The Aam Aadmi Party (AAP) Punjab has leveled serious allegations against the ruling Congress for betraying and looting the unemployed of Punjab at every step, stating that the Punjabi language, culture and the people of Punjab were being discriminated against by the government in the job recruitments. The AAP demanded that the Punjab government should immediately cancel the agreement reached with Tata Consultancy Services (TCS) Company for the recruitment process.The AAP leaders held a press conference at the party headquarters here on Wednesday in the presence of the unemployed youth of Punjab; in which Punjab affairs in-charge and MLA Jarnail Singh, Leader of Opposition Harpal Singh Cheema, MLA Gurmeet Singh Meet Hayer, general secretary Harchand Singh Barsat and Jalalabad constituency in-charge Jagdeep Godly Kamboj were present.During the press conference, Harpal Singh Cheema said, “The policies and decisions of the Congress government, promising ‘Ghar-Ghar Rozgar’ service; are proving to be extremely fatal for the promising youth of Punjab.” He said that other states like Haryana have reserved 70 to 80 percent in government and private jobs for the unemployed in their respective states but this is not the case in Punjab. As a result, the youth from other states take jobs in government departments in Punjab. Cheema demanded that Punjab Domicile Certificate should be made mandatory for government recruitment in Punjab and additional marks should be given to it and a maximum quota of 10 percent should be maintained for candidates from outside states.
Harpal Singh Cheema said that the government does not issue vacancies in the first place. In most departments, 60 to 70 percent sectional posts are vacant. The time is being passed by contract recruitment and outsourcing or by giving extensions to retirees; however, the promise made by Chief Minister Channi also came down as extensions were being given to retired employees aged 64-65 years in the Water Resources Department and other departments.On the occasion MLA Meet Hayer said, “The government recruitment should be done by Punjab Public Service Commission (PPSC) and Punjab Subordinate Service Selection (PSSS) Board and further recruitment through TCS should be stopped. The company is failing to recruit fairly and transparently. The company is facing a number of cases due to irregularities and scams in the recruitment process.”He said that trials for recruitment of police should be conducted by Punjab Police instead of external agencies. Meet Hayer alleged, “TCS does not give importance to Punjab and Punjabiyat in the recruitment process. For example in constables, sub-inspectors (technical), PSPCL, PSTCL, etc; Punjabi subjects are not taken at all.” Hayer demanded that the Punjabi subject should be made compulsory and most of the syllabus should be based on Punjab, Punjabi, Punjabiyat and Punjabi culture and tradition.
Hayer said that it should be ensured that each paper is taken in the same shift through an offline medium. Written papers taken online and in most shifts are not transparent; that is why papers are repeatedly rejected, or postponed. He questioned what kind of reservation it was, where out of 2,374 posts of clerks released by the PSSS board last week, only 344 posts were for the general category, which was only 14.4 percent. He further asked the government why the waiting list was abolished in the final merit list during the recruitment process. If there is a waiting list, then the top candidate on the waiting list will get a chance. Without the waiting list, the vacancy left by the successful candidate remains vacant forever, he added.Harpal Singh Cheema further said that around 300 employees like electricians, plumbers, porters, gardeners, carpenters etc have been working at the official residences of the Chief Minister and Ministers of Punjab for the last 15 to 20 years; who were outsourced by the previous Badal government instead of being regularized. He said the number of such employees in Punjab is over 20,000. Cheema said the contractors were taking Rs 21,717 per month from the government and were paying them only Rs 14,000 to 16,000; which is ‘darkness under the lamp’. Cheema also demanded that the contractual and outsourcing recruitment in Punjab and its institutions in Chandigarh, should be stopped and the existing workers should be regularized in the departments.
