Altaf Bukhari reviews functioning of JKPCC

Says timely completion of projects should be Corporation’s motive

Underlining the need for running the Corporation on professional lines to increase its profitability, the Minister for R&B, Gardens, Parks and Floriculture, Syed Mohammad Altaf Bukhari has said that good performers will be encouraged while non-performing ones will have to go. He said timely completion of projects should be the motive of the Jammu and Kashmir Projects Construction Corporation (JKPCC).This was stated by the Minister while reviewing the working of J&K Projects Construction Corporation (JKPCC) here at an officer meeting today.Development Commissioner Works, Syed Tehsin Mustafa, Chief Engineer R&B, Kashmir, SK Razdan, Managing Director, JKPCC, PL Bushan besides district Unit Heads of the Corporation were present in the meeting.

The Minister asked officers to change the working culture in the organization in order to turn the Corporation a profit venture.  He said the continuity of the unit will depend on its performance and profitability.Stressing for ensuing timely completion of the projects, Syed Altaf said that need is to check the tendency of cost escalation of the projects. He asked the authorities to take up only those projects which have no funds problem besides keeping in account human resource capacity of the Corporation.Underlining the need for putting in place an effective recovery system, the Minister asked MD to assign the work to one of his officers to ensure consistency inflow of funds, which is the primary requirement of the every business unit. Asking for improving technical capability of officials working in the Corporation, the Minister said that JKPCC should get the projects on its merit and reputation. He said the performance of units would be reviewed individually to see how much profit the unit is generating.

Syed Altaf asked the authorities to expand the ambit of the Corporation and increase the base of contractors to reduce the monopoly of the contractors in allotment of works. He said more contractors means tough competition which is best for the welfare of the Corporation.Earlier while giving the details of the ongoing projects of the Corporation, the Manging Director informed that work in pace on 267 projects costing Rs. 2521 crore. He said Rs. 1360 crore stands expended so far on these projects while Corporation has received Rs. 1342 crore from the Government so far for completion of these projects. He said several projects are expected to be completed this year while completion of certain projects depends on provision of funds from the concerned department.
