Ensure dewatering of all water logged and low lying areas of city so that people do not face any inconvenience on this count.This direction was given by the Minister for PWD, Altaf Ahmad Bukhari here Monday while undertaking an extensive tour of the city.The Minister accompanied by the high officials visited Khanyar, Zadibal, Eidgah, Darish Kadal to review the ongoing beautification of Dastgeer Sahib (RA) Shrine, Aali Masjid and Imam Bargah, Zadibal. He also inspected the dewatering station at Darish Kadal and urged the officials to work with dedication to ensure quality service delivery.

The Minister also visited SKIMS, Soura and interacted with Director of the Institution. He sought information about swine flu impact and asked the hospital administration to provide every medicare facility to such patients.Later, Bukhari visited flood devastated Jawahar Nagar and Raj Bagh areas and interacted with the local and enquired about the problems being faced by them. He assured them that their problems would be resolved on priority.The Minister was accompanied by the Deputy Commissioner, Srinagar, Chief Engineers of PHE, R&B, PDD, Mechanical Engineering Department, PMGSY, Commissioner SMC, SP Traffic and other senior officers of the district. Expressing surprise over the bizarre stand of the Congress party on release of separatist leader Masarat Alam, the People’s Democratic Party (PDP) Rajya Sabha MP Fayaz Ahmad Mir today reminded the “Grand Old Party” about the release of several incarcerated separatist and political leaders including Hurriyat (G) leader, Syed Ali Shah Geelani, in 2002, when it formed a coalition Government with PDP in the State.In a statement to KNS, Fayaz said the Congress is getting old with age and forgetting things in a hurry. The Congress today created ruckus in both Houses of the Parliament on release of Alam.    

In a hard-hitting speech in Rajya Sabha today, Fayaz targeted Ghulam Nabi Azad, former Chief Minister of J&K and Leader of the Opposition in the Rajya Sabha, on Congress’s stand on release of Masarat Alam. He reiterated PDP’s position on its policy of reconciliation and reaching out to all sections of the society to embed lasting peace, prosperity and development in the State.

Accusing the Congress of changing colours like chameleon for petty political and electoral gains by taking diametrically opposite stands on several political issues in the State, the PDP MP asked Azad to recall and clarify his statement on return of mortal remains of Afzal Guru, which seemed to be a bait he threw in lieu for securing his Rajya Sabha seat. “Did you not say that the Government of India erred on not returning the mortal remains of Afzal Guru after he was hanged and buried inside Tihar Jail or was it a move to secure your waning political  stature in the State,” he asked Azad.In a separate statement, the Rajya Sabha MP, said that the coalition Government under the Agenda of Alliance is mandated to facilitate and help initiate a sustained and meaningful dialogue with all internal stakeholders, which include all political groups irrespective of their ideological views and preferences.Fayaz said the PDP shall continue its policy of reconciliation and healing touch that it initiated in 2002 when it first formed the Government in the State, ironically with the Congress when several historical and path-breaking steps were taken to win back the confidence of the people. Lal Bazar locals cry foul over erratic power supply

    Said despite meters, non- metered power supplied to them in a deliberate attempt

The residents of the Lal Bazar Srinagar while urging the new government to take measures for rectifying the power woes faced by them since years said that deliberate attempts are being made to harass the locals amid chilling winter months.Scores of locals told KNS that the concerned AEE of the power department stationed in Bagh-e-Ali Mardan Khan is pushing the people to wall without paying any heed to their repeated requests for the better power supplies.Locals said that they time and again approached the concerned AEE so that there would be no more frequent power cuts and erratic power supplies to the Lal Bazar area but according people,, the AEE paid no heed to their requests and rather warned them of more disrupted power in future. “We requested him that the meters have been installed in our area for the last four years but the supply is as per non metered lines. 

This is injustice. We pay our bills in accordance to the meter but are given the erratic power supply,” locals said, adding that during the previous elections they didn’t vote for NC due to which such a treatment is given to them. “The officials here seem to be hand in glove with the NC leaders in the area. They give several reasons for erratic power cuts. Sometimes they say it is a the fault in the system and on the other day some other unacceptable reason,” aggrieved locals said, adding the PDD also give free hand t power thieves to  hook without any remorse.“You can see hooking here in a broad day light. There are no checks at all. Rather it is the PDD which provides wooden polls in peoples’ homes so that they could hook easily. All we want is the hassle free power and a metered supply. We request the chief engineer and power minister to take immediate measures for the same,” locals told KNS. (KNS)

Haq, Chander Parkash inspect IWMP Projects

Direct officers to ensure strict monitoring adherence to set timelines

Minister for Rural Development, Abdul Haq Khan has asked the officers to ensure strict adherence to the timelines set for the projects.According to a statement issued to KNS, the Minister said this after laying foundation stone of a water storage pond at village Badhori in Samba to be constructed at an estimated cost of Rs. 9.5 Lakh under the Integrated Watershed Management Programme (IWMP). Minister for Industries and Commerce, Chander Parkash, was also present during the inauguration ceremony besides District Development Commissioner Samba, Sheetal Nanda, Director Rural Development, Mr. Ghulam Nabi Balwan and other senior officers.

Later, while chairing a meeting with the officers of Rural Development Department, the Minster directed the Deputy Commissioner to monitor the ongoing works and ensure their quality. He emphasized on creating durable assets for sustainable development and enjoined upon the Panchayat representatives to extend their support in implementing the projects and also to keep a close vigil on the execution of the projects.Khan called for plugging the loopholes in the System and strengthening the service delivery mechanism making the system less cumbersome and more people friendly.

