To promote transparency, integrity and accountability in public administration, the District Administration Samba, in collaboration with the Director General, Audit and Inspections, Jammu and Kashmir today hosted a noteworthy session for Drawing and Disbursing Officers. 

This event was held in the Conference Hall of the DC Office Complex as part of Vigilance Awareness Week 2023.The primary objective of this event was to raise awareness among the participants about e-procurement procedures and emphasize the importance of transparency and accountability in public administration.

The session featured a comprehensive PowerPoint presentation delivered by Auditors Monika Lahotra and Rupali Kaushal, representing the Office of Director General, Audit and Inspections, J&K. They elaborated on the functioning of Government e-Marketplace (GeM), the procedures of e-procurement in alignment with relevant sections of the GFR 2017, and other pertinent matters related to accounts and audits.

The presentation was followed by an interactive session, fostering a deeper understanding of these critical topics. A special emphasis was placed on the adoption of fair mechanisms for executing all financial transactions in Government offices, with a resolute commitment to maintaining a high level of transparency at all organizational levels.

District Treasury Officer, Nidhi Gupta, highlighted major financial reforms, such as BEAMS, online bill submission through J&K PaySys, mandatory administrative approvals, technical sanctions, e-tendering, GFR compliance, GeM utilization, digital payment methods, and various other measures taken by the J&K Government in the Financial Management System. 

These reforms have significantly improved the efficiency, transparency, and results of the financial systems in Jammu and Kashmir. She stressed the importance of maintaining transparency, accountability, honesty, and integrity at all levels to create a corruption-free environment in Government offices.

During the session, ADC Suresh Chander, stressed the importance of adopting the valuable insights shared by the team from DG, A&I, J&K. He also highlighted the detrimental effects of corruption on economic growth, social justice, and the overall well-being of the community.

The event was attended by Drawing and Disbursing Officers (DDOs) of the Samba district along with other relevant staff members, who actively participated and engaged in discussions, contributing to the success of this important session.
