohibitively expensive, rendering many cancer patients unable to afford treatment due to their economic conditions. Previous rulers promoted private institutions solely for profit, filling their own coffers while leaving the needy people deprived of seeking quality treatment from government hospitals.
Bhagwant Singh Mann said that these politicians, deeply entrenched in nepotism and have never worked for the welfare of Punjab, leading the people of Punjab to reject them from power. Highlighting the steps being taken for the betterment of government institutions in the state, the Chief Minister pointed out that the Punjab Institute of Liver and Biliary Sciences, dedicated to the people at Mohali today, is the second in the country and the first in Punjab to have such a plethora of modern machines, surpassing even private hospitals.
He further said that the government is establishing 45 maternity and child care centers in the state, with 37 already dedicated to the people. Additionally, 664 Aam Aadmi Clinics have been established where treatment is provided free of cost. Bhagwant Singh Mann said that it is a matter of great satisfaction that more than one crore people have been treated so far.
Citing the example of reverse migration of youth, who were compelled by the system of previous governments to migrate abroad, the Chief Minister said that a positive trend of reverse migration has begun in the state. He said that his government had provided government jobs to more than 40,000 youths in just two years, marking a record in Punjab's history.
Bhagwant Singh Mann said that among those who secured these government jobs, some are youngsters returned from abroad. Additionally, the Chief Minister underscored ongoing efforts of Punjab government to attract maximum investment to the state, aiming to create significant employment opportunities for the youth.
He said that over Rs 70,000 crore has been invested in two years, promising employment to three lakh youths. Bhagwant Singh Mann highlighted the efforts made in the field of education and said that 117 'Schools of Eminence' are being established in the state, offering world-class education to the youth.
The Chief Minister said that now even the children from economical weaker section can fulfill their dreams as students are being nurtured to fulfill their desired objectives in these schools. Bhagwant Singh Mann said that he can confidently state that the atmosphere in Punjab has undergone a significant transformation, with optimistic activities prevailing over pessimism.
He said that the state government has been taking historic initiatives to provide jobs to the youth, inaugurate major projects such as new schools and hospitals, and promote sports in the homeland of Punjab. The Chief Minister said that now every Punjabi can proudly affirm that the Punjab government is tirelessly working for their welfare round the clock.
Taking a dig at the opposition for criticizing his governance, he said that the Akalis and Congressmen were hands in gloves and ruled the state for decades due to their mutual understanding. However, Bhagwant Singh Mann said that the people's mandate has ousted them from power and elected a common man as the CM of the state.
The Chief Minister said that the state government is now undertaking historic and welfare decisions for the betterment of Punjab and its people. He said that unnerved by the honest efforts of his government, the opposition is resorting to baseless and malicious allegations to tarnish his clean image.
Bhagwant Singh Mann dared Akali leaders Harsimrat Badal, Bikram Singh Majithia, and Congress leaders Partap Singh Bajwa, Amrinder Singh Raja Warring, and Navjot Sidhu to pass a written test of Punjabi language, labeling them as "shoddy politicians of Punjabi language."
The Chief Minister asserted that these leaders, who have attended convent schools, will not be able to pass the Punjabi language examination due to their educational background. He said that even if these leaders were provided with the answers, they would likely struggle to write them correctly.
Bhagwant Singh Mann said that out of the 117 assembly constituencies in Punjab, 92 AAP MLAs belong to ordinary households. Among these 92 MLAs, 82, including himself, are first-time MLAs. The Chief Minister said that in his party, dedication to public service is considered merit, whereas opposition parties prioritize nepotism.
He said that their MLAs include doctors, lawyers, social workers, and respected personalities from various fields. Lashing out at the Centre for withholding Punjab's funds, Bhagwant Singh Mann blamed the Central government of displaying bias and discrimination against non-BJP state governments.

