To do away with corruption from the Revenue department Punjab and provide transparent governance to the people of the state, the Revenue department has issued fresh guidelines regarding the tenure of service of the revenue officials dealing with the general public at the bottom level.Stating this here today, Bikram Singh Majithia, Revenue Minister Punjab reiterated Punjab government's resolve to provide corruption free and transparent governance to the public. He said that the time period for posting of the Patwaris, Kanoogos, registry clerks, readers and arms' license clerks has been fixed according to which their postings and transfers could be made within the scheduled time frame. Adding further he said that the Patwaris and Kanoogos would be posted for two years within the limits of Municipal Corporations, Municipal Councils and Nagar Panchayats. Besides this all those employees who have completed their two years of posting at the existing place would be immediately transferred as per the transfer norms fixed.The Minister also said that during the entire service, a Patwari and a Kanoogo could be posted in city areas only for six years that too for two years at a stretch having an essential gap of three years.He said that to reduce the disputes regarding the limits of Patwar and Kanoogo circle, it has been decided that while fixing the municipal limits if minute portion of any village land falls in the jurisdiction of municipal limits then the whole Patwar and Kanoogo circle would be counted under the city areas. Adding further he said that strict departmental action would be initiated against the employees with tainted service record and he would not be given any important posting in the city areas. Majithia also said that employees who have qualified the departmental examinations would be posted as registry clerks for one year. Clarifying further he said that if any employee could not be found eligible for the post of registry clerk then the posted employee would have to qualify the required departmental exam within 6 months of his posting. The employee posted as registry clerk would not be posted again on the same post before a minimum gap of three years, said Majithia. The readers appointed with revenue officers and arms' license clerks would also be included in the newly issued guidelines, he added. To ensure proper implementation of these guidelines in both letter and spirit, all the pisional Commissioners, Director Land Record and all Deputy Commissioners have been asked to send a detailed report to Financial Commissioner Revenue in this regard.