Speaking on the occasion, the Minister for Industries and Commerce, Mr. Chander Parkash said that government is committed towards ensuring holistic development of the State and innovative measures will be taken to fast track developmental initiatives.Later, the Minister for Rural Development, Mr. Abdul Haq Khan also inspected various ongoing projects in Block Barnoti in Kathua. He also paid a surprise visit to BDO office Hiranagar.The Minister also chaired a meeting with officers at Kathua wherein, District Development Commissioner Kathua Shahid Iqbal Choudhary gave a resume of the various developmental activities undertaken in the district and presented a detailed work report on MGNREGA.SSP Kathua and senior officers were present in the meeting.   FM Kick-Starts pre-budget consultation at Srinagar Simplifying and enability of business sector govt’s priority: Drabu

In connection with holding of first budget session of Mufti led dispensation by the J&K Legislative Assembly, Pre-Budget consultation was kick started by the Finance Minister, Dr. Haseeb Ahmad Drabu through detailed interaction with various trade and business associations and federations here today.

According to a statement issued to KNS, Principal Secretary Finance, B.B. Vyas, Commissioner Commercial Taxes, Zafar Ahmad, Additional Commissioner CT, Dr. Shamim Ahmad, Director Finance, Showkat Ajaz besides Deputy Commissioners and other officers were present on the occasion.Paying due ear to suggestions put forward by various Industries and Trade representatives, the Finance Minister assured them that their genuine demands and suggestions will be given due consideration while framing state budget. He said that holding of this interactive pre-budget consultation is aimed at acquiring knowledge and awareness about the problems confronting trade commerce and industry at grass root level.

Drabu said government will always appreciate stakeholders to come forward and appraise about the concessions which need to be given to business community for undertaking their trade smoothly, adding that members of trade industry should cooperate with the government in increasing the revenue component for the progress, development and prosperity of the state.The Minister said that simplifying business system and its policies will be among priorities of government and focused attention will be given to the growth of business sector by providing necessary support so that people associated with the trade commerce and industry shall get benefitted and to increase revenue component.He further said that the government is well cognized of problems of business class people and will left no stone unturned to provide breather to revive and restabilize the ailing economy enabling it to be back on track.

   Bukhari for speeding up work on dev projects Reviews functioning of R&B

To combat the situation arising due to recent snowfall in valley and to clear the major roads of snow, the Minister for Public Works Department, Mohammad Altaf Bukhari convened a high level meeting of concerned officers at Banquet Hall Srinagar Monday.According to a statement issued to KNS, the Minister was informed that snow has been cleared from all major and link roads of valley which have been completely restored for traffic.Reviewing the functioning of PWD, the Minister was informed through a power point presentation that the department has taken up 1735 developmental works in hand under state sector at an estimated cost of Rs. 373.54 crore out of which Rs. 151.50 crore have been released so far.

An amount of Rs. 128.03 crore have been expended on these projects upto ending February 2015. These works include construction of 688 roads and 230 bridges under state sector and 718 works were taken up under NABARD besides 99 other works in the state during current fiscal.The Minister also reviewed the progress of works under PMGSY and Mechanical Engineering through Power point Presentation. He urged the officers to speed up the work on these developmental works so that people get benefitted. He also directed the concerned to ensure use of quality material in developmental projects and redouble efforts for completing the projects within the target time frame.Bukhari directed the officers of the department not to leave their headquarters without prior permission and be prompt in service delivery.The Commissioner Secretary R&B, Chief Engineer and other officers of the department were present in the meeting. Kunan Poshpora case stayed in Supreme Court, “PDP’s healing touch”

Monday in the Division Bench of the Jammu and Kashmir High Court during the hearing of the Kunan Poshpora mass rape and torture case, the Additional Advocate General Riyaz Khan informed the Bench that all proceedings of the case have been stayed by the Supreme Court of India in an exparte order Monday. Effectively this means, investigation and the other issues in the ongoing writ petition in the High Court on the Kunan Poshpora matter are now seized of by the Supreme Court.According to a statement issued to KNS, this is for the first time, that the Kunan Poshpora matter was heard by the Supreme Court. Earlier the Single Bench of the Jammu and Kashmir High Court had stayed the investigations on Kunan Poshpora matter on the petition filed by the Indian army and now on the petition filed by the Jammu and Kashmir Government the Supreme Court too has stayed the investigation and the proceedings. On the next hearing the Counsel for survivors will appear in the Supreme Court and present the necessary arguments.

Amongst the very few cases which have so far gone to Supreme Court of India, this is one of the most high profile case. It is significant that the Jammu and Kashmir government has opposed the Kunan Poshpora case in the Supreme Court at a time when Mufti Mohammad Sayed is the Chief Minister in Jammu and Kashmir. This is a very big example of how pro-people and sensitive the present government is towards the human rights and the issues of justice of people of Jammu and Kashmir. The present People’s Democratic Party led government is sustaining the efforts of the previous governments led by National Conference, Congress or the Governor’s rule where in the only effort has been to inflict injustice on people and provide impunity to soldiers. 8th Regional Conference of CPI(M) Jammu was inaugurated by Mohammad Yousuf Tarigami, State Secretary of the Party and MLA at Jammu Monday. The delegate session was presided over by a presidium consisting of Sham Prakash Kesar, Om Prakash, and Kishore Kumar. Condolence resolution to pay tributes to the departed leaders, party activists and flood victims was moved by Sham Prasad Kesar.  The delegates condoled the untimely demise of Abdu Gani Hafiz, senior party leader.

