Security withdrawal case:Kewal Sharma senses threat from militants

In the much publicized writ petition filed by Prof. S.K. Bhalla seeking initiation of disciplinary proceedings and withdrawal of security cover from Kewal Krishan Sharma the then Additional PRO to then Deputy Chief Minister Tara Chand and also highlighting accumulation of assets disproportionate to the known sources of income has taken a new turn when Kewal Krishan Sharma filed his response in the State High Court pursuant to the directions issued by the State High Court on April, 27, 2015.In the response filed by Ex-Additional PRO to then Dy.CM Tara Chand through Advocates Ajay Vaid and Gagan Kohli, a complete U-turn has been taken by the Ex-PRO as he has alleged threat to his life from militants, subversive elements and criminals and totally denied any threat or intimidation from the Ex-Deputy Chief Minister Tara Chand. In the response it is further stated that he and his family members are living under the shadow of fear of death or physical harm as the State has withdrawn the security cover under the fear of litigation filed by Prof. S.K. Bhalla in the State High Court. K.K. Sharma has denied to be a blue eyed person of the then Deputy Chief Minister and has also denied of running a transfer Industry in the Education Department.

On the other hand Raj Kumari Sharma W/o Kewal Krishan Sharma on July, 26, 2013 lodged a written report in Police Post Pouni Chak (Talab Tillo), Jammu vide Daily Diary Report No.24 that her husband who is working as PRO with the Dy.CM J&K has telephonically informed her that Dy.CM J&K (Tara Chand) is annoyed with her husband on some unknown reason and there is every apprehension that Dy.CM may eliminate her husband through someone. This astonishing revelation was made by the Police Headquarters, J&K in an affidavit filed by Mukesh Singh (IPS) Inspector General of Police (Personnel) pursuant to High Court order dated March, 20, 2015.

The Police Headquarters  according  to CNS in yet another affidavit filed through IGP (Personnel) PHQ disclosed that pursuant to the complaint lodged by Smt. Raj Kumari Sharma the then Senior Superintendent of Police, Jammu  Atul Goel (IPS) vide order No.2031 of 2013 dated 07-08-2013 transferred two police officials namely Sgct. Ghulam Qadir No.1176/J EXJ-956535 & Ct. Kewal Singh No.1563/J, EXJ-996067 from Police Station Pacca Danga, Jammu to DPL Jammu for their further attachment as PSOs with Kewal Sharma. Not only this on July, 27, 2013 on the verbal directions of the then SSP, Jammu (Atul Goel) a guard comprising of 04 (four) officials was deputed for the first time on July, 27, 2013 and the said guard was subsequently changed by supplementing with another guard comprising of four police officials and this continued upto October, 10, 2014 when on the verbal orders of then SSP Jammu (Sh. Uttam Chand) the guard was withdrawn. The PHQ in the affidavit further divulged that prior to the incident of July, 27, 2013 the then SSP Jammu (Sh. Anand Jain-IPS) on verbal orders deployed one PSO with Kewal Sharma and the said PSO was subsequently changed with another PSO over the period of time and this process of deployment continued upto October, 15, 2014. 

Justice Bansi Lal Bhat after hearing Advocate Sheikh Shakeel Ahmed with Advocates Rahul Raina and Irfaan Mohd. Khan appearing for the petitioner and Senior Advocate M.K. Bhardwaj with Advocate Ajay Vaid for Kewal Sharma and Deputy A.G. Parimoksh Seth appearing vice AAG Vishal Sharma observed that reply has been filed by respondent No.12 (Kewal Sharma) copy whereof has been furnished to Advocate S.S. Ahmed appearing for the petitioner and the Court looking into the seriousness of the issue directed the Registry to list this petition alongwith all connected Miscellaneous Petitions in the week commencing 3rd August, 2015 for further consideration.