पंजाब सरकार अब स्वास्थ्य एवं शिक्षा क्षेत्र में सरकारी संस्थाओं को दे रही प्राथमिकता

राज्य की सरकारी संस्थाओं की बदहाली के लिए अकाली और कांग्रेसी सरकारों को सीधे तौर पर ज़िम्मेदार ठहराते हुये मुख्यमंत्री भगवंत सिंह मान ने कहा कि उनकी सरकार अब सरकारी संस्थाओं में अव्वल दर्जे की सहूलतें प्रदान कर रही है जिससे पंजाब का कोई भी व्यक्ति सरकारी सहूलतों का लाभ लेने से वंचित न रहे।आज यहां ‘पंजाब इंस्टीट्यूट ऑफ लीवर एंड बिलियरी साइंसज़’ लोगों को समर्पित करने के बाद इक्ट्ठ को संबोधन करते हुये कहा कि पिछली सरकारों के मौके पर राजनीतिज्ञ प्राईवेट संस्थाओं के कारोबार में से हिस्सेदारी लेते थे और इसके एवज़ में सरकारी संस्थाओं को बिल्कुल ही अनदेखा कर देते थे।
मुख्यमंत्री ने कहा, “यह राजनीतिज्ञ इतने लालसी और बेरहम थे कि इन्होंने सोची-समझी साजिश के अंतर्गत पंजाब का सरकारी स्वास्थ्य एवं शिक्षा ढांचा ख़त्म कर दिया था जिससे सरकारी संस्थाओं के दरवाज़े बंद होने के बाद आम व्यक्ति शिक्षा या इलाज के लिए मजबूर होकर प्राईवेट लोगों के पास पहुँचे। प्राईवेट अस्पतालों में कैंसर का इलाज इतना महँगा होता था कि कैंसर रोगी आर्थिक हालत के कारण इलाज ही नहीं था करवाता। यह लोग प्राईवेट संस्थाओं को लाभ कमाने के लिए आजादी देते थे और उस लाभ में से कमीशन लेते थे। दुखों से परेशान लोग निराशा के आलम में चले गए थे। परिवारवाद के मोह में डूबे इन राजनीतिज्ञों को कभी भी पंजाब का दर्द नहीं रहा जिस कारण पंजाब निवासियों ने इनको घर बिठा दिया।“
राज्य में अब सरकारी संस्थाओं की बेहतरी के लिए उठाये जा रहे कदमों का ज़िक्र करते हुए मुख्यमंत्री ने मिसाल के तौर पर बताया कि मोहाली में आज लोगों को समर्पित किया गया पंजाब इंस्टीट्यूट ऑफ लीवर एंड बिलियरी साइंसज़ देश की दूसरी और पंजाब की पहली प्रतिष्ठित संस्था है जिसके पास इतनी आधुनिक मशीनें हैं कि किसी प्राईवेट अस्पताल के पास भी