District Magistrate permits new set of activities in view of Lockdown 4.0

The District Magistrate, Girish Dayalan in exercise of powers conferred under section 144 of Cr.PC has permitted new set of activities in view of the lockdown 4.0.The schools, colleges and other educational institutions and coaching institutes shall remain closed but online distance learning shall continue to be permitted and shall be encouraged. Hotels, Restaurants (dine in), and other hospitality services, other than those used by the State Government for housing health, police, government officials, healthcare workers, stranded persons including tourists and for quarantine etc.,  shall remain closed. All cinema halls, shopping malls, shopping complexes, gymnasiums, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls and similar places shall also remain closed. Similarly, all social, political, sports, cultural, religious functions and similar gatherings shall be prohibited and all religious places and places of worship shall remain closed for public. Religious congregations are strictly prohibited. The night curfew would be in place between 7 pm to 7 am and the movement of individuals for all the non essential activities shall remain strictly prohibited. The movement would be allowed between 7 am to 7 pm without passes without passes for permitted activities like shopping, going to office and work place. Non essential travel shall be avoided. Also, the persons above 65 years of age, persons with co-morbidity, pregnant women, and children below 10 years of age shall stay at home except for essential requirements and health purposes. The all types of goods/cargo carriers shall be allowed 24x7 including empty trucks and the movement of medical professionals, nurses, para medical staff, sanitation staff, ambulances and others on essential/emergency duty/covid-19 duty including police, magistrates, fire, electricity etc. Shall be allowed 24x7. The 4 wheelers, 2 wheelers, taxis, cab aggregators, bicycles, rickshaws, and auto rickshaws shall be allowed between 7 am to 7 pm but on the condition that the 4/3 wheelers would have a maximum capacity of 2 persons plus driver and the Two wheelers should be without a pillion rider. The car pooling/sharing by the taxi/cab aggregator shall not be allowed and compliance with the SoP of the State Transport Department would be a must. 

The shops shall remain open from 7 am - 6 pm but this shall not apply to shopping malls, shopping complexes. All shops in the rural areas shall open and also all those in the urban areas but on a staggered rotational basis (odd/even) so that 50 percent shops are open on any day. The restaurants and eateries can open but only for home delivery and take away but no dine in. Both management and customer shall be held responsible for violation. Shops offering services such as saloons, barber shops, spas etc. Shall be allowed to open subject to compliance of SoP issued by the State Health Department. The services provided by the self employed persons such as electricians, plumbers, IT repairs shall be allowed. The shops dealing in essential goods such as food, groceries, milk, medicines, restaurants/eateries for home delivery and take away, liquor vends and workshops/service centres for automobiles shall be exempted from staggered rotation.Besides, E-commerce shall be permitted for all goods, industries and industrial establishments of all categories are allowed to operate in both the rural and urban areas along with all construction activities, agricultural, horticultural, animal husbandry and veterinary services are also allowed without any restrictions. The sports complexes and stadiums are allowed to open without spectators but subject to compliance of Standard Operating Procedures (SoP)/directions of the State Sports Department. The Government and Private offices are allowed to open without any separate permission but in order to avoid crowding, 50 percent staff shall be called at any given time. This would not apply to Central and State Government offices dealing with emergency/essential/covid19 duties. The offices shall adhere to social distancing for all activities. Work from home shall be encouraged by all the heads of the offices. The social distancing of minimum 6 feet distance and wearing of the masks by all persons in the public places shall be mandatory including the work places.These orders would not apply to containment areas. Any violations shall invite criminal proceedings under the relevant provisions of the Disaster Management Act, 2005 and the Indian Penal Code, 1860.
