Justice (R) Koul to head Shopian inquiry commission, complete shifting of Gagran camp by Oct 10: Mir Saifullah

Minister for Law, Justice & Parliamentary Affairs, Mir Saifullah today informed the House that the Government has appointed Justice (Retd) M.L.Koul as Inquiry Commission to look into the recent Shopian incidents. He was reacting to an issue raised by Leader of the Opposition, Ms. Mehbooba Mufti during the Zero Hour in the House today.The Minister said that the process of shifting the CRPF camp from Gagran Shopian has already begun and it will be totally removed by 10th October.On another point raised by Dr. Sheikh Mustafa Kamal regarding burning of Oasis School and Ahmed Nagar incident, the Law Minister said that Government will make a statement on both the issues in the House after obtaining details.

Reacting to another issue related to man-animal conflict in Bandipora area, which resulted into death of 5 children, the Law Minister said the matter is of serious nature and he will take up the issue with the Forest Minister, who after obtaining the reports will make a statement in the House.The issue was raised by Syed Basharat Bukhari.   

Mr. Aijaz Jan raised the issue of border firing in Poonch which has caused loss to the standing crops of people. He sought free ration for the affected families.Mr. Ashok Kumar and Mr. Durga Dass demanded upgradation of high schools in their constituencies. They said that for the past over two decades the schools have not been upgraded in their areas, with the results the students are facing difficulty.Ch. Zulfikar demanded more ambulances in Darhal area.Mr. Abdul Haq Khan demanded adequate funds for maintenance of power infrastructure in his constituency.Mr. Abdul Rehman Veeri drew the attention of Government towards employees’ strike and urged for steps to defuse the situation.Mr. Abdul Gaffar Sofi demanded immediate repair of burnt electric transformers in his constituency.Mr. Radhey Sham Sharma sought relief package for the border people of Nowshera on the pattern of Khour border migrants.Er. Rashid wanted to know the identity of militants who were killed in Keran Sector by the Army in the on-going operation. Mohammad Sharief Niaz called for strengthening communal harmony in the areas where communal violence erupted. He said promoting mutual brother-hood is essential to maintain the peaceful environment in the State.Mr. G.M. Saroori sought implementation of decisions taken in various DDB meetings, with special mention of establishment of new health centres in his area.Ms. Indu Pawar sought strengthening of tourism infrastructure in Marh constituency in view of existence of several ancient temples and shrines in the area.Mr. Krishan Chander Bhagat demanded new administrative units in Chenani constituency in view of huge catchment area.Hakim Mohammad Yasin drew the attention of Government towards loss of crops due to heavy rain and hailstorm in Khan Sahib Constituency and demanded appropriate compensation and free ration after proper survey.

Mr. M.Y. Tarigami condemned the brutal killing of former Director SKIMS, Dr. Jalal, adding that with his demise the State has lost an eminent doctor. He expressed doubt that his death was due to security lapse. He sought a statement from the Government on the issue.Prof. Chaman Lal Gupta alleged that ration is not distributed to the consumers as per the fixed scale. The sugar is not distributed for the past over three months. He urged the Government to look into the issue and ensure adequate supply of ration to the consumers.Mr. Jagdish Sepolia demanded immediate restoration of Dhar-Mahanpur road, adding that road suffered huge damage due to heavy rains.Mr. Nizam-ud-Din Bhat called for expeditious disbursement of compensation to those affected due to Kishen Ganga Power Project. He sought involvement of local MLA in the disbursement process.Mr. Javed Mustafa Mir wanted to know the status of Trans-World Muslim University Bill which stand passed by the Lower House.Peerzada Mansoor Hussain raised the issue of damage of crops due to hailstorm in his constituency and sought compensation to the affected families.Prof.Gharu Ram Bhagat, Master Lal Chand, Mr. Jugal Kishore, Mr. Sham Lal Choudhary and Mr. Charanjeet Singh raised the issue of heavy damage to private property and Government infrastructure due to persistent rains in their areas and demanded adequate compensation to the affected people and restoration of essential infrastructure.Mr. Ashwani Sharma expressed concern over the frequent incidents of border infiltration which has caused security concern among the people. He sought concrete steps to check the border infiltration.

Mr. T. Namgyal demanded immediate filling up of vacant posts of teachers and adequate supply of essentials in Nobra.

Mr. Yashpal Kundal demanded holiday on the occasion of birth anniversary of ex-Maharaja Gulab Singh.Dr. Shafi Ahmed Wani demanded additional accommodation for Beerwah College and filling up of all vacant posts of teachers in his constituency.Mr. Balwant Singh Mankotia demanded improvement of roads in and around the Court Complex in Udhampur.

Syed Bashir Ahmed urged for immediate posting of doctors against the vacant posts in his constituency.Mr. Harshdev Singh sought thorough probe in the purchase of RGGVY transformers in Udhampur district. He said 200 transformers were installed in Udhampur district under RGGVY, out of which 106 stands damaged which are un-repairable and people are suffering badly in the absence of damaged transformers. He alleged that some private firm supplied inferior transformers and Government should hold an inquiry and punish the defaulters.Mr. Ashok Khajuria demanded early holding of Municipal Corporation/Local Bodies elections in the state.Mr. Mushtaq Ahmed Shah demanded early filling of posts of teachers/principals in Tral areas.Ch. Sukhnandan Kumar, Peer Afaq, Mr. Mohammad Ashraf Ganai, Ms. Bimla Luthra and Mr. Rafi Ahmed Mir also raised issues of public importance relating to their constituencies.