नहीं हैं। उन्होंने कहा कि सरकार राज्य में 45 जच्चा- बच्चा देखभाल केंद्र स्थापित कर रही है जिनमें से 37 लोगों को समर्पित किये जा चुके हैं। उन्होंने बताया कि 664 आम आदमी क्लीनिक स्थापित किये गए हैं जहाँ इलाज बिल्कुल मुफ़्त है और यह बहुत संतोष की बात है कि अब तक एक करोड़ से अधिक लोग इलाज करवा चुके हैं।
पिछली सरकारों के हितोत्साहित करने वाले सिस्टम से नाराज़ हो चुके विदेश जाने वाले नौजवानों की ‘ वतन वापसी’ (रिवर्स माईगर्रेशन) की मिसाल देते हुये मुख्यमंत्री ने कहा कि उनकी सरकार ने दो सालों में 40,000 से अधिक नौजवानों को सरकारी नौकरियाँ दीं हैं जो पंजाब के इतिहास में रिकार्ड है। उन्होंने कहा कि यह नौकरियाँ हासिल करने वालों में वह नौजवान भी शामिल हैं जो विदेश में से वापस आकर सरकारी नौकरी कर रहे हैं। मुख्यमंत्री ने कहा कि नौजवानों के लिए रोज़गार के बड़े मौके पैदा करने के लिए राज्य में अधिक से अधिक निवेश लाने के यत्न किये जा रहे हैं। उन्होंने कहा कि दो सालों में 70,000 करोड़ रुपए से अधिक का निवेश हो चुका है जिससे तीन लाख नौजवानों को रोज़गार मिलेगा।
शिक्षा के क्षेत्र में किये जा रहे प्रयासों का ज़िक्र करते हुये मुख्यमंत्री ने कहा कि राज्य में 117 ‘स्कूल ऑफ एमिनेंस’ स्थापित किये गए हैं जहाँ बच्चों को विश्व स्तर की शिक्षा मुहैया करवाई जा रही है। उन्होंने बताया कि अब गरीब से गरीब बच्चा भी ज़िंदगी के बड़े स्थान हासिल करने का स्वप्न ले सकता है क्योंकि इन स्कूलों में विद्यार्थियों को मनचाहे उद्देश्य पूरे करने की शिक्षा दी जा रही है।भगवंत सिंह मान ने कहा, “मैं पूरी ज़िम्मेदारी के साथ कह सकता हूँ कि अब पंजाब की आबो-हवा बदल चुकी है जहाँ निराशावादी नहीं बल्कि आशावादी गतिविधियां हो रही हैं। नौजवानों को नियुक्ति पत्र देने के लिए समागम, नये स्कूलों और अस्पतालों समेत बड़े प्रोजेक्टों के उद्घाटन, खेडां वतन पंजाब दीयां जैसे प्रयास किये जा रहे हैं।
