Judicial proceedings of higher courts should be telecast live or webcast, Haryana Chief Minister Manohar Lal Khattar suggested on Sunday.Speaking at the joint conference of chief ministers and chief justices of high courts in New Delhi, Khattar said efforts should be made to facilitate proceedings of high courts in Hindi in Hindi-speaking states, and in regional languages in non-Hindi-speaking states. He said judgments could be recorded in English until alternate arrangement are in place. The chief minister demanded a separate high court for Haryana, a proposal which is pending with the central government. Presently, the Punjab and Haryana High Court in Chandigarh caters to both states. He said article 214 of the Constitution provided for a high court for each state."We are of the view that a separate high court for Haryana can very conveniently be set up on the premises of the Punjab and Haryana High Court by bifurcating the building, staff and other infrastructure on the same lines as was done in the case of the legislative assembly and the civil secretariat," Khattar said.He pointed out that separate high courts had been set up in recent years for the northeastern states.Khattar also demanded equal representation for Haryana on the existing bench of the Punjab and Haryana High Court.Punjab and Haryana presently have representation in 60:40 ratio in the high court.