In a statement issued to KNS, inaugurating the delegate session, Mohammad Yousuf Tarigami reminded that human emancipation is not possible unless exploitative system is put an end to.   Pro-rich and pro-corporate economic policies followed in most of the countries has made the life of the general masses miserable and helped the rich and corporate houses to earn and amass huge wealth at the cast of the poor and destitute people, he added.  It is imperative for the poor and working class to unitedly fight the menace of these regressive economic policies to get rid of this awkward situation.  While throwing light on the national scenario, he condemned efforts of the Sangh Parivar to divide the society on the name of religion by raising the issues of hatred which is bound to have negative impact on the unity of the nation, adding that the people of the country are dismayed over the performance of the Modi government for last 9 months as nothing on ground has changed despite getting votes on the slogan “Ache din Ayengay”. People continue to face unemployment, price rise, shortage of essential commodities, power cuts, retardation in industrial growth and lack of facilities in agriculture sector. Restoration of Article 370 to its original position with regional and sub-regional autonomy within that frame work is of paramount importance and in the best interest of the people of J&K which will lead to the unity in three distinct regions of the state, he added that all divisive slogans and machinations are anti people and born out of short sightedness as unity and not division can ensure speedy development.

After the inaugural address, the delegate session started with Sham Prasad Kesar Regional Secretary, presenting  the political-organizational report.  The report was adopted after through discussion.  Resolutions on commercialization and saffronization of education system, FDI in public sector undertakings, land acquisition Ordinance, price rise unemployment and air-lifting of stranded passengers from Jammu were unanimously passed in the conference.  An eleven member regional committee with Sham Prasad Kesar as Regional Secretary was elected in the conference.  The members of the committee are; Om Prakash, Kishsore Kumar, Banarasi Dass, Sohan Lal, Vikil Vaid,  Mohan Lal Raina, Seva Ram, Jagdesh Sharma, Muneer Wani and Ramesh Chand.          Naqash’s elder brother passes away

Muhammad Hassan Naqash elder brother of senior resistance leader and chairman Islamic Political Party-JK Muhamad Yousuf Naqash died here after brief illness at SKIMS, Soura.In a statement to KNS, according to party spokesperson, the elder brother of chairman Islamic Political Party-JK was admitted in SKIMS late last night in a critical condition after suffering from brain hemorrhage. Muhammad Hassan Naqash died today in the afternoon. People from all walks today visited SKIMS hospital and expressed solidarity with the bereaved family on this grief,” he added. (KNS)

Ruckus in Parliament over Masarat Alam's release ‘J&K govt did not consult Centre’: Modi

After ruckus in Parliament over Masarat Alam's release, Indian Prime Minister Narendra Damodar Modi Monday said that Jammu and Kashmir Government did not consult the Centre over the ‘srious’ issue.He informed Indian Parliament that the release from prison of 'hardline' separatist Masarat Alam in Jammu and Kashmir was unacceptable and the decision was taken without the central government's consent."I also lend my voice to the outrage on the release of the separatist. I assure the country that the Centre will not accept anything that challenges the country's unity," PM Modi said in the Lok Sabha."This outrage is not just one party's. This outrage is felt by the entire country," Modi asserted as the opposition attacked the ruling BJP for the decision taken by its ally in Jammu and Kashmir.

The opposition had earlier demanded PM Modi's response, questioning whether he was consulted."People like these can't be released without the government's support. Mufti Mohammad Sayeed must have consulted the Prime Minister as well," alleged the Congress' Mallikarjun Kharge in the Lok Sabha."Our government and our party will never compromise on national security. The Home Ministry has sought a report from the Jammu and Kashmir government," said Finance Minister Arun Jaitley in the Rajya Sabha.The Lok Sabha and Rajya Sabha saw repeated adjournments amid protests. Bahujan Samaj Party president Mayawati said that the entire country is criticising the J&K CM's decision to release Masarat Alam. Masarat Alam, who was repeatedly detained under the Public Safety Act for four years, was released from the Baramulla jail on Saturday night on the order of new chief minister Mufti Mohammad Sayeed of the Peoples Democratic Party. He was arrested in 2010 and is accused of fanning trouble during street protests in which over 100 people died in Kashmir.The PDP has made it clear that Masrat Alam has been released as part of its reconciliation effort and separatists cannot be engaged with or brought into the peace process if they continue in jail. Heavy snowfall disrupts life in Kashmir ‘Weather to remain dry to March 13’

The Srinagar-Jammu highway and the train service were closed till 4 pm on Monday as heavy snow fell across the Kashmir valley, cutting off the region from outside world once again.The highway, which connects the two capital cities of the state and is the only surface link with the Kashmir valley, was shut for all traffic once again as landslides triggered at various places along the route, a state Traffic Department official informed CNS.SP Traffic Rural Javid Iqbal Koul said that the vehicles stranded at Qazigund and other areas were allowed to ply for Jammu at around 4 in the evening. “We throw highway open from 4 to 7 in the evening and in case weather will improve, traffic will be allowed from Jammu to Srinagar on Tuesday,” he said.

The train service was also suspended  due to heavy snowfall, however the air-service did not get affected and according to airport authorities arrival and departure timings of flights remained the same.Heavy snowfall began across the Kashmir Valley on Sunday evening and continued throughout mid-night. The snowfall was received in all major towns and resorts of the region, including the city here. The snowfall also caused power shutdown across Kashmir.

“It was the most severe snowfall of the ongoing winter in the plains of the Kashmir valley and was caused by a fresh western disturbance, which began affecting the region from last week,” Director MeT Sonam Lotus told CNS.He informed that weather will remain dry for one week, however during the intervening night of March 13th and 14th, the higher reaches will get fresh rain and snowfall.Reports said that various structures were

At least 15 structures, including 14 houses were damaged in South Kahsmir’s Pulwama district due to heavy snowfall.The fresh snowfall led to cold conditions in the region and sharply brought down the day temperature..The 280-km Jammu-Srinagar highway remained closed due to the landslides at several places and accumulation of snow on road triggered by the incessant rainfall and snowfall since Sunday evening. The Batote-Kishtwar stretch of the Highway No 244 was also closed due to the landsides at several places.