अब हरेक पंजाबी गर्व के साथ कह सकता है कि पंजाब सरकार उसके भले के लिये दिन-रात काम कर रही है।“मुख्यमंत्री ने विरोधियों की तरफ से उनकी की जा रही अलोचना पर व्यंग्य करते हुये कहा, “वास्तव में अकालियों और कांग्रेसियों की आपस में सांझ-हिस्सेदारी थी जो बारो-बारी सत्ता का सुख भोगते थे परन्तु इनको यह नहीं था पता कि राज्य में तीसरा पक्ष भी आ सकता है। अब पंजाबियों ने आम आदमी पार्टी की सरकार बना कर इनको सत्ता से किनारा कर दिया। अब जब सरकार लोगों की भलाई के लिए बड़े फ़ैसले ले रही है तो बौखलाहट में आकर विरोधी नेता बिना वजह निंदा करनी शुरू कर देते हैं। मैं इन लोगों की जरा भी परवाह नहीं करता क्योंकि मेरा मकसद सिर्फ़ और सिर्फ़ लोगों की सेवा करना है।“
मुख्यमंत्री ने अकाली नेता हरसिमरत बादल, बिक्रम सिंह मजीठिया, और कांग्रेसी नेता प्रताप सिंह बाजवा, अमरिन्दर सिंह राजा वड़िंग और नवजोत सिद्धू को पंजाबी भाषा के नालायक राजनीतिज्ञ बताते हुये इनको पंजाबी भाषा की लिखित परीक्षा पास करने की चुनौती दी। भगवंत सिंह मान ने कहा कि यह नेता कान्वेंट स्कूलों से पढ़े हुए हैं जिस कारण यह पंजाबी भाषा की परीक्षा पास ही नहीं कर सकते। मुख्यमंत्री ने कहा कि यदि वह इन नेताओं को सवालों के जवाब भी बता दें तो भी वह उत्तर सही नहीं लिख सकते।आम आदमी पार्टी के विधायकों का ज़िक्र करते हुये भगवंत सिंह मान ने कहा कि पंजाब में 117 विधान सभा हलकों में से 92 विधायक आम आदमी पार्टी जीत कर आए हैं जो साधारण घरों से सम्बन्ध रखते हैं।
इन 92 विधायकों में से उनके सहित 82 विधायक पहली बार विधायक बने हैं। उन्होंने कहा कि हमारी पार्टी में लोग सेवा के प्रति समर्पण भावना को योग्यता माना जाता है जबकि विरोधी पार्टियों में परिवारवाद और निजता को प्राथमिकता दी जाती है। उन्होंने कहा कि हमारे विधायकों में डाक्टर, वकील, समाज सेवीं और अन्य क्षेत्र की सम्मानीय शख़्सियतें शामिल हैं। केंद्र