SC entrepreneurship empowerment forum under the leadership of Rajesh Bagha today handed over memorandum to Governor of Punjab. The memorandum is addressed to the President of India whereby it has been requested that the budget which is earmarked in proportion to the population of Scheduled casts and scheduled tribes must be spent on the welfare activities of the SC and scheduled tribes. It was disclosed by Mr. Rajest Bagha,former chairman of Punjab State Scheduled Castes Commission and presently Chief Advisor of the SC entrepreneurship empowerment forum {SEEF}. He said that it can only be ensured if the Punjab Government and Union Government pass the SC Sub Plan and ST Sub Plan at the earliest. He said that SEEF has also found that the Government never earmarked the budget for the welfare of these SCs and STs Communities in proportion to their population and never this budget is fully utilized. He said that Governments don’t have concrete policy for the overall welfare of these backward communities and most of the times governments out of its callous administrative outlook towards these communities misappropriate the budget earmarked for SC and BCs and spend it for non SC & ST communities. Mr. Bagha said that to check this malpractice it is need of the hour that SC Sub Plan and ST Sub Plan must be passed at the earliest so as to bring all the culprits who misuse the funds meant for the welfare of SC and BCs into the books. The memorandum which has been today submitted to the Governor is signed by more than 10 lakh citizens of the state. Mr. Bagha said the Forum would also hand over this memorandum to the President in the near future. Besides Mr. Rajesh Bagha, the delegation which handed over the memorandum to the Governor Punjab included Jeewan Singh, Manjit Bali, Prem Pal Damoli, Bhupinder Kumar, Manjit Singh Buttar, Gurcharan Laddi, Sarabjit Singh, Piyare Lal,Santokh Singh Gumtala, Bagga Singh, Kapoor Chand Thapar, Vijay Sehgal, Advocate S Bagi, Prof. Akshey and Rumesh Chander. Rajesh Bagha led the delegation.
