With an aim to give shape to the Gram Panchayat Development Plan (GPDP) 2023-24, a Special and Mega Gram Sabha was held today here at the Cherhar village of the Panchayat Poochal-B2.During the Jan Abhiyan campaign, Gram Panchayat Development Plan 2023-24 was discussed and finalised. District Development Commissioner, Dr Devansh Yadav presided over the proceedings of  the Gram Sabha.

Besides, BDC chairman, Kishtwar Suresh Sharma, DDC member Kishtwar Zakir Hussain Batt, ACP Zakir Hussain Wani, ACD Atul Dutt Sharma and DPO Sunil Bhutyal, besides other District Officers, representatives of CSCs, PRIs and locals were present in gram Sabha.

During the programme, Block Development Officer Kishtwar Sheetal Sharma presented  the proposed Gram Panchayat Development Plan 2023-24 before the Officers, PRIs and locals.Thereafter, threadbare discussion was held on various proposed works incorporated in the plan  to give the same a  final shape.

Meanwhile, BDC Chairman Kishtwar, DDC member Kishtwar, Local PRIs also highlighted their grievances and demands before the DDC Kishtwar.The DDC Kishtwar gave a patient hearing to their grievances/demands and assured for time bound redressal of the same.

Speaking on the occasion, the DDC asked the officers of   line departments to ensure their presence in Gram Sabhas. He further stressed that the plan shall be formulated and finalised in accordance with the prescribed guidelines.

He also exhorted upon the Department of Rural Development and Panchayati Raj to involve PRIs and Gram Sabha members while formulating the plans so that the effective and foolproof plan is formulated in each panchayat.

He said that a three tier system of panchayati Raj Institutions has been rolled out to ensure the equitable development of rural areas. He further added  that positive public Participation can play an effective role  in the equitable and sustainable development of all areas.

In this regard he informed that  Panchayat Diwas shall also be conducted in coming days in each panchayat to monitor the implementation of various developmental and beneficiary oriented  schemes at grass root level.

District Development Commissioner appealed to the masses to participate in the ongoing Jan Abhiyan, programme from 15th-26th Oct 2022 which is a pre- Back to village edition 4 initiative and make it a grand success in the district.

While laying special thrust on implementation of Solid Waste Management and Swachhata Hi Sewa campaign in panchayats, he stressed upon the common masses to co-operate with the Gram Sabha to realize the objective to make Panchayats clean and single use Plastic free.

ACP, Zakir Hussain Wani and ACD, Atul Dutt Sharma also threw light on the ongoing Jan Abhiyan, programme besides giving a detailed resume of activities to be carried out in the upcoming Back to village edition 4 programme in the district.

During the gram sabha   the district officers educated the people about various welfare schemes pertaining to their Departments.ALC Kishtwar Amit Kumar appealed to the left out un-organized workers of the panchayat to get themselves registered on the e-shram portal. 

He also threw light on the various Self Employment schemes under the Mission youth scheme rolled out by Lieutenant Governor UT of Jammu and Kashmir.Meanwhile, Chief Medical Officer, Dr Chander Prakash appealed to PRIs and people to co-ordinate with VLEs and CSC operators to ensure the enrollment of left out beneficiaries under Ayushman Bharat scheme.

Sheep Husbandry, Animal Husbandry and Horticulture and Agriculture Departments also enlightened the masses about various schemes meant for doubling the income of farmers and orchardists.AEE, JPDCL Sudhir Sharma, while speaking on the occasion, threw light on the Amnesty scheme of Power Development Corp. Ltd. and asked the people to avail the opportunity.

Later, the DDC Kishtwar inspected Chirhar-Banzwar road where local PRIs and people apprised him about various issues including water logging issue at Shail Gad, Cherhar. The DDC assured them that their issues will be resolved in a time bound manner. 

He also visited Government Polytechnic College Kishtwar. En-route, DDC Kishtwar also inspected the GHS Cherhar and took stock of the infrastructure facilities available in the school. He asked the concerned to plug the infrastructure Development gaps by taking the issues with the concerned District Head. 

Earlier, online relay of "Awam ki Awaz"  programme of Lieutenant Governor UT J&K was also facilitated by the Department of Information & Public Relation through a public address system for the people present in the Gram Sabha.