सरकार द्वारा पंजाब के फंड रोकने की सख़्त आलोचना करते हुये मुख्यमंत्री ने कहा कि केंद्र सरकार ग़ैर-भाजपा राज्य सरकारों के साथ नफ़रत और भेदभाव करती है जिस कारण पंजाब की तरह दिल्ली, केरला, पश्चिमी बंगाल, तमिलनाडु जैसे राज्य अपने फंड लेने के लिए सुप्रीम कोर्ट में जाने के लिए मजूबर हैं। इस मौके पर स्वास्थ्य एवं परिवार कल्याण मंत्री डाक्टर बलबीर सिंह और सांस्कृतिक मामलें और पर्यटन मंत्री अनमोल गगन मान भी उपस्थित थे।

ਸੂਬੇ ਦੀਆਂ ਸਰਕਾਰੀ ਸੰਸਥਾਵਾਂ ਦੀ ਬਦਹਾਲੀ ਲਈ ਅਕਾਲੀ ਅਤੇ ਕਾਂਗਰਸੀ ਸਰਕਾਰਾਂ ਨੂੰ ਸਿੱਧੇ ਤੌਰ ਉਤੇ ਜ਼ਿੰਮੇਵਾਰ ਠਹਿਰਾਉਂਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਦੀ ਸਰਕਾਰ ਹੁਣ ਸਰਕਾਰੀ ਸੰਸਥਾਵਾਂ ਵਿੱਚ ਆਹਲਾ ਦਰਜੇ ਦੀਆਂ ਸਹੂਲਤਾਂ ਪ੍ਰਦਾਨ ਕਰ ਰਹੀ ਹੈ ਤਾਂ ਕਿ ਪੰਜਾਬ ਦਾ ਕੋਈ ਵੀ ਵਿਅਕਤੀ ਸਰਕਾਰੀ ਸਹੂਲਤਾਂ ਦਾ ਲਾਭ ਲੈਣ ਤੋਂ ਵਾਂਝਾ ਨਾ ਰਹੇ।
ਅੱਜ ਇੱਥੇ ‘ਪੰਜਾਬ ਇੰਸਟੀਚਿਊਟ ਆਫ਼ ਲਿਵਰ ਐਂਡ ਬਿਲਿਅਰੀ ਸਾਇੰਸਜ਼’ ਲੋਕਾਂ ਨੂੰ ਸਮਰਪਿਤ ਕਰਨ ਤੋਂ ਬਾਅਦ ਇਕੱਠ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਪਿਛਲੀਆਂ ਸਰਕਾਰਾਂ ਮੌਕੇ ਸਿਆਸਤਦਾਨ ਪ੍ਰਾਈਵੇਟ ਸੰਸਥਾਵਾਂ ਦੇ ਕਾਰੋਬਾਰ ਵਿੱਚੋਂ ਹਿੱਸਾਪੱਤੀ ਲੈਂਦੇ ਸਨ ਅਤੇ ਇਸ ਦੇ ਇਵਜ਼ ਵਿੱਚ ਸਰਕਾਰੀ ਸੰਸਥਾਵਾਂ ਨੂੰ ਬਿਲਕੁਲ ਹੀ ਅਣਗੌਲਿਆ ਕਰ ਦਿੰਦੇ ਸਨ।
ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ, “ਇਹ ਸਿਆਸਤਦਾਨ ਏਨੇ ਲਾਲਸੀ ਅਤੇ ਬੇਰਹਿਮ ਸਨ ਕਿ ਇਨ੍ਹਾਂ ਨੇ ਸੋਚੀ-ਸਮਝੀ ਸਾਜ਼ਿਸ਼ ਤਹਿਤ ਪੰਜਾਬ ਦਾ ਸਰਕਾਰੀ ਸਿਹਤ ਤੇ ਸਿੱਖਿਆ ਢਾਂਚਾ ਖਤਮ ਕਰ ਦਿੱਤਾ ਸੀ ਤਾਂ ਕਿ ਸਰਕਾਰੀ ਸੰਸਥਾਵਾਂ ਦੇ ਦਰਵਾਜ਼ੇ ਬੰਦ ਹੋਣ ਤੋਂ ਬਾਅਦ ਆਮ ਵਿਅਕਤੀ ਸਿੱਖਿਆ ਜਾਂ ਇਲਾਜ ਲਈ ਮਜਬੂਰ ਹੋ ਕੇ ਪ੍ਰਾਈਵੇਟ ਲੋਕਾਂ ਕੋਲ ਪਹੁੰਚੇ। ਪ੍ਰਾਈਵੇਟ ਹਸਪਤਾਲਾਂ ਵਿੱਚ ਕੈਂਸਰ ਦਾ ਇਲਾਜ ਏਨਾ ਮਹਿੰਗਾ ਹੁੰਦਾ ਸੀ ਕਿ ਕੈਂਸਰ ਰੋਗੀ ਆਰਥਿਕ ਹਾਲਤ ਕਾਰਨ ਇਲਾਜ ਹੀ ਨਹੀਂ ਸੀ ਕਰਵਾਉਂਦਾ।
ਇਹ ਲੋਕ ਪ੍ਰਾਈਵੇਟ ਸੰਸਥਾਵਾਂ ਨੂੰ ਮੁਨਾਫਾ ਕਮਾਉਣ ਲਈ ਖੁੱਲ੍ਹ ਦਿੰਦੇ ਸਨ ਅਤੇ ਉਸ ਮੁਨਾਫੇ ਵਿੱਚੋਂ ਕਮਿਸ਼ਨ ਲੈਂਦੇ ਸਨ। ਦੁੱਖਾਂ ਦੇ ਮਾਰੇ ਲੋਕ ਨਿਰਾਸ਼ਾ ਦੇ ਆਲਮ ਵਿੱਚ ਚਲੇ ਗਏ ਸਨ।ਪਰਿਵਾਰਵਾਦ ਦੇ ਮੋਹ ਵਿੱਚ ਡੁੱਬੇ ਇਨ੍ਹਾਂ ਸਿਆਸਤਦਾਨਾਂ ਨੂੰ ਕਦੇ ਵੀ ਪੰਜਾਬ ਦਾ ਦਰਦ ਨਹੀਂ ਰਿਹਾ ਜਿਸ ਕਰਕੇ ਪੰਜਾਬ ਵਾਸੀਆਂ ਨੇ ਇਨ੍ਹਾਂ ਨੂੰ ਘਰ ਬਿਠਾ ਦਿੱਤਾ।”
