1.        This budget is focused on giving impetus to the Post COVID economy in the state. Just as the Central Government has called it’s this year Budget as 'Amrit Budget', similarly 'Vajra Budget' has been presented for Haryana.

2.        This budget will not only give ‘vajra-like’ power to the state’s economy, but will also become the basis for ensuring a fast pace to the State’s development wheel in the  coming 25 years.

3.        Counter-cyclical fiscal measures have been taken to give impetus to the Post COVID economy.

4.        At present, the contribution of Haryana in the country's economy is 3.4 percent, while concrete efforts would be made to take this percentage to 4 percent so as to ensure Haryana’s pivotal contribution in realizing Prime Minister, Sh. Narendra Modi’s 5 trillion dollar economy target.

5.        The strategy for a resilient Haryana is crafted predominantly based on prioritization of three key objectives -welfare of the poorest of the poor in the spirit of Antyodaya, increased productivity with effective income redistribution strategies and creation of opportunities for employment 4 and entrepreneurship.

6.        A budget of Rs 1,77,255.99 crore has been proposed for the year 2022-23, which is 15.6 percent higher than the Rs 1,53,384.40 crore as compared to 2021-22.

7.        The State Gross Domestic Product (GSDP) has increased from Rs 3,70, 535 crore in 2014-15 to Rs 5,88,771 crore in 2021-22. There has been an annual increase of 6.5 percent.

8.        This budget outlay includes Revenue Expenditure of Rs 61,057.35 crore and Rs 1,16,198.63 crore, which is 34.4 per cent and 65.6 per cent respectively.

9.        The total revenue receipts in the Budget Estimate 2022-23 are projected at Rs 1,06,424.70 crore, which comprises tax revenue of Rs 73,727.50 crore, non-tax revenue of Rs 12,205.36 crore, share of central taxes at Rs 8,925.98 crore and grants-in-aid of Rs 11,565.86 crore. Besides this, capital receipts are projected to be ₹ 5393.89 crore.

10.      This year's Budget allocation has also been aligned with the Sustainable Development Goal. Out of the total budget of Rs 1,77,255.99 crore, Rs 1,14,444.77 crore has been allocated for schemes related to the Sustainable Development Goal.

11.      Haryana has remained successful in keeping the fiscal deficit within the percentage of GSDP as recommended by the Fifteenth Central Finance Commission for the year 2021-22.

12.      Despite the COVID-19 crisis, only about Rs 30,820 crore has been borrowed from the market, while the permissible borrowing limit of Fifteenth Finance Commission was of Rs 40,872 crore.

13.      The fiscal deficit is estimated to be 2.99 percent of GSDP in the year 2021-22.

14.      For the fiscal year 2022-23, it is estimated to reduce to 2.98 per cent of GSDP. This is within the limit of 3.5 per cent as fixed by Fifteenth Finance Commission for the year 2022-23.

Revenue deficit

15.      The revenue deficit is also decreasing continuously. This revised estimate is estimated at 1.40 percent in 2021-22.

16.      It has been projected to further decrease to 0.98 per cent of the GSDP in Budget Estimates 2022-23.

Debt liability

17.      Debt liability has also been successfully included. The ratio of debt to GSDP in the Revised Estimates 2021-22 is estimated at 24.98 percent, while the stipulated limit recommended by the Fifteenth Finance Commission is 32.6 percent of GSDP.

18.      For Budget Estimates 2022-23, the debt stock is expected to be 24.52 per cent of GSDP, below the stipulated limit of 33.3 per cent of GSDP recommended by the Fifteenth Finance Commission.

Capital Expenditure

19.      Capital expenditure has a direct impact on economic development. The Government is committed to enhance proportion of capital expenditure in the total expenditure.

20.      The capital share in the total expenditure has increased to 31.5 per cent with Rs. 48,265.49 crore in 2021-22.

21.      It is proposed to increase the capital expenditure by 34.4 per cent with Rs 61,057.35 crore in the financial year 2022-23.

22.      In addition to the budgetary allocation for capital expenditure, Public Sector Undertakings are also investing substantial capital for creation and strengthening of capital infrastructure in the State.

23.      In the year 2022-23, an additional capital investment to the tune of Rs 5327.56 crore is likely to be made by major Public Sector Undertakings. Hence, cumulative capital investment is estimated to be Rs 66,384.92 crore.

24.      Concerted efforts have been made to strengthen the financial position of the Public Sector Undertakings. The result of such concentrated steps is that in the last 5 years, the Cumulative Profit Margin of Public Sector Undertakings has increased almost by three times. This amount has been increased from Rs.562.88 crore to Rs.1393.04 crore.

