With a view to gain the first hand knowledge about the functioning of the administrative system in India, a group of 28 Civil Servants from Bangladesh led by the Deputy Secretary, Cabinet Division and Deputy Director Local Government,  Narayanganj Mr. Mohammed Jahedur Rahman as part of their Mid Career Training Programme today visited the District Administrative Complex.The programme is being organized by the Mahatma Gandhi State Institute of Public Administration (MGSIPA) and the National Centre for Good Governance (NCCG), Department of Administrative Reforms & Public Grievances, Government of India. According welcome to the visiting dignitaries, the Deputy Commissioner, S. A. S. Nagar Mr. Girish Dayalan briefed them regarding the organizational structure of the District and said that the District Administration is responsible for implementing the policies and programmes of the State Government in the entire District. Divulging more, he said that the Deputy Commissioner often called the District Magistrate (DM) in some States, is the overall Head of the District whether it's Revenue Administration, Land Management, Law and Order or Criminal Administration.The Deputy Commissioner also gave the delegation an overview of the various other aspects such as licensing, mining, inspections apart from the other development centric initiatives undertaken by the District Administration. 

Briefing the visiting officers about the Land and Revenue Administration, the SDM Mohali Mr. Jagdeep Saigal said that the SDM is the overall head of Sub Division and takes decisions of revenue cases as Assistant Collector - I in case of mutations and exercises powers of the collector while hearing the appeals. He also added that the SDM also hears cases under maintenance and welfare of senior citizens act u/s 107/151, 133, 145 and functions as the Assistant Returning Officer during assembly polls. The SDM also elaborated that the District Revenue Officer (DRO) is empowered to implement Government policies at the ground level besides being in charge of District Disaster Management and Flood Control Officer and establishment of Patwaris and Kanugoes while the Tehsildar looks after the work of property registration while a Kanugo supervises a group of 10 patwaris and keeps a check on the work of revenue patwari. Later on, the delegation members also visited the Sewa Kendra situated in the District Administrative Complex and were all praise about the various services being provided to them people with the aid of hi-end technology. The delegates also visited the Gram Panchayat Sarseni in Block Derabassi and learned about the implementation of the policy implementation at the grassroots level.Mr. Mohammed Jahedur Rahman on behalf of the officers from Bangladesh highly praised the initiatives being undertaken by the District Administration for implementing the Government policies at the ground level and emphasized more such exchanges so as to enable both sides to learn best practices of each other. Among those present on the occasion included the Joint Commissioner Municipal Corporation Mohali Kanu Thind, Assistant Commissioner General Mr. Yashpal Sharma, Assistant Commissioner Grievances Pooja Grewal, DRO Mohali Major G. S. Benipal, and Consultant MGSIPA P. S. Kailey.