The traffic police authorities had announced the suspension of one-way traffic from Jammu to Srinagar scheduled for Monday. According to the sources, the landslides had occurred at Nashri (Batote), Maggerkote, Panthial, Gangru, Hingni, Seri, Khooni Nallah in Ramban district and at Kheri in Udhampur and heavy snowfall near the Jawahar Tunnel since last night.A Border Road Organization official said that their men with heavy machinery had been busy in clearing the landslides at all the places on the Highway  but the sporadic falling stones and the incessant rain and snow had been hampering the road-clearing operation.      Newly created AUs grapple with lack of facilities ‘Even peons not available at Niabats’

The newly created Administrative Units (AUs) by previous National Conference-Congress government are grappling with lack of facilities and are functioning from rented buildings while niabats at many places have no required staff.“I am a first class magistrate and it is a shame for the government that the niabat I am heading not only lacks facilities but we don’t have even a peon here,” a Tehsildar told CNS adding that newly AUs were created for political benefits and now these have become a continuous source of nauisance for the officers who manage them.The Tehsildar who is heading one of the niabat’s in Srinagar city said that from past three months he has been requesting District administration to depute a peon but all his pleas and requests have gone to deaf ears. “What was the need for creating such units when you were not in a position to provide infrastructure and staff for such units,” he said.Another Tehsildar said that he along with his employees arranged mating and chairs for the office themselves. “Believe it or not but its true. Visitors have to make queue in a narrow corridor,” said a visitor outside Tehsil office Channapora. “At some of places,  Niabats are being run with the Naib Tehsildars, who have been given the additional charge and all these officials rue their fate for getting appointed in these niabats. “Earlier there used to be four peons at my disposal, now I have none. Government has even not provided a vehicle to me and the fact is that I have manage everything myself,” said a Tehsildar. Pertinently, in 2013 then government ordered creation of  659 new administrative units including 46 new Sub Divisions, 135 Tehsils, 177 blocks and 301 Niabats. (CNS)

              Patient care negligence, Lal Singh rebukes group of doctors

Patients and attendants were amused and visibly ecstatic when the Health Minister Lal Singh lashed out at SMHS faculty members including the Principal Government Medical College Srinagar for not taking good care of patients in the hospital. Inside sources told CNS that Health Minister arrived at SMHS hospital Srinagar at 8:30 during morning and took a group of doctors including Principal GMC Dr Rafiq Pampori to task for showing negligence in patient care.An employee at SMHS Hospital said that Lal Singh visited Trig ward where patients with heart ailment are taken care of of. This ward was set up before two years and a foundation stone with the name of GMC Principal Dr Rafiq Pampori is inscribed on it. Lal Singh after interacting with the patients shouted at Dr Pampori. “You are more interested in your publicity and least bothered about the well-being of the patients. Look, what you people (doctors) have done to this hospital, it stinks. Change your style of working. This government is not going to tolerate this and you must serve and treat patients with utmost care,” Singh shouted at doctors.

Reports said that lot of people mostly attendants gathered outside Trig ward and appreciated Health Minister. “Former Health Minister used to rebuke lower rung employees only but this Minister today sent a loud and clear message that everyone is equal before him and nobody will be spared for his negligence,” an employee said.“I think something good will now happen and doctors will not take patients for a ride,” said an attendant who was present at the time of incident.Reports said that soon after the incident SMHS faculty members convened a meeting at GMC Srinagar that was presided by Principal Dr Rafiq Pampori. The meeting lasted for more than 2 hours and reports said that Dr Pampori has forwarded his e-mailed resignation to the Health Minister.Both the Minister and the Principal could not be reached for the comments. Civil Society criticizes Indian political parties for creating ruckus over Aalams release

Lashing out at Indian political parties for creating ruckus in Parliament over Masrat Aalam’s release, Kashmiri Civil Society members Monday said that ‘Law and Order’ subject exclusively falls under State List and Centre has no constitutional right to intervene into the matters relating to State Home Ministry.    Former General Secretary Kashmir Bar Association, G.N.Shaeen told CNS that the hue and cry raised by Indian political parties in Indian Parliament is uncalled for and unwarranted. “To detain or release any prisoner is the baby of State Government and Centre has no right to interfere and raise queries over the issue,” he said adding that the arrested of Masarat Aalam was a politically motivated decision and his release is also a politically motivated decision.

    He said that Indian political parties have revealed their true colours by resorting to unattracted protest demonstrations.Renowned Civil Society member Shakeel Qalandar said that it was the Court of Law that paved the way for the release of Masarat Aalam. “The Indian Parliament members should clear it whether they believe in judiciary or in their own dirty politics. One after another 8 PSA’s were slapped on Masarat Aalam. The State failed to prove any serious charge against him and Court did not find any grounds of his detention and thus released him. It is absurd on part of political parties of India to raise hue and cry against his release,” said Qalandar. (CNS)

 

Death of Kupwara man:Family demands action against guilty

The family members of Kupwara labour who allegedly died in police custody last month Monday staged a protest in Press Enclave Srinagar alleging that police is trying to save the officers allegedly involved in the death of Nazir Ahmed Mogul.Nazir Ahmad Mughal of Zirhama Kupwara according to protestors was ‘brutally’ interrogated and killed by Kupwara police. The protesters carrying banners and placards seeking justice and demanded a partial inquiry should be conducted into the murder case.“We want inquiry into the murder by any independent agency. We believe that those officer directly involved in the killing of my brother are being given free hand to tamper the evidences. We demand immediate arrest of the guilty policemen,” Bashir Mogul, the brother of the deceased labour told CNS.He said that his brother was given third degree in police station. “I would have no regrets if my brother would be been shot at head but we feel pain that his body had been burnt during interrogation as a resut he lost his life,” Bashir said while displaying the photographs of his brother’s wounded body.Pertinently, Nazir Mogul 32 was arrested in connection with the murder Case under FIR No 76/2014 U/S 364/302 RPC of P/S Trehgam. Police had said the accused had been called by police post Zirhama for questioning where he complained abdomen pain and was immediately taken to hospital where he died. His mysterious death had sparked spontaneous shutdown and protests in the district. (CNS)

