1. This budget is focused on giving impetus to the Post COVID economy in the state. Just as the Central Government has called it’s this year Budget as 'Amrit Budget', similarly 'Vajra Budget' has been presented for Haryana.
2. This budget will not only give ‘vajra-like’ power to the state’s economy, but will also become the basis for ensuring a fast pace to the State’s development wheel in the coming 25 years.
3. Counter-cyclical fiscal measures have been taken to give impetus to the Post COVID economy.
4. At present, the contribution of Haryana in the country's economy is 3.4 percent, while concrete efforts would be made to take this percentage to 4 percent so as to ensure Haryana’s pivotal contribution in realizing Prime Minister, Sh. Narendra Modi’s 5 trillion dollar economy target.
5. The strategy for a resilient Haryana is crafted predominantly based on prioritization of three key objectives -welfare of the poorest of the poor in the spirit of Antyodaya, increased productivity with effective income redistribution strategies and creation of opportunities for employment 4 and entrepreneurship.
6. A budget of Rs 1,77,255.99 crore has been proposed for the year 2022-23, which is 15.6 percent higher than the Rs 1,53,384.40 crore as compared to 2021-22.
7. The State Gross Domestic Product (GSDP) has increased from Rs 3,70, 535 crore in 2014-15 to Rs 5,88,771 crore in 2021-22. There has been an annual increase of 6.5 percent.
8. This budget outlay includes Revenue Expenditure of Rs 61,057.35 crore and Rs 1,16,198.63 crore, which is 34.4 per cent and 65.6 per cent respectively.
9. The total revenue receipts in the Budget Estimate 2022-23 are projected at Rs 1,06,424.70 crore, which comprises tax revenue of Rs 73,727.50 crore, non-tax revenue of Rs 12,205.36 crore, share of central taxes at Rs 8,925.98 crore and grants-in-aid of Rs 11,565.86 crore. Besides this, capital receipts are projected to be ₹ 5393.89 crore.
10. This year's Budget allocation has also been aligned with the Sustainable Development Goal. Out of the total budget of Rs 1,77,255.99 crore, Rs 1,14,444.77 crore has been allocated for schemes related to the Sustainable Development Goal.
11. Haryana has remained successful in keeping the fiscal deficit within the percentage of GSDP as recommended by the Fifteenth Central Finance Commission for the year 2021-22.
12. Despite the COVID-19 crisis, only about Rs 30,820 crore has been borrowed from the market, while the permissible borrowing limit of Fifteenth Finance Commission was of Rs 40,872 crore.
13. The fiscal deficit is estimated to be 2.99 percent of GSDP in the year 2021-22.
14. For the fiscal year 2022-23, it is estimated to reduce to 2.98 per cent of GSDP. This is within the limit of 3.5 per cent as fixed by Fifteenth Finance Commission for the year 2022-23.
Revenue deficit
15. The revenue deficit is also decreasing continuously. This revised estimate is estimated at 1.40 percent in 2021-22.
16. It has been projected to further decrease to 0.98 per cent of the GSDP in Budget Estimates 2022-23.
Debt liability
17. Debt liability has also been successfully included. The ratio of debt to GSDP in the Revised Estimates 2021-22 is estimated at 24.98 percent, while the stipulated limit recommended by the Fifteenth Finance Commission is 32.6 percent of GSDP.
18. For Budget Estimates 2022-23, the debt stock is expected to be 24.52 per cent of GSDP, below the stipulated limit of 33.3 per cent of GSDP recommended by the Fifteenth Finance Commission.
Capital Expenditure
19. Capital expenditure has a direct impact on economic development. The Government is committed to enhance proportion of capital expenditure in the total expenditure.
20. The capital share in the total expenditure has increased to 31.5 per cent with Rs. 48,265.49 crore in 2021-22.
21. It is proposed to increase the capital expenditure by 34.4 per cent with Rs 61,057.35 crore in the financial year 2022-23.
22. In addition to the budgetary allocation for capital expenditure, Public Sector Undertakings are also investing substantial capital for creation and strengthening of capital infrastructure in the State.
23. In the year 2022-23, an additional capital investment to the tune of Rs 5327.56 crore is likely to be made by major Public Sector Undertakings. Hence, cumulative capital investment is estimated to be Rs 66,384.92 crore.
24. Concerted efforts have been made to strengthen the financial position of the Public Sector Undertakings. The result of such concentrated steps is that in the last 5 years, the Cumulative Profit Margin of Public Sector Undertakings has increased almost by three times. This amount has been increased from Rs.562.88 crore to Rs.1393.04 crore.
25. An amount of Rs 2,000 crore has been made for providing public infrastructure and facilities.
26. To avoid counterproductive fiscal profligacy, the Government proposes to set up three dedicated funds.
• Climate and Sustainable Development Fund to achieve green development objectives
• Research & Innovation Fund to promote scientific activity and scholarship
• Venture Capital Fund to promote entrepreneurship
27. 'Haryana Financial Services Limited' has been set up as a non-banking financial institution for portfolio management and to meet low cost working capital requirements of Government entities.
‘Vajra’ model of Growth for Haryana
28. In this Budget, ‘Vajra’ model for Haryana’s development has been presented so as to increase Economic and Human development, ease of living, upliftment of poor and underprivileged groups, increasing the productivity by adopting new technology, along with providing ample employment and entrepreneurship. The ‘Vajra’ model envisages 5 developmental forces.