ਸੂਬੇ ਵਿੱਚ ਹੁਣ ਸਰਕਾਰੀ ਸੰਸਥਾਵਾਂ ਦੀ ਬਿਹਤਰੀ ਲਈ ਚੁੱਕੇ ਜਾ ਰਹੇ ਕਦਮਾਂ ਦਾ ਜ਼ਿਕਰ ਕਰਦੇ ਹੋਏ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਮਿਸਾਲ ਵਜੋਂ ਦੱਸਿਆ ਕਿ ਮੋਹਾਲੀ ਵਿਖੇ ਅੱਜ ਲੋਕਾਂ ਨੂੰ ਸਮਰਪਿਤ ਕੀਤਾ ਗਿਆ ਪੰਜਾਬ ਇੰਸਟੀਚਿਊਟ ਆਫ਼ ਲਿਵਰ ਐਂਡ ਬਿਲਿਅਰੀ ਸਾਇੰਸਜ਼ ਦੇਸ਼ ਦੀ ਦੂਜੀ ਅਤੇ ਪੰਜਾਬ ਦੀ ਪਹਿਲੀ ਵੱਕਾਰੀ ਸੰਸਥਾ ਹੈ ਜਿਸ ਕੋਲ ਏਨੀਆਂ ਆਧੁਨਿਕ ਮਸ਼ੀਨਾਂ ਹਨ ਕਿ ਕਿਸੇ ਪ੍ਰਾਈਵੇਟ ਹਸਪਤਾਲ ਕੋਲ ਵੀ ਨਹੀਂ ਹਨ।
ਇਹ ਪਹਿਲੀ ਸੰਸਥਾ ਵੀ ਦਿੱਲੀ ਸਰਕਾਰ ਨੇ ਸਥਾਪਤ ਕੀਤੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਰਕਾਰ ਸੂਬੇ ਵਿੱਚ 45 ਜੱਚਾ-ਬੱਚਾ ਦੇਖਭਾਲ ਕੇਂਦਰ ਸਥਾਪਤ ਕਰ ਰਹੀ ਹੈ ਜਿਨ੍ਹਾਂ ਵਿੱਚੋਂ 37 ਲੋਕਾਂ ਨੂੰ ਸਮਰਪਿਤ ਕੀਤੇ ਜਾ ਚੁੱਕੇ ਹਨ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ 664 ਆਮ ਆਦਮੀ ਕਲੀਨਿਕ ਸਥਾਪਤ ਕੀਤੇ ਗਏ ਹਨ ਜਿੱਥੇ ਇਲਾਜ ਬਿਲਕੁਲ ਮੁਫ਼ਤ ਹੈ ਅਤੇ ਇਹ ਬਹੁਤ ਤਸੱਲੀ ਵਾਲੀ ਗੱਲ ਹੈ ਕਿ ਹੁਣ ਤੱਕ ਇਕ ਕਰੋੜ ਤੋਂ ਵੱਧ ਲੋਕ ਇਲਾਜ ਕਰਵਾ ਚੁੱਕੇ ਹਨ।
ਪਿਛਲੀਆਂ ਸਰਕਾਰਾਂ ਦੇ ਢਹਿੰਦੀ ਕਲਾ ਵਾਲੇ ਸਿਸਟਮ ਤੋਂ ਨਾਰਾਜ਼ ਹੋ ਚੁੱਕੇ ਵਿਦੇਸ਼ ਜਾਣ ਵਾਲੇ ਨੌਜਵਾਨਾਂ ਦੀ ‘ਵਤਨ ਵਾਪਸੀ’ (ਰਿਵਰਸ ਮਾਈਗਰ੍ਰੇਸ਼ਨ) ਦੀ ਮਿਸਾਲ ਦਿੰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਦੀ ਸਰਕਾਰ ਨੇ ਦੋ ਸਾਲਾਂ ਵਿੱਚ 40,000 ਤੋਂ ਵੱਧ ਨੌਜਵਾਨਾਂ ਨੂੰ ਸਰਕਾਰੀ ਨੌਕਰੀਆਂ ਦਿੱਤੀਆਂ ਹਨ ਜੋ ਪੰਜਾਬ ਦੇ ਇਤਿਹਾਸ ਵਿੱਚ ਰਿਕਾਰਡ ਹੈ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਹ ਨੌਕਰੀਆਂ ਹਾਸਲ ਕਰਨ ਵਾਲਿਆਂ ਵਿੱਚ ਉਹ ਨੌਜਵਾਨ ਵੀ ਸ਼ਾਮਲ ਹਨ ਜੋ ਵਿਦੇਸ਼ ਵਿੱਚੋਂ ਵਾਪਸ ਆ ਕੇ ਸਰਕਾਰੀ ਨੌਕਰੀ ਕਰ ਰਹੇ ਹਨ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਨੌਜਵਾਨਾਂ ਲਈ ਰੋਜ਼ਗਾਰ ਦੇ ਵੱਡੇ ਮੌਕੇ ਪੈਦਾ ਕਰਨ ਲਈ ਸੂਬੇ ਵਿੱਚ ਵੱਧ ਤੋਂ ਵੱਧ ਨਿਵੇਸ਼ ਲਿਆਉਣ ਦੇ ਯਤਨ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਦੋ ਸਾਲਾਂ ਵਿੱਚ 70,000 ਕਰੋੜ ਰੁਪਏ ਤੋਂ ਵੱਧ ਦਾ ਨਿਵੇਸ਼ ਹੋ ਚੁੱਕਾ ਹੈ ਜਿਸ ਨਾਲ ਤਿੰਨ ਲੱਖ ਨੌਜਵਾਨਾਂ ਨੂੰ ਰੋਜ਼ਗਾਰ ਮਿਲੇਗਾ।