The daily-rated workers from all the Government Departments of Jammu and Kashmir will stage a protest on March 18 in Jammu district.In a statement issued to CNS, Jammu and Kashmir Casual and Daily-wagers Forum (JKCDF) Chairman Sajad Parrey said that all the daily wagers from both Kashmir and Jammu provinces during an important meeting in Jammu decided to fight for the rights of daily-wagers under the new banner of ‘Jammu and Kashmir Working Coordination Committee.

While welcoming the statement of Finance Minister Haseeb Drabu, Sajad Parrey said that the daily wagers of the State are hopeful that the new government at dispensation would resolve their issue once for all.He said that daily wager leaders from both the provinces will address an important press briefing in Jammu on March 18 and will also stage a peaceful protet that day.“We are going to chalk out future strategy on March 18 to ensure that all the daily rated workers from all the departments including PHE, Tourism, Agriculture and Horticulture, PDD, Forest, R&B, Floriculture who have been adjusted since 1994 till date get permanent posts in their respective departments,” he said.Meanwhile, Jammu Kashmir Employees and Working Association president, Mir Tariq Pampori has said that the dailywagers are this time sure that Mufti led governmnet will adjust all the daily rated workers permanently.   Congress response over Masrat’s release surprising PDP will pursue its reconciliation policies

Expressing surprise over the bizarre stand of the Congress party on release of separatist leader Masarat Alam, the People’s Democratic Party (PDP) Rajya Sabha MP Fayaz Ahmad Mir today reminded the “Grand Old Party” about the release of several incarcerated separatist and political leaders including Hurriyat (G) leader, Syed Ali Shah Geelani, in 2002, when it formed a coalition Government with PDP in the State. Fayaz said the Congress is getting old with age and forgetting things in a hurry. The Congress today created ruckus in both Houses of the Parliament on release of Alam.In his speech in Rajya Sabha today, Fayaz targeted Ghulam Nabi Azad, former Chief Minister of J&K and Leader of the Opposition in the Rajya Sabha, on Congress’s stand on release of Masarat Alam. He reiterated PDP’s position on its policy of reconciliation and reaching out to all sections of the society to embed lasting peace, prosperity and development in the State.

Accusing the Congress of changing colours like chameleon for petty political and electoral gains by taking diametrically opposite stands on several political issues in the State, the PDP MP asked Azad to recall and clarify his statement on return of mortal remains of Afzal Guru, which seemed to be a bait he threw in lieu for securing his Rajya Sabha seat. “Did you not say that the Government of India erred on not returning the mortal remains of Afzal Guru after he was hanged and buried inside Tihar Jail or was it a move to secure your waning political  stature in the State,” he asked Azad.In a separate statement, the Rajya Sabha MP, said that the coalition Government under the Agenda of Alliance is mandated to facilitate and help initiate a sustained and meaningful dialogue with all internal stakeholders, which include all political groups irrespective of their ideological views and preferences.Fayaz said the PDP shall continue its policy of reconciliation and healing touch that it initiated in 2002 when it first formed the Government in the State, ironically with the Congress when several historical and path-breaking steps were taken to win back the confidence of the people. VHAI launches campaign to implement larger pictorial warnings on Tobacco packets

Voluntary Health Association of India (VHAI) has intensified the public awareness campaign to support the move for a larger graphic health warning on tobacco products sold across India.The prime objective of this campaign is to garner support through a petition that will be presented to the Government of India in March, 2015, signatures for which will be collected both online and on ground. The petition, which has been addressed to Union health Minister J. P. Nadda on behalf of oral cancer survivor, SunitaTomar is currently available online at http://chn.ge/1Dy6QQu.Pertinently, the Union Government on 15th October, 2014 announced the new pictorial health warnings for tobacco products that has made India the global leader in pack warnings.

A notification was released requiring tobacco manufacturing companies to devote at least 85 percent of the surface areas of all tobacco products on both sides to graphically and literally represent the statutory warning. Beginning April 1, 2015 every tobacco product will carry on both sides pictorial depiction of throat and mouth cancer and a message in English, Hindi or any Indian language.We are trying to involve as many people as we can in the campaign. If a huge section of society raises its voice in support of using bigger pictorial warnings, the Government will implement the new pictorial health warnings from April 1, this year,” said Bhavna Mukhopadhyay, Executive Director, Voluntary Health Association of India.At present, India ranks 136thin the Global Cigarette Package Health Warnings ranking, but this move elevates India to the 2nd position.

Interestingly, encouraged by the Indian Government decision on new pictorial health warnings, even Pakistan’s Health Ministry on 11th February, 2015 announced the new pictorial warning which will cover 85 percent of the cigarette pack on both sides from the current 40 percent.Importantly, cricketing icon, Padma Bhushan awardee and India’s Ambassador for Tobacco Control, Rahul Dravid has congratulated the Ministry of Health and Family Welfare, Government of India, for its recent endeavours to strengthen the country’s tobacco control law.Dravid has written to the Union Health Minister, applauding the Government for mandating 85% pictorial health warnings on tobacco product packages. “I would like to congratulate the Health Ministry for mandating 85% pictorial health warnings for tobacco product packages to be enforced from April 1, 2015. This is indeed a laudable decision and will go a long way in informing the citizens of India about the serious health hazards of tobacco use by curbing the use of the tobacco pack as a medium of product promotion,” Dravid wrote in his letter.

