The Punjab Deputy Chief Minister . Sukhbir Singh Badal today initiated the second phase of Administrative Reforms by asking all Administrative Departments and Deputy Commissioners to chalk out a cohesive and coordinated approach to provide prompt services to the citizen.  In a marathon meeting held here today in which all Financial Commissioners, Principal Secretaries, Administrative Secretaries, Commissioners and Deputy Commissioners from all the districts participated . Badal said that we have laid the firm foundation of administrative reforms under Phase-I and made officialdom accountable under Right to Service Act now it was imperative to bring cohesion in the approach of all the departments by creating state data centre. Chairman Governance Reforms Commission Dr. Parmod Kumar, Chairman Right to Service Commission . S.C. Aggarwal, Chief Secretary . Rakesh Singh were also present in the meeting. He said that he has approved the creation of State Data Centre that would be located in Phase-8 of Mohali and would have 4000 sq ft of server and storage area with 40 TB storage area network. He said that this data centre would be connected to all government offices and it disaster recovery would be located at NIC, Pune. . Badal said that this 50 crore state data centre would be completed within 6 months. Asking Chief Secretary to come out with concept paper on reforms with in one month and suggest the scope of implementation through outsourcing or through government agency. He said that the very purpose to provide citizen services and integrated and seamless delivery of high volume citizen centric services. Asking the departments to complete back end computerization of 107 services and focus on citizen related services of Revenue, Social Welfare, Personnel, Health, Social Security, Food and Supplies, Agriculture, departments besides other district services. He said that it should be a single window system for the citizens with computerized and automated front end and back end processing to ensure efficiency and responsibility. . Badal said that citizen should be able to track the status of his application and get the verification of certificate on internet. Asking for a coordinated approach . Badal asked the Chief Secretary to explore the possibility of bringing cohesion in Suvidha Centre, Transport department, Excise and taxation department, land records and Saanj Kendras. . Badal said that he was envisioning connecting 635 offices of 17 major departments under one umbrella.
