The second leg of ongoing Back to Village 3 started with great enthusiasm across 80 Panchayats of 7 blocks, including border block Hiranagar here in  Kathua  district.Principal Secretary, Animal and Sheep Husbandry Navin Kumar Choudhary, the Visiting Officer for Panchayat Kootah of Hiranagar Sub Division- presided over panchayat  proceedings on day 1 of the three day public outreach programme.While interacting with the locals, the Principal Secretary said Horticulture, Sheep or Goat farming are other high remunerative option for the farmers.  "Growing Amla, Aleovera etc plants having good medicinal and market value can be adopted to enhance earning besides providing employment opportunities to the local youths", he advised the farmers.He said Agriculture, Horticulture and Animal Husbandry departments have a number of schemes to support agro based start up units with attractive incentives.The Principal Secretary interacted with the PRI members and listened to their issues. He  inspected  site for playfield , construction of pond etc. Meanwhile, in other Panchayats the visiting officers conducted interactive meetings with the BDC Chairpersons, Panchayat members and prominent members of Gram Panchayats and documented their grievances and suggestions.Panchayat assets, government institutions and ongoing works under different schemes of the government were also inspected by the visiting officer on day 1 of the second leg of B2V3.Detailed discussions were also held on formulation of Panchayat developmental plans at Gram Sabhas.

Mahila sabhas were also held in different Panchayats of all 7 blocks of the district.