While extending his support for tobacco control campaigns in India, he has also urged the Health Ministry to ensure that all provisions of the tobacco control law are adequately reinforced to plug any existing loopholes that are exploited by the tobacco industry.Pictorial health warnings are meant to alert, encourage and support tobacco users in their decision to give up the use of tobacco. It has been demonstrated that picture health warnings are more effective than text-only warnings, especially for people who are illiterate. It has also been demonstrated that the effectiveness of health warnings increases with size.According to the recent MoHFW - WHO supported PHFI study, It estimated that the total economic costs attributable to tobacco use from all diseases in India in the year 2011 amounted to a staggering Rs 1, 04,500 crores — 12% more than the combined state and central government expenditure on health care in the same year.India has 12 crore tobacco users, according to the Global Adult Tobacco Survey (GATS) 2009-2010, which means every ninth Indian consumes tobacco.                                               Highway re-opens partially for traffic                                         Jammu to Srinagar traffic on Tuesday: IGP

Authorities on Monday partially restored Srinagar-Jammu highway, the only surface link connecting Kashmir valley with rest of the world.In wake of the improvement in weather, the authorities have decided to allow traffic from Jammu to Srinagar on Tuesday.“Today in the afternoon highway has been partially restored for one way traffic as we have cleared over 500 vehicles and they were permitted to move from Qazigund towards Jammu”, Inspector General of Police (Traffic) Muneer Khan told GNS.He said that tomorrow (March 10) traffic will be allowed from Jammu to Srinagar provided weather stays fair.He said traffic will be allowed from Jammu between 4:00 a.m to 7:30 a.m and no vehicles shall be permitted beyond this time.Pertinently, the highway was cleared on Sunday just a day after it was thrown open on the weakened after remained closed for five consecutive days.       90% Power supply restored in Srinagar: CE PDD       Says efforts underway to restore 100% electricity in Valley

The officials of the Power Development Department said on Monday that they have restored electricity supply in major towns of the Valley after Sunday’s heavy snowfall.“We have restored 90 percent supply in Srinagar. 80 percent power supply has also been restored in north Kashmir, while 60 percent in south Kashmir, where severe damage was caused to power infrastructure by snow” Chief Engineer, Bashir Khan told GNS.“Our men are working there to restore electricity fully. We have already sent the required material needed for the work,” he said, and added that the consumption reached 800 Mega watts out of 1200 after his men repaired the service lines till Monday evening.

He said that the restoration work was started early morning to ensure that the people don’t face inconvenience due to non-availability of electricity. He said that despite damage to electricity poles and snapped wires, the supply was restored in most parts of the Valley.Khan said that most of the damage to the infrastructure is caused by the trees. He said the snowfall doesn’t damage the polls.“Most of the damage to electric poles and wires is caused by trees. In rural areas, we have dense plantation and in snowfall, the trees get uprooted and fall on the lines,” he said.Chief Engineer PDD also requested the locals not to fiddle with the electric wires or transformers damaged by the snowfall.“The locals should avoid toucing wire and transformers. Our men will fix the faults and ensure that the electricity is supplied to every home,” he said, adding that PDD will ensure that 100 percent restoration work is done by Tuesday so that all the affected areas get the electricity.

Meanwhile, Deputy Chief Minister, Dr. Nirmal Kumar Singh today reviewed the power situation in a high level meeting that was also attended by Minister for Law, Justice and Parliamentary Affairs and Relief and Rehabilitation Syed Basharat Ahmed Bukhari, Principal Secretary Power, Development Commissioner Power, Chief Engineers, Kashmir besides other officers of the department.In the meeting, Kumar said that power infrastructure damaged during recent snowfall in the valley should be restored on war-footing. He directed the concerned officers to gear up their men and machinery for immediate repair and restoration of damaged transmission lines and other power infrastructure including transformers, so that people do not face any inconvenience during these cold days.

Reiterating the commitment of the Government to ensure power supply to people with minimum curtailment, the Deputy Chief Minister said that power supply to essential services like hospitals, water supply schemes, dewatering stations etc should be restored on priority. He directed the Chief Engineers ME & RE and Chief Engineer S&O to personally monitor the situation.Regarding the transformers damaged during the snowfall and before, the Deputy Chief Minister called for their immediate restoration, adding that repairing process of such damaged transformers should be standardized and made transparent.“For immediate redressal of public grievances, Dr. Nirmal said that the public grievance cell/call centre of the department should be made functional 24x7,” Deputy Chief Minister said.

Stressing upon the officers to put in their best efforts to restore power supply in the affected areas, the Deputy Chief Minister said that, subordinate engineers viz Executive Engineers, Assistant Engineers etc will be held responsible for taking measures to bring down losses in the system.Deputy Chief Minister directed the Development Commissioner Power to review the power scenario of the whole State on weekly basis, every Saturday and submit report to the Principal Secretary Power every Monday.(GNS)

    2 minors mauled by canines in Handwara

Two children were mauled to death by a pack of stray dogs in Handwara town of Baramulla district sparking off massive protests.Reports said that a pack of stray dogs appeared in Lacchipora village of this afternoon and attacked two minor children, who were playing outside their house. In the surprise canine attack, the two children identified as Sobia, 8, daughter of Farooq Ahmad Dar and Irfan, 10, son of Ghulam Mohammad Khan were seriously hurt. Dozens of villagers rushed out of their houses on hearing the screams of the injured children.“The children were removed to the hospital, where the doctors declared them brought dead,” reports said.The tragic deaths triggered off massive protests by the locals in the area. Chanting slogans, the protesters alleged that the government has failed to provide security to the people, especially children from the canines. (GNS)