ਸਿੱਖਿਆ ਦੇ ਖੇਤਰ ਵਿੱਚ ਕੀਤੇ ਜਾ ਰਹੇ ਉਪਰਾਲਿਆਂ ਦਾ ਜ਼ਿਕਰ ਕਰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਸੂਬੇ ਵਿਚ 117 ‘ਸਕੂਲ ਆਫ ਐਮੀਨੈਂਸ’ ਸਥਾਪਤ ਕੀਤੇ ਗਏ ਹਨ ਜਿੱਥੇ ਬੱਚਿਆਂ ਨੂੰ ਵਿਸ਼ਵ ਪੱਧਰ ਦੀ ਸਿੱਖਿਆ ਮੁਹੱਈਆ ਕਰਵਾਈ ਜਾ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਹੁਣ ਗਰੀਬ ਤੋਂ ਗਰੀਬ ਬੱਚਾ ਵੀ ਜ਼ਿੰਦਗੀ ਦੇ ਵੱਡੇ ਮੁਕਾਮ ਹਾਸਲ ਕਰਨ ਦਾ ਸੁਪਨਾ ਲੈ ਸਕਦਾ ਹੈ ਕਿਉਂਕਿ ਇਨ੍ਹਾਂ ਸਕੂਲਾਂ ਵਿੱਚ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਮਨਚਾਹੇ ਉਦੇਸ਼ ਪੂਰੇ ਕਰਨ ਦੀ ਸਿੱਖਿਆ ਦਿੱਤੀ ਜਾ ਰਹੀ ਹੈ।
ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ, “ਮੈਂ ਪੂਰੀ ਜ਼ਿੰਮੇਵਾਰੀ ਨਾਲ ਕਹਿ ਸਕਦਾ ਹਾਂ ਕਿ ਹੁਣ ਪੰਜਾਬ ਦੀ ਆਬੋ-ਹਵਾ ਬਦਲ ਚੁੱਕੀ ਹੈ ਜਿੱਥੇ ਨਿਰਾਸ਼ਾਵਾਦੀ ਨਹੀਂ ਸਗੋਂ ਆਸ਼ਾਵਾਦੀ ਗਤੀਵਿਧੀਆਂ ਹੋ ਰਹੀਆਂ ਹਨ। ਨੌਜਵਾਨਾਂ ਨੂੰ ਨਿਯੁਕਤੀ ਪੱਤਰ ਦੇਣ ਲਈ ਸਮਾਗਮ, ਨਵੇਂ ਸਕੂਲਾਂ ਅਤੇ ਹਸਪਤਾਲਾਂ ਸਮੇਤ ਵੱਡੇ ਪ੍ਰਾਜੈਕਟਾਂ ਦੇ ਉਦਘਾਟਨ, ਖੇਡਾਂ ਵਤਨ ਪੰਜਾਬ ਦੀਆਂ ਵਰਗੇ ਉਪਰਾਲੇ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ। ਹੁਣ ਹਰੇਕ ਪੰਜਾਬੀ ਮਾਣ ਨਾਲ ਕਹਿ ਸਕਦਾ ਹੈ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਉਸ ਦੇ ਭਲੇ ਲਈ ਦਿਨ-ਰਾਤ ਕੰਮ ਕਰ ਰਹੀ ਹੈ।”
ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਵਿਰੋਧੀਆਂ ਵੱਲੋਂ ਉਨ੍ਹਾਂ ਦੀ ਕੀਤੀ ਜਾ ਰਹੀ ਅਲੋਚਨਾ ਬਾਰੇ ਵਿਅੰਗ ਕਰਦਿਆਂ ਕਿਹਾ, “ਅਸਲ ਵਿੱਚ ਅਕਾਲੀਆਂ ਅਤੇ ਕਾਂਗਰਸੀਆਂ ਦੀ ਆਪਸ ਵਿੱਚ ਸਾਂਝ-ਭਿਆਲੀ ਸੀ ਜੋ ਵਾਰੋ-ਵਾਰੀ ਸੱਤਾ ਦਾ ਸੁਖ ਮਾਣਦੇ ਸਨ ਪਰ ਏਨਾ ਨੂੰ ਇਹ ਨਹੀਂ ਸੀ ਪਤਾ ਕਿ ਸੂਬੇ ਵਿੱਚ ਤੀਜੀ ਧਿਰ ਵੀ ਆ ਸਕਦੀ ਹੈ। ਹੁਣ ਪੰਜਾਬੀਆਂ ਨੇ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਸਰਕਾਰ ਬਣਾ ਕੇ ਇਨ੍ਹਾਂ ਨੂੰ ਸੱਤਾ ਤੋਂ ਲਾਂਭੇ ਕਰ ਦਿੱਤਾ।
ਹੁਣ ਜਦੋਂ ਸਰਕਾਰ ਲੋਕਾਂ ਦੀ ਭਲਾਈ ਲਈ ਵੱਡੇ ਫੈਸਲੇ ਲੈ ਰਹੀ ਹੈ ਤਾਂ ਬੁਖਲਾਹਟ ਵਿੱਚ ਆ ਕੇ ਵਿਰੋਧੀ ਨੇਤਾ ਬਿਨਾਂ ਵਜ੍ਹਾ ਨਿੰਦਿਆਂ ਕਰਨੀ ਸ਼ੁਰੂ ਕਰ ਦਿੰਦੇ ਹਨ। ਮੈਂ ਇਨ੍ਹਾਂ ਲੋਕਾਂ ਦੀ ਭੋਰਾ ਵੀ ਪ੍ਰਵਾਹ ਨਹੀਂ ਕਰਦਾ ਕਿਉਂਕਿ ਮੇਰਾ ਮਕਸਦ ਸਿਰਫ ਤੇ ਸਿਰਫ ਲੋਕਾਂ ਦੀ ਸੇਵਾ ਕਰਨਾ ਹੈ।”ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਅਕਾਲੀ ਨੇਤਾ ਹਰਸਿਮਰਤ ਬਾਦਲ, ਬਿਕਰਮ ਸਿੰਘ ਮਜੀਠੀਆ, ਅਤੇ ਕਾਂਗਰਸੀ ਲੀਡਰ ਪ੍ਰਤਾਪ ਸਿੰਘ ਬਾਜਵਾ, ਅਮਰਿੰਦਰ ਸਿੰਘ ਰਾਜਾ ਵੜਿੰਗ ਤੇ ਨਵਜੋਤ ਸਿੱਧੂ ਨੂੰ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਦੇ ਨਲਾਇਕ ਸਿਆਸਤਦਾਨ ਦੱਸਦਿਆਂ ਇਨ੍ਹਾਂ ਨੂੰ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਦੀ ਲਿਖਤੀ ਪ੍ਰੀਖਿਆ ਪਾਸ ਕਰਨ ਦੀ ਚੁਣੌਤੀ ਦਿੱਤੀ।
ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਨੇਤਾ ਕਾਨਵੈਂਟ ਸਕੂਲਾਂ ਤੋਂ ਪੜ੍ਹੇ ਹੋਏ ਹਨ ਜਿਸ ਕਰਕੇ ਇਹ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਦੀ ਪ੍ਰੀਖਿਆ ਪਾਸ ਹੀ ਨਹੀਂ ਕਰ ਸਕਦੇ। ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਜੇਕਰ ਉਹ ਇਨ੍ਹਾਂ ਲੀਡਰਾਂ ਨੂੰ ਸਵਾਲਾਂ ਦੇ ਜਵਾਬ ਵੀ ਦੱਸ ਦੇਣ ਤਾਂ ਵੀ ਉਹ ਉੱਤਰ ਸਹੀ ਨਹੀਂ ਲਿਖ ਸਕਦੇ। ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਵਿਧਾਇਕਾਂ ਦਾ ਜ਼ਿਕਰ ਕਰਦਿਆਂ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਵਿਚ 117 ਵਿਧਾਨ ਸਭਾ ਹਲਕਿਆਂ ਵਿੱਚੋਂ 92 ਵਿਧਾਇਕ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਜਿੱਤ ਕੇ ਆਏ ਹਨ ਜੋ ਸਧਾਰਨ ਘਰਾਂ ਨਾਲ ਸਬੰਧ ਰੱਖਦੇ ਹਨ।
ਇਨ੍ਹਾਂ 92 ਵਿਧਾਇਕਾਂ ਵਿੱਚੋਂ ਉਨ੍ਹਾਂ ਸਮੇਤ 82 ਵਿਧਾਇਕ ਪਹਿਲੀ ਵਾਰ ਵਿਧਾਇਕ ਬਣੇ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਾਡੀ ਪਾਰਟੀ ਵਿਚ ਲੋਕ ਸੇਵਾ ਪ੍ਰਤੀ ਸਮਰਪਣ ਭਾਵਨਾ ਨੂੰ ਯੋਗਤਾ ਮੰਨਿਆ ਜਾਂਦਾ ਹੈ ਜਦਕਿ ਵਿਰੋਧੀ ਪਾਰਟੀਆਂ ਵਿਚ ਪਰਿਵਾਰਵਾਦ ਤੇ ਨਿੱਜਪ੍ਰਸਤੀ ਨੂੰ ਤਰਜੀਹ ਦਿੱਤੀ ਜਾਂਦੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਾਡੇ ਵਿਧਾਇਕਾਂ ਵਿੱਚ ਡਾਕਟਰ, ਵਕੀਲ, ਸਮਾਜ ਸੇਵੀ ਅਤੇ ਹੋਰ ਖੇਤਰ ਦੀਆਂ ਸਤਿਕਾਰਤ ਸ਼ਖਸੀਅਤਾਂ ਸ਼ਾਮਲ ਹਨ।
ਕੇਂਦਰ ਸਰਕਾਰ ਵੱਲੋਂ ਪੰਜਾਬ ਦੇ ਫੰਡ ਰੋਕਣ ਦੀ ਸਖ਼ਤ ਅਲੋਚਨਾ ਕਰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਕੇਂਦਰ ਸਰਕਾਰ ਗੈਰ-ਭਾਜਪਾ ਸੂਬਾ ਸਰਕਾਰਾਂ ਨਾਲ ਨਫ਼ਰਤ ਅਤੇ ਵਿਤਕਰਾ ਕਰਦੀ ਹੈ ਜਿਸ ਕਰਕੇ ਪੰਜਾਬ ਵਾਂਗ ਦਿੱਲੀ, ਕੇਰਲਾ, ਪੱਛਮੀ ਬੰਗਾਲ, ਤਾਮਿਲਨਾਡੂ ਵਰਗੇ ਸੂਬੇ ਆਪਣੇ ਫੰਡ ਲੈਣ ਲਈ ਸੁਪਰੀਮ ਕੋਰਟ ਵਿੱਚ ਜਾਣ ਲਈ ਮਜੂਬਰ ਹਨ। ਇਸ ਮੌਕੇ ਸਿਹਤ ਤੇ ਪਰਿਵਾਰ ਭਲਾਈ ਮੰਤਰੀ ਡਾਕਟਰ ਬਲਬੀਰ ਸਿੰਘ ਅਤੇ ਸੱਭਿਆਚਾਰਕ ਮਾਮਲਿਆਂ ਤੇ ਸੈਰ-ਸਪਾਟਾ ਮੰਤਰੀ ਅਨਮੋਲ ਗਗਨ ਮਾਨ ਵੀ ਹਾਜ਼ਰ ਸਨ।
