First phase of Back to Village-4 (B2V4) commenced at 129 Gram Panchayats of 24 blocks in Kupwara district, today with much enthusiasm and public participation. The designated Visiting Officers along with supporting staff and Government functionaries reached their destinations for two days and one night stay to listen to villagers and prepare Gram Panchayat Development Plan (GPDP) as per the wishes of people of the village. 

District Development Commissioner (DDC) Kupwara, Doifode Sagar Dattatray visited various Gram Panchayats of the district to personally monitor the proceedings of the ambitious Back to Village Programme. He was accompanied by ACD Kupwara, Hilal Ahmad Mir and other concerned officers. 

The DDC visited Gram Panchayat Bramri Drugmulla where he interacted with PRIs and the public and heard their day-to-day developmental issues. The DDC distributed sports kits among youth, baby care kits among lactating mothers and Carrom boards among old aged persons.

He also visited Government Secondary School Bramri Drugmulla and inspected on-going developmental works under the Zimadari programme. He directed concerned Officers to ensure beautification of the school. The DDC also took stock of the ongoing developmental works in the area. 

The DDC also visited the Mushroom Unit of Mohammad Ramzan Ganaie at Bramri and enquired him about the functioning of the Unit.  He directed the concerned Agriculture Officer for establishment of at-least 25 Mushroom Units in the area. 

He expressed satisfaction over the large-scale public participation in the programmes across the district and said that the B2V4 exercise will provide a strong database for sustainable development of the district. He said Visiting Officers have the mandate to receive and document the feedback and response of the public for the larger benefits of the rural people.

The DDC said that Visiting Officers were already given directions to sensitize people for the option of new and innovative schemes with special attention to employment generation in the Gram Panchayats. He said 15 educated unemployed youth are being identified in each Gram Panchayat for setting up their self-employment generating units with complete facilitation from the Administration under single window management system. 

He further said that 20 more youth, in each Gram Panchayat, are being identified during the B2V4 proceedings under Himayat Scheme through various employment generation schemes. 

The DDC said that B2V4 started in 129 Gram Panchayats of 24 blocks including Kupwara today in the first phase. While same process will continue in 128 Gram Panchayats in second and other 128 Gram Panchayats in third and final phase which will culminate on 3rd November. 

Dattatray said that during the training programme all the visiting officers were directed to ensure that all parameters of the programme are thoroughly executed so that the aim of holding the programme is achieved.

He said that representatives from Revenue department have been deployed to the Panchayats to brief the people regarding Aapki Zameen Aapki Nigraani, land passbooks and other e-services being provided by the Revenue department. He said that awareness regarding other G2C services will also be provided.

During the B2V4 programme, the visiting officers held interaction with members of the Gram Sabha. Discussion on GPDP formulation, distribution of land passbooks, inspection of public offices and inspection of works taken up under various CSS, B2V and other schemes, inspection of Amrit Sarovar projects, awareness on Self Employment scheme, feedback on welfare schemes were some of the activities in vogue in various panchayats of the district. 

The designated officers also held interactions with the sarpanches, panches and general public who brought forth a range of genuine and specific grievances and developmental requirements of their areas.

The resource persons also educated the public about scores of welfare schemes and programmes being implemented in the district and motivated them to avail the benefits of the same.