25.      An amount of Rs 2,000 crore has been made for providing public infrastructure and facilities.

26.      To avoid counterproductive fiscal profligacy, the Government proposes to set up three dedicated funds.

•          Climate and Sustainable Development Fund to achieve green development objectives

•          Research & Innovation Fund to promote scientific activity and scholarship

•             Venture Capital Fund to promote entrepreneurship

27.      'Haryana Financial Services Limited' has been set up as a non-banking financial institution for portfolio management and to meet low cost working capital requirements of Government entities.

‘Vajra’ model of Growth for Haryana

28.      In this Budget, ‘Vajra’ model for Haryana’s development has been presented  so as to increase Economic and Human development, ease of living, upliftment of poor and underprivileged groups, increasing the productivity by adopting new technology, along with providing ample employment and entrepreneurship. The ‘Vajra’ model envisages 5 developmental forces.

Women Empowerment

30. Sushma Swaraj Award for women with a cash amount of Rs 5 lakh.

31. ‘Haryana Matrishakti Udyamiti' Scheme for women entrepreneurs.

32. New housing for working women at Faridabad, Gurugram and Panchkula.

33. Three new government women's colleges in Kudal and Chhapar in district Bhiwani and Gannaur in district Sonepat

34. The government will bear the entire interest amount of loans of those self-help groups whose annual income of more than half of the members' families is less than Rs.1.80 lakh.

Agriculture and allied sectors

35. Production based incentive program in 100 clusters to promote natural and organic farming.

36. Establishment of Regional Research Centre at Bhiwani for research on coarse cereals and training to improve productivity.

37. Promotion of micro irrigation in cotton growing district- Sirsa and Fatehabad to promote water conservation

38. Procurement of summer season maize at MSP

39. HSAMB given Rs 200 crore for construction of new rural connectivity roads.

40. 100 Pack Houses set up under 'Fasal Samuh Vikas Karyakaram’.

41. Target of crop diversification in 20,000 acres under the 'Crop Diversification Programme'.

42. Establishment of 5 machine bank centers to provide machines on rent to the farmers.

43. 'Progressive Kisan Krishi Darshan' program for the guidance of farmers.

44. Target of financial help of 1 Antyodaya families for self-employment in animal husbandry and dairy sector.

45. Rs.10,000 incentive on calves born from 'Embryo Transfer Technology' (ETT).

46. Facility of a common shed on Gram Panchayat land to Antyodaya families who do not have land or space to keep animals.

47. Facility of 'Kisan Credit Card' to fish farmers also.

48. Establishment of Integrated Aqua Park- Center of Excellence at Bhiwani.

49. A modern aquarium of aquatic plants, fish and animals will be set up on public-private partnership mode in Gurugram.

Cooperation

50. Decision to set up 'Jaggery Units' by HAFED in the state.

51. Laboratories for testing of milk and various other milk and food products in all districts.

52. Under the 'One-time Settlement Scheme', the entire amount of interest, including penal interest of farmers on payment of principal amount of crop loan or other short or medium term loans by 30th November, 2022 will be waived off.

Environment and Climate Change

53. Aim to convert hot spots into green spots in every district to reduce pollution.

54. Award up to Rs.3 lakh in the name of eminent environmentalist, Sh. Darshan Lal Jain.

55. 100 air quality monitoring centres in the state.

Forest

56. 'Eco-tourism policy' to promote eco-tourism.

57. Tree Counting and Geo-tagging for each tree count

58. Establishment of 150 kms long 'Nature Trail' from Kalka to Kalesar.

 59. Decision to develop 10 new hi-tech nurseries in the state.

Education

60. Establishment of a new multi-disciplinary state university at Nuh.

61. 'Saathi' Scheme for safe and accessible transport facility for daughters.

62. Health check-up of 25 lakh students under the 'School Health Card Programme'

63. 362 new Sanskriti Model Schools in the next three years

64.  S.T.E.M. Lab to be established for promoting skill.

65. Subject wise Olympiads and Awards for the students of class 8th to 12th.

66. Free tablet to all the students of class 10th to 12th studying in government schools.

67. Twining programme to connect the students of government and private schools.

68. Training of Headmaster, Head Teacher and Principal to teachers under Shasnik Sansthan Netritva Vikas Programme.

69. Grants to encourage learning, study and research in ancient languages and manuscripts.

70. Establishment of ‘Institute of Emerging Technology’ at Manesar to promote education and research in advanced and emerging technologies.

Health

71. Upgradation of sub-divisional hospitals to 100 bedded hospitals with oxygen facility.

72. Benefit of 'Ayushman Bharat Yojana' to families with annual income up to Rs 1.80 lakh.

73. 'Ayushman Bharat Yojana' will be provided to persons with disabilities of 70 percent or more of the families having annual income up to Rs.3 lakh.

