Union Minister for Housing and Urban Affairs and Power, Sh. Manohar Lal, on Monday called upon officers of the Urban Local Bodies (ULBs) to translate Prime Minister, Sh. Narendra Modi’s vision of a clean and developed India into tangible outcomes on the ground. He directed  the ULBs across Haryana to implement projects under Swachh Bharat Mission 2.0 in mission mode and to develop cities that set benchmarks in cleanliness, urban management, and quality of life. 

Haryana’s cities must emerge as models of efficient urban governance and sustainable development, setting an example for other states across the country, said the Union Minister. The Union Minister  gave these directions while chairing a State-Level Review Meeting with District Municipal Commissioners (DMCs) and Municipal Commissioners of the Urban Local Bodies Department in Chandigarh. 

Haryana Urban Local Bodies Minister, Sh. Vipul Goel was also present at the meeting. Sh. Manohar Lal said Prime Minister, Sh. Narendra Modi has transformed cleanliness into a nationwide people’s movement and stressed that the mission must now be implemented with greater commitment, seriousness and measurable outcomes. 

He directed officers to establish clear timelines for all projects and ensure high standards of quality in execution.

Comprehensive Review of Urban Sanitation and Infrastructure Projects

During the meeting detailed review of a wide range of urban development and sanitation initiatives, including sustainable solid waste management, sewerage systems, drain cleaning, toilet infrastructure, door-to-door waste collection and segregation, Sewage Treatment Plants (STPs), legacy waste management, multi-level parking facilities and Bio-CNG plants.

The Union Minister directed officers concerned  to work with a spirit of healthy competition and develop cities in accordance with the 166 benchmarks prescribed under Swachh Bharat Mission 2.0. He also emphasised the need to formulate development projects that not only improve public amenities and civic services but also strengthen the revenue-generating capacity of Urban Local Bodies.

Statewide Survey of Toilets to Be Completed by June 30

Sh. Manohar Lal directed all Urban Local Bodies to complete a comprehensive survey of private, community and public toilets by June 30. He said no household, market, park or public place should remain without access to adequate toilet facilities. 

Wherever necessary, third-party surveys should also be conducted to ensure accurate assessment and effective planning. The Union Minister further directed officers to ensure the development of high-quality, modern toilet infrastructure at major tourist destinations across the state.

Phased Sewerage Development Plan for All Towns

The Union Minister  directed the officers to prepare a phased roadmap for developing sewerage networks across towns in Haryana. He also emphasised the need to accelerate the establishment of Sewage Treatment Plants and ensure the reuse of treated wastewater as part of sustainable urban development efforts.

Seven Bio-CNG Plants to be Established Across Haryana

The Union Minister further informed that seven Bio-CNG plants will be established across Haryana. He said work has already commenced in Yamunanagar, while similar projects in Faridabad, Rohtak and other locations will be taken up shortly.

Regular Cleanliness Drives and Greater Public Participation Essential

Emphasising the importance of sustained cleanliness efforts, the Union Minister directed officers to conduct regular cleanliness drives in markets, parks and other public spaces. He  directed that public toilets should be cleaned at least twice daily to maintain hygiene standards.

To strengthen waste management systems, he called for the deployment of dedicated waste collection vehicles during market closing hours so that garbage is promptly collected and does not accumulate on roads and public spaces. He also stressed the need to enhance public participation in cleanliness campaigns and directed officials to regularly review the performance and effectiveness of sanitation-related mobile applications.

All Schemes Will Be Implemented in Mission Mode- Vipul Goel

The Urban Local Bodies Minister, Sh. Vipul Goel assured that all schemes and projects would be implemented in mission mode in accordance with the directions issued by the Union Minister. He expressed confidence that every possible effort would be made to restore Haryana’s position among the leading states in national cleanliness rankings and to develop cleaner, more beautiful and better-organised cities and towns across the state.