Man kills neighbor over snow clearance

A man died during a scuffle with his neighbor over the clearance of snow in Chadura town of central Kashmir’s Budgam district, police sources told GNS Monday.Mohammad Amin, 42, son of Asadullah Dar was clearing snow from the rooftop of his house in Brinjan locality of Chaudra last evening. The snow, however, landed into the compound of his neighbor Abdul Gani Dar leading to altercation between the two. The situation, sources said turned ugly when the two neighbors exchanged incentives and blows.“In the scuffle Abdul Gani Dar allegedly hit his neighbor with a shovel causing his on spot death,” sources added.Meanwhile, police have filed a case under FIR no. 32/2015 under section 302 and 34 RPC against the accused. The camp was attended by dozens of drivers in which Choudhary emphasized on the need to adhere to traffic rules. Choudhary told the drivers to avoid using cell phones while driving. He also asked them to wear seat belts while driving.“You have to remain alert on the wheels because any carelessness can lead to the loss of precious lives. The grand finale of the debate competition on human rights titled “STATE VIOLATIONS OF HUMAN RIGHTS ESCALATES VIOLENCE RATHER THAN CONTROLS IT” was organized at the Conference Hall of Zonal Police Headquarters Srinagar here today. The debate was held under the chairmanship of Prof. Mehraj-ud-Din Vice Chancellor, Central University Kashmir with Shri Sohail Munawar Mir SSP Baramulla and Shri Gh Jeelani CPO, J&K State Human rights Commission being members of the jury.Inspector General of Police, Kashmir Zone, Shri A.G.Mir who was the Chief Guest on the occasion inaugurated the debate. In his inaugural address he IGP said that while recognizing human being the supreme of all the living beings, their rights are to protect under all circumstances. He said that the aim and objective of organizing the debate is to sensitize the policemen and officers that while doing the prime duty of maintaining law and order; preventing or detecting a crime, they have to deal with humans in such a way that the human rights are not violated. The IGP said that while upholding order in a society we need to protect rights of all the people in whatever position or place they are. Discussing the challenges of policing, he said that we must abide by the laws and see to it that they are never violated.

While referring towards the participants Shri Mir said that the  main aim of sensitization of this debate series  if the message  of upholding the human rights percolates to the policemen on  the ground in every corner of the zone.Speaking on this occasion Vice Chancellor Central University of Kashmir Prof. Mehraj-ud-Din complimented J&K Police for holding the debate series. He said the debate was very absorbing and the speakers those who spoke for and against the topic did spoke very well. The Vice Chancellor said that over the years during his 40 years research on the different aspects regarding police and policing in and outside the country ,he has found that the J&K Police is one of the best in the developing  countries though there are some aberrations some times.Referring to the human rights and their adherence in the police he said that we know that nobody is perfect yet without caring much about the limitations of the policemen people generally have huge expectations from the police. Giving a couple of examples the Vice Chancellor said that minimum possible force sometimes become unavoidable for the police as they have to work keeping in view  the smooth law and order functioning of the government and routine normal life.At the same time the Vice Chancellor said that the human rights of the policemen need also to be safeguarded. 

Their right  to better life and facilities need to be care off as well. He advised that the police while following the SOPs should deal with the people particularly those in the custody in the light of the human rights gruanteed to them including the criminals.Handwara police bagged first position and Pulwama police was declared runners up. In the individual section  Hilal Ahmad Sr. Prosecuting Officer Srinagar bagged first position,  Azhar Iqbal S.I P/D Handwara bagged second position and  Zahoor Ahmad SI Baramulla and Mudasir Ahmad SI Pulwama bagged 3rd position jointly.Vice Chancellor Prof. Mehraj-ud-Din and DIG CKR Shri Gh Hassan Bhat distributed cash prizes among the participants. Shri Murtaza Nasir Dy. Director Prosecution ZPHQ, Kashmir conducted the proceedings. Among others the function was attended by SSP Srinagar Sh.Amit Kumar,SSP PCR Sh.Imtiyaz Hussain ,SP Adminstration ZPHQ Syed Manzoor  and CPO DPO Srinagar Sh Aijaz Ahmed.Debate on human rights is an annual feature of police calendar of activities. Reiterating that hassle free power supply is main focus of the Government, Deputy Chief Minister, Dr. Nirmal Kumar Singh today said that power infrastructure damaged during recent snowfall in the valley should be restored on war-footing.  He was chairing a high level meeting to take stock of power scenario here.Minister for Law, Justice and Parliamentary Affairs and Relief and Rehabilitation Syed Basharat Ahmed Bukhari was also present in the meeting.While taking a review of the power situation in the snow affected valley, the Deputy Chief Minister directed the concerned officers to gear up their men and machinery for immediate repair and restoration of damaged transmission lines and other power infrastructure including transformers, so that people do not face any inconvenience during these cold days.Reiterating the commitment of the Government to ensure power supply to people with minimum curtailment, the Deputy Chief Minister said that power supply to essential services like hospitals, water supply schemes, dewatering stations etc should be restored on priority. He directed the Chief Engineers ME & RE and Chief Engineer S&O to personally monitor the situation.Regarding the transformers damaged during the snowfall and before, the Deputy Chief Minister called for their immediate restoration, adding that repairing process of such damaged transformers should be standardized and made transparent.