74. Payment of 75 per cent of the treatment amount of 'Ayushman Bharat Yojana' to hospitals within 15 days.

75. Free general health check-up facility once in 2 years to families with annual income up to Rs. 1.80 lakhs.

76. 40 percent seats reserved for government service doctors in postgraduate medical courses of government medical colleges.

77. Senior Citizens Corner in District Civil Hospitals for Senior Citizens.

78. Facility of ‘Vishram Sarai’ in all district civil hospitals and hospitals of medical colleges

79. Rebate of 2 percent on loan interest for 3 years for opening hospitals and nursing homes in small towns and large villages.

80. Molecular Testing Lab Facility for Testing TB in each Block.

81. Decision to start mobile units to provide best health care services to the poor.

Medical Education & Research

82. Kidney Transplant Facility at PGIMS, Rohtak.

83. Establishment of new medical colleges started at Kaithal, Sirsa and Yamunanagar.

84. Announcement to open new medical colleges in Palwal, Charkhi Dadri, Panchkula and Fatehabad.

85. Decision to open new nursing colleges along with medical colleges at Jind, Bhiwani, Mahendragarh, Sirsa, Yamunanagar, Palwal, Charkhi Dadri, Panchkula and Fatehabad.

86. Decision to start joint degree in medical-technology and biomedical-engineering in association with technical universities and medical colleges.

87. Establishment of Joint Research Center for Allopathy and AYUSH Remedies. 

Child Development

88. Child Promotion System for Anganwadi Children. 

89. The benefit of 'Pradhan Mantri Matru Vandana' scheme is now extended to the second child as well. 

Skill Development And Industrial Training

90. Target of training 1 lakh persons including 25,000 Gurus and 75,000 disciples under 'Guru-Shishya Yojana'. 

91. Decision to include skill training and certification in government colleges and senior secondary schools. 

92. Skill Training Centers in Industrial Areas under 'Dual Track System'. 

93. Addition of 44 new trade units through dual training system. 

Employment

94. Target of 200 Rojgar Melas for employment in private sector. 

95. Establishment of Haryana Foreign Employment Placement Cell to provide training and placement to 1 lakh youth in the next 2 years.

96. Formation of Haryana Skill Employment Corporation to protect manpower under contract from exploitation by the contractors.

Labour

97. Industrial Sanitation Laboratories at Panipat, Sonipat, Ambala, Hisar, Rohtak and Jind for regular medical check-up of workers. 

98. 6 ESI with 100 beds in the state and establishment of 14 ESI dispensaries.

99. Cashless medical facility in private hospitals to the insured workers and their family members. 

100. Child Labour Rehabilitation Centre at Gurugram and Faridabad. 

101. Decision to open 4 new schools in Gurugram, Manesar, Faridabad and Panipat for the children of migrant workers. 

102. Facility of X-ray machine, lab and equipments at ESI dispensaries. 

Social Justice and Empowerment

103. Establishment of Lifelong Care Home for Mentally Handicapped at Ambala. 

104. Financial assistance of Rs. 2,250 per month to AIDS victims. 

105. Housing for all included in the Dr. Ambedkar Medhavi Chhatra Yojna with an annual income of up to Rs.4 lakh.

106. 'Pradhan Mantri Awas Yojana - construction of 20,000 new houses in urban areas. 

Food and Civil Supplies

107. Target to include eligible families without BPL or OPH ration card under PDS as beneficiaries.

108. Option to make fair price shops to function as common service centres.

Sports and Youth Affairs

109. Haryana sportspersons won one-third of the country's medals in the Olympics. 

110. Establishment of Haryana State Sports Institute at Panchkula on the lines of National Institute of Sports. 

111. Target to open 1100 new sports nurseries in the state. 

112. Target to open 10 day-boarding and 8 residential academies under 'Sports Academy' scheme. 

113. Adventure sports activities training to 1,000 youth to help generate employment. 

114. Haryana hosted the 4th Khelo India Youth Games. 

Sainik and Ardha Sainik

115. Decision to register all ex-para military forces in the state and give equal benefits to ex-servicemen. 

116. Decision to open Integrated Sainik and Ardh Sainik Sadans in all districts.

Industrial Development

117. An amount of Rs.1,000 crore has been provisioned for the development of IMT.

118. Approval for setting up of Electronic Manufacturing Cluster at Sohna at a cost of Rs. 662 crore. 

119. Regional Incentive Policy for Promotion of Electronics Manufacturing.

120. MSME industries to get 50 percent reimbursement on collected VAT on natural gas.

121. Subsidy up to Rs.15 lakh in NCR region for converting MSMEs boilers in to clean fuel.

122. Freight subsidy to promote exports.

123. Fire safety inspection will be done once in three years in non-risky industries.

124. Initiative of 'State Small Revival Scheme Fund' for revival of traditional industries.

125. 'Small Entrepreneurship Support Fund' scheme for promotion of small traders and businessmen.

