DC Kishtwar reviews performance under District Capex Budget 2022-23, ABDP

Asks Officers to improve performance indicators under ABDP, seeks 100 percent shifting to online services mode

Deputy Commissioner (DC) Kishtwar Dr Devansh Yadav today chaired a meeting of District Officers here at conference Hall DC Office Complex to review the progress of works under the District Development Capex budget-2022-23 and implementation of Aspirational Block Developmental Programme and Online Services in the district.

The meeting was attended by Joint Director Planning, Mohd Iqbal; GM DIC, Mohd Ashraf; ACD, Atul Dutt Sharma; DPO, Sunil Bhutyal; PO ICDS, Dr Rishi Kumar Sharma; CMO,CEO ,DYSSO , ExEns REW,PWD and BDOs.

At the outset, JD-Planning informed that 2519 works have been approved under District Capex for financial year 2022-23 and around 2200 have been taken-up and are at different stages of execution.

The DC took sector wise review of Physical and financial progress of works, He sought details  about the number and status of works taken up under RDD,PWD, Education, YS&S, Health and other sectors under District Capex.

He directed the officers to achieve the cent percent completion of targeted works and ensure full expenditure of the released funds . He also directed SDMs, District Officers, BDOs and ExEns to personally monitor the quality and progress of all allotted works.

Expressing  dissatisfaction at the slow pace of work in the education, Jal Shakti and RDD sector, the DC  directed  the concerned district/sectoral officers to put in best  efforts for full utilization of funds released so far under different schemes.

All the indenting departments were asked to ensure cent percent utilization of released  funds  on alloted works by December 31 of 2022. He further emphasised on adhering to finance department directions and GFR-2017, provisions to ensure performance security is taken as per norms and work allotments expedited.

Special thrust was laid on the billing of the completed works besides the concerned officers were directed to commensurate the financial expenditure according to physical targets achieved.

The Deputy Commissioner also took a detailed review of the sector wise activities being carried out by the concerned Departments in Marwah & Warwan Blocks of Kishtwar District under Aspirational Block Development Programme (ABDP). 

He asked the concerned officers to enhance the performance indicators covering various aspects including Poverty, Health & Nutrition Education and Basic Infrastructure development of the concerned Block.

He said the Aspirational Block Development Programme was a timeline based programme and requires execution of all activities at a fast pace to ensure expeditious improvement in the Socio-Economic status of most backward Blocks.

While reviewing the status of implementation of online services, he sought complete switch over of 178 services of 23 departments to online mode in consonance to the realization of targets under developmental deliverables rolled out by the Jammu and Kashmir Government.

He further exhorted upon the District officers to create mass awareness about the online services so that the people take the benefit of the same.
