Reasi , 30 Jul 2015

The Divisional Commissioner, Jammu Dr. Pawan Kotwal today inspected the functioning of Single Window System in Reasi. The system which was launched 5 months ago provides various public services and redress of grievances of the applicants approaching the office of Deputy Commissioner, Reasi. The initiative towards responsive administration taken by the Deputy Commissioner, Sushma Chauhan has reduced the time consumed by the applicants who seek services and also provides for efficient utilization of the human resource. In this single window system one has to merely file an application in the specified window in the office of the Deputy Commissioner and get a receipt which specifies the time period within which said service would be made available to the applicant.

Briefing about the working, Sushma Chauhan said that with the single window system the implementation of Public Service Guarantee Act has also received new fillip, as the applications which are received in the office of the Deputy Commissioner Reasi are immediately scanned and forwarded online to the concerned offices, thereby minimizing the delay caused in the transit of such applications from one office to another. She further added that in case there is any delay in providing the service to the public within the stipulated time period mentioned on the receipt given to them, the cognizance of case is suo-moto taken by the 1st Appellate Authority under Jammu & Kashmir Public Service Guarantee Act which in most of the cases is either the Deputy Commissioner, Additional Deputy Commissioner or the concerned District Officers. Besides this, a pilot study is also being conducted to analyse the trends to ascertain the kind of service or the nature of grievance of public for which the public has to knock the doors of Deputy Commissioner frequently for redress of their grievances. This mechanism would in turn provide proper feedback required for taking corrective measures in bringing the efficiency in the public service delivery system. It is also highly appreciable that this Single Window System is made functional through internal arrangement from the existing human resources available with the Deputy Commissioner Reasi and thus utilizing their potential to the optimum level. The Divisional Commissioner, Jammu Dr. Pawan Kotwal appreciated the steps taken by the District Administration and hoped that this step would go a long way in bringing transparency and accountability in the public administration. He further stressed that other Districts should also try to emulate this step and also think of finding more such innovative ideas for improving public service delivery.
