Punjab Local Government Minister Dr. Inderbir Singh Nijjar on Sunday launched three major projects in the city including Integrated Command Control Center to be completed at a cost of Rs. 78 crore besides Digitalisation of Guru Nanak Library under Smart City Mission and Public Works Integrated Management System portal.

After receiving a guard of honour at local Police Lines, the Local Government Minister inaugurated the Integrated Command Control Center inside the said complex. He said that project is to be completed at an estimated cost of Rs. 78 crore under which 1200 high resolution CCTV cameras of six types would be installed at 188 different locations in the city. 

Dr. Nijjar said that the Center comprising of major information communication & technology modules for CCTV surveillance, intelligence traffic management system with red light violation detection and Automatic Number Plate Recognition. 

Apart from this, the Center will also ensure Automatic Traffic Count and Classification, Speed Violation Detection System, Adaptive Traffic Control System, Public Address System, Variable Message Display Boards, Emergency call box with Panic button, Air Quality Sensors be implemented and integrated with ICCC platform for proactive monitoring and control. In addition, integration of existing E-Governance Application (M-Seva) and Dial 112 would be undertaken at ICCC.

Giving further details, the Minister said that with today’s soft launch of this project, 32 numbers of surveillance cameras have been made operational at 10 prime locations of the city along with installation of Public Address System (PAS) at Model Town Intersection. 

In addition to this smart solutions for Municipal services like street lights, sewerage & water supply, property tax, sanitation, birth & death, building plan approvals, encroachments and data of the B&R branch, Licensing and online building challan monitoring system, citizen livelihood services i.e. plumber, electrician, carpenter, mason etc. will also be integrated with the ICCC. He said that this system would enable the public to easily assess the respective services and redressal of their grievances.

SHRI GURU NANAK DEV DIGITAL LIBRARY: In another unique initiative taken for the residents, the Minister also unveiled Shri Guru Nanak Dev Public Digital Library at a cost of Rs. 1.99 crore.  He said that the Digital Library provides a Digital Zone in Guru Nanak Dev Public Library comprising 20 desktop touch screen computer and a web portal treely accessible for the clizen. 

The user of the digital library will have aocess to more than 50,000 e-books 5000+ premium books in English Hindi, Punjabi and other regional languages. This Digital Library has provides access to more than 25000 Indian and International E-Journals for college and university students.

PWIMS PORTAL ALSO LAUNCHED : The Minister also launched the Public Works Integrated Management System (PWIMS) portal. Under this project, the Engineering & Project Management System(EPMS ) is a workflow-based system for Engineering works covering preparation of work estimates, seeking administrative Approval and Technical Sanction, Tender preparation, Contract Management, e-MB and online bills preparation. 

The system is being further scaled up for online release of payments by integrating with payment gateway and authentication by leveraging Aadhaar integration/ OT Verification. The Department of Local Government through the implementation of EPMS will ensure the Integration all functional areas of Works Management with "trusted data", Mapping of business rules and workflows to roles and processes of the department.

Prominent amongst those present on the occasion included MLA Jalandhar Central Raman Arora, MLA Kartarpur Balkar Singh, MLA Jalandhar West Sheetal Angural, Commissioner of Police Gursharan Singh Sandhu, Deputy Commissioner Jaspreet Singh, DCP Headquarters Vatsala Gupta, Commissioner Municipal Corporation Devender Singh and other senior officers of civil and police administration.
