Block Diwas programmes were held today at various places in Kupwara district in which officers from civil administration heard the issues of the public for on spot redressal of the grievances and to ensure good governance at their doorsteps. The main event was held at Reddi Chowkibal which was chaired by District Development Commissioner (DDC) Kupwara, Khalid Jahangir. DDC Member Chowkibal, Habibullah Beigh; BDC Chairperson, Firdous Ahmad; ACD Kupwara, ACP, District and sectoral Officers, besides, PRIs and people in large number attended the day long block diwas programme. The DDC in his address said that the aim of holding weekly block diwas is to hear the people at their door steps and address their developmental issues and grievances and to provide them awareness about different welfare schemes of the Government. He emphasized the need to strengthen the block diwas programme by implementation of all the decisions coming out from its proceedings. Referring to the role of PRIs, the DDC said that the administrative machinery and PRIs have to work together to ensure successful implementation of the schemes on ground.
The DDC said that government has a focus of 100 percent saturation of various centrally sponsored schemes including PMAY, PM Kissan, Golden Card, Soil Health Card, KCC, Atal Pension Yojna, PM Bima Yojna and other schemes to ensure holistic development of rural and far flung areas like Chowkibal. He directed the concerned officers for holding of separate camps at village level for cent percent enrolment of beneficiaries under these schemes. Regarding various issues emerged in the block diwas including controlling of plastic waste, the DDC asked PRIs to extend their support in making Kupwara a plastic and polythene free district adding that it is the basic cause of pollution of water bodies if unattended. The DDC directed the ACD and ACP to ensure presence of all PRIs including Sarpanches, Panches and Lumberdars in every block diwas programmes in the district so that the public issues are framed completely. The DDC also directed the ACD to ensure that the targets under PMAY are fulfilled within 100 days to achieve the overall objective of the housing for all scheme.
The DDC responded to various issues of the area put forth by the PRIs one by one. He directed Executive Engineer R&B to complete all codal formalities and speed up the work on Panzgam-Aloosa road. He also directed Executive Engineer PHE for repairs of local filtration plant. Regarding water issues of Budnamal, the DDC fixed responsibility on the Exeucitve Engineer PHE and directed him to ensure installation of required pipes in the area within 15 days to ensure water supply to the border and hilly area. Regarding installation of electric poles in some areas, the DDC directed concerned engineer to replace the existing wooden poles with iron poles. Regarding nutrition, the DDC directed the concern BMO to revive Village Health Nutrition Committees to ensure proper nutrition among children and lactating mothers for eradication of Anaemia. He was also directed to ensure regular check-ups and deliveries of pregnant ladies at the hospital for health and protection of both mother and child. Regarding Community Service Centre (CSC), the DDC directed the concerned officers to ensure functioning of CSCs in every village of the district which will help the people in getting easy access to various schemes and benefits for which he directed the PRIs for handholding of the CSC operators.The DDC also distributed baby kits among various beneficiaries during the block diwas function.Earlier, PRIs and senior citizens had projected various developmental issues of the area before the chair. At Qalamabad Mawar, ADC Handwara, Nazir Ahmad Mir chaired the Block Diwas. Officers from administration, PRIs and general public attended the programme. Block Diwas was also held in Teetwal and Sogam blocks which was chaired by concerned SDMs.
