Rs. 80,000 cr PM’s Package meant for overall development of state: Haseeb Drabu

Minister for Finance, Dr. Haseeb A. Drabu today informed the House that Prime Minister’s Special Package of Rs. 80,000 crore was announced for the State for overall development and it cannot be confined to any area, district, region or divisions in particular.Replying to a question by Mr. Nawang Rigzin Jora, the Minister said that under the package, Rs. 900 crore would be spent for stepping up of support under creation of infrastructure in district hospitals, sub-district hospitals and PHCs over 5 years. He said that Rs. 200 crore is meant for sports development in the state, Rs. 1200 crore for September 2014 flood assistance for completely damaged/severely damaged/ partially damaged houses-approx 73, 000 kucha houses and 1, 58,000 for pucca houses.

The Minister said that Rs. 2000 crore would be spent on permanent restoration of damaged infrastructure, Rs. 800 crore on interest subvention on assistance for restoration of livelihood for traders / self employed / business establishments, etc, Rs. 500 crore would be spent on restoration of damaged horticulture areas and development of horticulture in J&K, Rs. 3790 crore for distribution of special assistance for augmentation of infrastructure for distribution systems including capital cities, tourist destinations, Rs. 195 crore would be spent for price escalation under PMRP, Rs. 105 crore for distribution of advance technology interventions, smart grids and smart meters, Rs. 250 crore for two Solar pilot projects of 20 MW each in Leh and Kargil, Rs. 100 crore for solar off-grid Home System / Street lights, Rs. 2000 small hydro-preparation of DPRs and implementations / installations of SHP projects, Rs. 2000  crore Development of Tourism in the State, Rs. 100 crore for construction of Government tourist assets in lieu of damaged / destroyed assets, Rs. 141 crore for 12 development authorities, 3 tourist circuits, setting up of 50 tourist villages proposed under PMRP 2004 and conservation of Wular lake.

The Minister said that Rs. 744 crore would be spend under AMRUT, Rs. 500 crore for Smart Cities Mission, Rs. 193 crore under Swachh Bharat Mission, Rs. 163 crore would be spent for Balance Central share liability of ongoing JNNURM projects for the State of Jammu & Kashmir. He said that Rs. 1080 crore would be spent on providing State Government jobs to additional 3000 Kashmiri Migrants (salary to be reimbursed by the centre for 10 years @ Rs. 30, 000 per month), Rs. 920 crore would be spent for construction of 6000 transit accommodations in the Kashmir valley, Rs. 500 crore for High end security and law order system in J&K, Rs. 2000 for rehabilitation package for one time settlement of 36384 families from POK and Chhamb DPs, Rs. 13 crore for rehabilitation package for Jammu migrants, Rs. 300 crore for establishment of 5 IR Battalion, Rs. 50 crore for undertaking the Pashmina Promotion Programme, Rs. 1350 crore for 90% grant portion of World Bank Assistance for Jhelum-Tawi Flood reconstruction project, Rs. 566 crore for counterpart funding-ADB-II, Rs. 273 crore for rehabilitation of Dal-Nageen Lake, Rs. 9 crore for construction of cold storage facilities at Leh and Kargil, Rs. 20 crore for 50% subsidy support for setting up solar driers, Rs. 450 crore for enhanced rate of remuneration to SPOs from Rs. 3,000 p.m to Rs. 6,000 p.m.

The Minister said that Rs. 50 crore would be spent for additional girls hostel in Higher Education Institutions, Rs. 712 crore for EAP project of J&K urban sector development investment programme, Rs. 280 crore for Plan for comprehensive Flood Management of River Jhelum & its tributaries, Rs.  1178 crore for Plan for comprehensive flood management of River Jhelum and its tributaries,The Minister said that Rs. 4000 crore would be spent on creation of two AIIMS for health care in capital cities of J&K, Rs. 1000 crore for establishment of IIM Jammu (with possibility of out campus in valley), Rs. 1000 crore for IIT at Jammu while as  100 crore for modernization of NIT Srinagar, Rs. 250 crore for stepping up efforts under HIMAYAT scheme, 1,00,000 youth to be trained in self employment through placement linked scheme over 5 year, Rs. 1860 crore for construction of Semi Ring Road in Srinagar, Rs 1400 crore for construction of Semi Ring Road in Jammu, Rs. 2700 crore for projects proposed to be taken up under Bharat Mala for Length of about 105 Kms covered under tourist connectivity, Rs. 130 crore for construction of double lane and Batote-Kishtwar-Sinthanpass- Anantnag (NH-IB, now NH-244), Rs. 1800 crore for Srinagar-Shopian-Quazigund (2-Lane PS+Major Bridges), Rs. 5100 crore for Jammu-Akhnoor-Poonch (2 Lane PS/4 Lane), Rs. 2100 crore for Chennani-Sudhmahadev-Goha including 3.0 km long tunnel (2 Lane PS), Rs. 4153 crore for Pakal Dul project subject to environmental clearance.

The Minister said that Rs. 150 crore would be spent for relocation of 2016 Transit Camp, Rs. 57 crore for Special Repairs to roads, buildings and within BB Cantt Kalai Bridge on River Punch, Sukhato Bridge, Bridge on NH 144A at Km. 150.50, Rs. 9090 crore for construction of Zojila  Tunnel, Rs. 4200 crore for Kargil-Zanskar (2-Lane PS + Major Bridges), Rs. 5000 crore for construction of tunnels at Lachulunga pass and Taglang pass (Manali-Leh Section), Rs. 735 core for 4-laning Srinagar-Banihal Section of NH-1A, Rs. 1386 crore for 4-Laning Quazigund-Banihal Section of NH-1A. Rs.781 crore for 4-Laning of Chenani-Nashri Section of NH-1A, Rs. 83 crore for 4-Laning of Jammu-Udhampur Section of NH- 1A, Rs. 2137 crore for Udhampur-Ramban, Rs. 2169 for Ramban - Banihal, Rs. 1707 crore for Nimu Padam Darcha for completion of pending projects under PMRP-2004, Rs. 233 crore for Upgrading Srinagar-Uri-LOC Road and double-Laning of Srinagar-Leh road via Kargil and Uri-Kaman post (LOC) and Rs. 1115 crore would be spent for Srinagar Leh 200 KV Transmission Line.