126. Organizing 'District Trade Fairs' once in a year in every district.

Public Works (Buildings and Roads)

127. Target to construct300 km of new roads and improvement of 6000 km of roads in the state.

128. 50 percent of the budget of the Public Works Department is spent on the strengthening and maintenance of roads.

129. Target to build 22 railway overbridges and vehicle underpasses in the state.

Irrigation & Water Resources

130. Target to construct 5000 recharge borewells in order to prevent the falling ground water level.

131. Reducing distance norms from 1,000 meters to 500 meters for construction of bridges over minors.

132. Relaxation in the condition of minimum 30 percent micro irrigation for repair of ‘Pakki Khalon’.

133. Provision of subsidy of Rs.1214crore for 'Prati Boond-Adhik Fasal’ component of Pradhan Mantri Krishi Sinchayee Yojana.

134. Decision to construct Mewat feeder canal of 200 cusec capacity to meet the drinking water requirements of Nuh and Gurugram districts.

Public Health Engineering

135. Under the Jal Jeevan Mission, the work of supplying water from taps to households in 19 districts has been completed. Soon, the remaining work will be completed in 3 districts Nuh, Jind and Palwal.

Electricity & Renewable Energy

136. Investment of Rs.1000 crore for improvement and upgradation of power infrastructure in industrial areas.

137. Government buildings having electricity demand of 10 kW or more will get electricity from roof tops or other solar systems in the next two years.

138. Decision to introduce prepaid metering system in government offices.

139. 75 percent subsidy on 50,000 solar pumps in the state consisting power upto 10 HP.

140. 'Matching Grant' scheme for bio-power plants in villages.

141. Target to provide 24 hours electricity supply in 5,569 villages of the state in the financial year 2022-23.

Transportation

142. Target to add 2,000 new buses to 142 roadways fleet.

143. Electronic ticketing system in all buses. 

144. New 'Maxi Cab' policy for point-to-point transport facility to people.

145. Establishment of a new ‘Bus Port’ with multi modal facility at Kherki Daula, Gurugram. 

Civil Aviation

146. Credit Guarantee scheme for availing loan regarding flying training.

147. Increasing the length of Karnal and Bhiwani airstrips from 3000 feet to 5000 feet. 

148. Night landing facility at airstrips at Narnaul. 

Panchayati Raj Institutions and Urban Local Bodies

149. The proportion of funds to be given to Zilla Parishads increased from 10 to 15 percent. 

150. Responsibility to repair and maintain rural roads given to the Zilla Parishads. 

151. Mission Abhyudaya Block and Mission Abhyudaya Nagar programme to increase competition between rural blocks and municipal bodies. 

152. 'Divya Nagar' scheme for social, cultural and environmental development of urban areas. 

153. Scheme to set up libraries in villages. 

154. Decision to set up district level public e-libraries in all the districts.

155. Five times increase in budget for advancement of fire extinguishing facilities.

156. Target to begin organized city transport services including pilot scheme of electric bus with charging infrastructure at Rohtak, Panipat, Yamunanagar and Hisar

Excise and Taxation

157. One time settlement scheme for settlement of old VAT dues.

Tourism, Archaeology, Art and Culture 

158. Establishment of a Sikh Heritage Museum and a Martial Arts Museum to promote Lohagarh, the capital of the Sikhs as a tourist centre. 

159. Establishment of State Museum in the name of Swami Omanandji of Gurukul, Jhajjar. 

160. Target to establish Heritage Corners in 100 government schools of the state. 

161. Construction of a dam on river Som at Adi Badri to streamline the flow of Saraswati.

162. Decision to organize another craft fair in Surajkund in November.

163. Establishment of museum at former Harappan site at Kunal in district Fatehabad. 

Government and Public Administration

164. Establishment of Haryana Family Safety Trust to provide insurance cover. 

165. Appointment on compassionate grounds to the dependents of such employees who become at least 70 percent disabled during their service, under the rules of ex-gratia.

Police

166. Target to set up CCTV cameras in 381 police stations and 357 police posts across the state. 

167. Aim to set up 21 cyber police stations in the state. 

168. Decision to recruit 1000 police women to increase 15 percent more representation of women in Haryana Police.

169. Target to construct 2000 new houses for policemen.