For immediate redressal of public grievances, Dr. Nirmal said that the public grievance cell/call centre of the department should be made functional 24x7.Stressing upon the officers to put in their best efforts to restore power supply in the affected areas, the Deputy Chief Minister said that, subordinate engineers viz Executive Engineers, Assistant Engineers etc will be held responsible for taking measures to bring down losses in the system.Deputy Chief Minister directed the Development Commissioner Power to review the power scenario of the whole State on weekly basis, every Saturday and submit report to the Principal Secretary Power every Monday. Minister for Law, Justice and Parliamentary Affairs and Relief and Rehabilitation, Syed Basharat Ahmed Bukhari, while speaking on the occasion also called for immediate restoration of power supply in the city as well as in rural areas. The Minister also asked the officers to ensure that transformer damages are minimised and a system should be put in place through which the damage can be controlled. He said that repair work of such transformers should be done within the shortest possible time, so that the people of affected localities do not face any problem.Principal Secretary Power, Development Commissioner Power, Chief Engineers, Kashmir besides other officers also attended the meeting.              CS chairs 87th FAC meet,Patnitop Ropeway Project approved

The Forest Advisory Committee (FAC) headed by Chief Secretary, Iqbal Khandey in its 87th meeting on Monday, approved the Patnitop Aerial Ropeway Project falling in Udhampur forest Division. The project has already been granted clearance by the Supreme Court of India and Union Ministry of Environment.The Ropeway from Kud Sangkote to Karla (Patnitop) involves use of 0.9 Ha forest land. However, the ropeway will be going over the forest area to safeguard trees from felling.The FAC also approved use of forest land for the Completion of 1.65 MW Dadibal Mini-Hydel project in Anantnag forest Division, 2 MW-Bultikalan Mini-Hydel project in Sindh forest division and 1.6 MW Rayil Mini Hydel Project, with directions from the Chief Secretary to ensure strict monitoring of muck dumping sites and safeguarding aquatic life by taking steps to allow fish passage.The FAC also gave a nod to several PMGSY road projects falling in Nowshera, Reasi, Ramban, Mahore and Batote forest divisions.Meanwhile, Chief Secretary directed the user agency (PMGSY) to take up the necessary protection works against soil erosion by constructing breast/retaining walls on the Kunga-Bhatni-Kothi Jageer road falling in Batote forest division. Ensure immediate dewatering of water logged areas: Bukhari Takes extensive tour of city

Ensure dewatering of all water logged and low lying areas of city so that people do not face any inconvenience on this count.This direction was given by the Minister for PWD, Altaf Ahmad Bukhari here today while undertaking an extensive tour of the city.The Minister accompanied by the high officials visited Khanyar, Zadibal, Eidgah, Darish Kadal to review the ongoing beautification of Dastgeer Sahib (RA) Shrine, Aali Masjid and Imam Bargah, Zadibal. He also inspected the dewatering station at Darish Kadal and urged the officials to work with dedication to ensure quality service delivery.The Minister also visited SKIMS, Soura and interacted with Director of the Institution. He sought information about swine flu impact and asked the hospital administration to provide every medicare facility to such patients.Later, Bukhari visited flood devastated Jawahar Nagar and Raj Bagh areas and interacted with the local and enquired about the problems being faced by them. He assured them that their problems would be resolved on priority.The Minister was accompanied by the Deputy Commissioner, Srinagar, Chief Engineers of PHE, R&B, PDD, Mechanical Engineering Department, PMGSY, Commissioner SMC, SP Traffic and other senior officers of the district.

   Lal Singh inaugurates Psychiatry Disease Hospital

Minister for Health and Medical Education, ARI and Trainings Ch Lal Singh today dedicated the newly constructed Psychiatric Hospital building to the people.The 102-bedded hospital completed at a cost of Rs 17.59 crore has outdoor patient facility, laboratory, dispensary, occupational Therapy unit, Health and Education, ECT, ICU, and other allied facilities such as meeting hall, social workers/counseling hall, store, drug store, isolation room, special room and toilet blocks.,Member Legislative Assembly  Sat Pal Sharma, Principal Government Medical College, Jammu Dr. Ghanshyam Gupta, Director Health Services, Jammu Dr. Baljeet Singh Pathania, Project Director Aids Control Society Dr. Mohan Singh, Medical Superintendent Psychiatry Disease Hospita Dr. Osmani  besides Head of Departments, Medical Superiendents, medical and paramedical staff members were present on the occasion.     

While Speaking on the occasion Minister exhorted upon the Medicos and paramedicos to work with dedication to provide quality medicare to the patients .He said that the professional ethics should be strictly adhered to and asked doctors to render the public service with highest degree of responsibility and commitment towards the society. Singh   stressed on punctuality in the hospitals and warned that any connivance with Private Hospitals will be dealt sternly.Ch Lal Singh said that Health has been flagged as priority sector and concerted efforts are under way to open new health centers in far-off and remote areas of the State to improve healthcare system.       DC visited various areas of Baramulla  assessed damages and availability of basic facilities

In view of the recent heavy snowfall in the district, Deputy Commissioner Baramulla today visited various areas which include Wagoora, Duslipora, Singhpora, Khoor, Kanihama, Gund Khawaja Qasim, Hanjivera, Tantreypora, Kungamdora, Kreeri and other villages of the district.During the visit, the Deputy Commissioner assessed the power scenario and snow clearance measures going on in the district for restoration of all major and link roads. He was informed that 90% power supply would be restored in the district. He also reviewed the damages caused to the residential structures due to the recent heavy snowfall and ordered for immediate assessment of the damages.The Deputy Commissioner also inspected Primary Health Centres at Kreeri and Gund Khawja Qasim. During the inspection, he checked the attendance of the Doctors and also assessed the availability of facilities there. He also interacted with the public and listened to the problems and issues being faced by them.Meanwhile, he directed the Officers to be vigilant in view of any emergency situation and urged them to ensure effective services delivery in the district.The Deputy Commissioner was accompanied by Sub-district Magistrate Pattan, Executive Engineer Power Development Department, Executive Engineer PHE and other Officers.
