New Delhi , 20 Aug 2015

A delegation of IPS officers today held a meeting with Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh and discussed with him some of their long pending grievances, particularly relating to seniority issues. One of the grievances put forward by the delegation was that even though DoPT had recently cleared the empanelments and promotions of direct recruit IPS officers of different states, the officers, who had been inducted into IPS from State Police cadres from time to time, were still not getting a fair deal.

Through a representation to the Minister, they sought to draw the attention of the Minister to the IPS (Regulation of Seniority Rule) wherein, for an inducted officer, one year was given for every three years of service. However, according to them, from April 2012, the rule was changed and this period of three years was changed to four years and made applicable retrospectively, as a result of which even though approximately 200 police officers across the country had been inducted into IPS before the rule was passed, yet they were to lose the period of seniority compared to their counterparts which adversely affects their promotional prospects. The officers also discussed some of their other grievances pertaining to promotion, pay emoluments, etc.
