Chief Secretary chairs 1st Meeting of SEC of DAY-NULM

Chief Secretary, B B Vyas Tuesday chaired the 1st meeting of the State Executive Committee of Deendayal Antyodaya-National Urban Livelihood Mission (DAY-NULM) to review the progress of implementation of the mission.The Centrally Sponsored Scheme seeks to enhance the employment opportunities and incomes of the urban poor through skill development and training, setting up of individual and group micro-enterprises, formation of Self-Help Groups, building shelters for homeless, supporting street vendors in creating infrastructure, innovative support to rag pickers, differently abled etc.The Committee was informed that under ‘Employment through Skill Training and Placement’ component of DAY-NULM, against the target of 6000 candidates, 1600 candidates have been imparted training in different skills through the 87 empanelled institutes. Chief Secretary emphasised on providing training in such skills that have higher employability potential in the job market particularly those linked to infrasture-development sector.Under the ‘Social Mobilisation and Institution Development’ through formation of Self-Help Groups (SGHs), against the target of 480 SHGs, 440 SHGs have been financially assisted. 

Under the ‘Social Employment Programme (SEP)’ which provides financial assistance to individual/groups with a ceiling of Rs 2 Lakh for individual enterprises and Rs 10 Lakh for  Group enterprises, against the target of 10,000 individuals (SEP-I), 3626 individuals were sponsored and disbursements in case of 698 have been made. Besides, under SEP-Groups, against the target of 400 Groups 24 have been sponsored and disbursements in case of 13 have been made.  Chief Secretary stressed upon all the financial institutions and line Departments to gear up the progress, and ensure completion of targets within the fixed time lines.  Under the component ‘Shelter for Urban Homeless (SUH), in the 1st phase, work on five all weather shelter sheds is under progress at Kupwara, Anantnag, Jammu, Kathua and Reasi districts with an estimated cost of Rs 510.73 Lakhs . All District Urban Development Agencies have been asked to identify land for the purpose.The Committee also reviewed the progress of the component ‘Support to Urban Street Vendors. It was informed that 5976 I-cards have been distributed to various street vendors till date.
